ITEM #2: Comments from the Chair. *Committee Reports ITEM #3: Request of Roger Stephens and Bonnie Gates to Rezone 48 acres on Old Chapel Hill - Hillsborough Road from GC (General Commercial) to R-20 (Residential with 20,000 sq. ft. minimum lot)(Tax Map 4.45.36). ITEM #6: Request of William Crawley to Rezone 1.66 acres on Buttonwood Drive from R-20 (Residential) to GC (General Commercial), the former Skateland Roller Rink (Tax Map 4.11.A.16 & 17). ITEM #7: Discussion of proposed text amendments (attachments): a) to require Site Plan Review for all non-residential uses. b) to clarify the status of residential driveways as non -structures. c) "grading", and "landscaping" and clarify the need for to define "excavation", g g � Zoning Permits. d) to reduce setback requirements for non -conforming lots. e) to allow setback encroachments with Special Exception Permit. f) to clarify and rearrange Section 3, relocate variance description, pump station requirements, and remove redundant portions. g) to relocate Section 5.11 "Stream Buffers" to Section 7 "Screening and Buffering". Items a -e and the deletion in f require a vote to send to Public Hearing ITEM #8: Discussion of allowing single wide mobile homes in R-10 districts (attachment). ITEM #9: Adjournment. Please call the Planning Department if you cannot attend. 732-2104 or 732-2106 after 5 pm MINUTES PLANNING BOARD January 5, 1993 PRESENT: Bill Crowther (Chair), Wayne Tilley, Kendall Abernathy, Cheshire Cole, Louise Evans, Sam Jones, Margaret Moore, Wendy Olson, Quanda Turner PUBLIC: William Crawley, Todd Chavious, Margaret Hauth Crowther called the meeting to order at 6:35 PM. ITEM #4-6: Hauth introduced the three rezoning requests that will appear on the public hearing agenda at the end of the month. The members asked that a better map be provided for the Meadowlands request, so it can be reviewed in the surrounding context. ITEM #7a: Hauth introduced the text amendment to require site plans for all non-residential uses, regardless of the zoning district. She noted that this primarily affects schools and church which are permitted by right in residential districts which does not provide a comment opportunity for neighbors. MOTION: Abernathy moved to send the proposed text to public hearing. Jones seconded. VOTE: Unanimous. ITEM #7b: Hauth introduced the text amendment to clarify the status of residential driveways. The members asked Hauth to include other items like steps, patios, walkways, etc. and broaden the scope. They agreed not to send this item to hearing at this time. ITEM #7c: Hauth introduced the text amendment to define "grading" and "excavation". MOTION: Olson moved to send the proposed text to public hearing. Evans seconded. VOTE: Unanimous. ITEM #7d: Hauth introduced the text amendment to reduce setback requirements for non -conforming lots. Hauth said the proposal holds the proportion of the lot in setback the same, but does not allow setbacks of less than 10 feet. MOTION: Crowther moved to send the proposed text to public hearing. Olson seconded. VOTE: Unanimous. ITEM #7e: Hauth introduced the text amendment to allow setback encroachments with a special exception permit for the street setback. She noted that many streets have wide rights-of-way that make front setbacks very deep. She noted that this would allow the reduction to keep new construction more in-line with its neighbors. MOTION: Abernathy moved to send the proposed text to public hearing. Evans seconded. VOTE: Unanimous. ITEM #7f&g: Hauth introduced the text amendment to rearrange portions of the ordinance. Hauth said she had talked with the Town Attorney and this proposal does not require a hearing, because the rules are not changing, they are being moved within the document ITEM #8: Hauth introduced the request from resident Jack Payne to allow single wide mobile homes throughout the R-10 district. The members discussed the request and agreed that it was not a board priority. Crowther reminded members that any citizen can sponsor a text amended. The members directed Hauth to make Payne aware of that option. Crowther adjourned the meeting at 8:00 PM Respectfully submitted, MargAt A. Hauth, Secretary
