HomeMy Public PortalAboutMIN-CC-2002-07-09MOAB CITY COUNCIL REGULAR MEETING July 9, 2002 The Moab City Council held their Regular Meeting on the above date in the Council Chambers of Moab City Offices, located at 115 West 200 South, Moab, Utah. Mayor David L. Sakrison called the Pre -Council Workshop to order at 5:30 PM. Mayor David L. Sakrison called the Regular City Council Meeting to order at 7:00 PM and led in the Pledge of Allegiance. Also in attendance were Councilmembers Kyle Bailey, Gregg Stucki, Jeffrey Davis, and Rob Sweeten; City Recorder/Assistant City Manager Rachel Ellison, City Treasurer Jennie Ross, Public Works Director Brent Williams, City Planner Robert Hugie and Police Chief Mike Navarre. Two (2) members of the audience and media were present. There were no minutes to approve. There were no Citizens to be Heard. Under City Planning, City Planner Hugie distributed a written report. Under Public Works Department Update, Public Works Director Williams stated that the new speed humps were in place on Locust Lane and seemed to be successful. Public Works Director Williams also stated that there was a new four-way stop on MiVida and McGill. Public Works Director Williams stated that the dust reduction project on Rainbow Drive was completed today and that the 500 West project was on target. Under Police Department Update, Police Chief Navarre distributed a written report. Councilmember Sweeten moved to table Proposed Ordinance #2002-04 — an Ordinance Amending the City of Moab Land Use Code Implementing the Gateway Plan by the Adoption of the RC (Resort Community) Zone District and to increase and enhance the landscaping portion of the ordinance. Councilmember Davis seconded the motion. The motion carried 4-0 aye. Councilmember Bailey moved to Send Proposed Ordinance #2002-06 — an Ordinance Amending Section 8.08.170, Chapter 8.08, Title 8, of the Moab Municipal Code Regarding Maintenance and Care of Property Within Commercial Zones to Public Hearing. Councilmember Sweeten seconded the motion. The motion carried 4-0 aye. Councilmember Bailey moved to Send Proposed Ordinance #2002-07 — an Ordinance Amending Section 17.09.530 and 17.09.540 of Chapter 17.09, Title 17, of the Moab Municipal Code Regarding Conditions in General and Conditions for the Approval of Home Occupations to Public Hearing after input from City Attorney McAnany. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. Mayor Sakrison made a presentation regarding a Traffic Light at the Intersection of Highway 191 and 400 East. Discussion followed. Councilmember Sweeten moved to approve a Permanent Class III Beer License for Larry Robuck, d.b.a. Boomer's Market Located at 702 South REGULAR MEETING & ATTENDANCE APPROVAL OF MINUTES CITIZENS TO BE HEARD PLANNING UPDATE PUBLIC WORKS UPDATE POLICE DEPARTMENT UPDATE PROPOSED ORDINANCE #2002- 04, TABLED PROPOSED ORDINANCE #2002- 06, APPROVED PROPOSED ORDINANCE #2002- 07, APPROVED PRES. RE. TRAFFIC LIGHT AT THE INTERSECTION OF HIGHWAY 191 AND 400 EAST PERMANENT CLASS III BEER LICENSE FOR LARRY ROBUCK, D.B.A. BOOMER'S MARKET, APPROVED Main Street. Councilmember Davis seconded the motion. The motion carried 4-0 aye Councilmember Sweeten moved to approve Proposed Resolution #25- 2002 — a Resolution Regulating the Use of Fireworks and Combustible Materials within Moab City Limits. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. Under Reading of Correspondence, Mayor Sakrison inquired if the Council would like to give Planning and Community Development Director Olsen direction to obtain an appraisal of property for a future footpath on Mulberry Lane. The Council responded yes. Mayor Sakrison also stated that he had received a letter from the Utah Department of Transportation (UDOT) regarding the future stoplight at State Route 191 and 400 East. Mayor Sakrison stated that he had received a letter from Precis Communications regarding a cable rate increase. PROPOSED RESOLUTION #25- 2002, APPROVED READING OF CORRESPONDENCE Under Administrative Reports, City Recorder/Assistant City Manager ADMINISTRATIVE REPORTS Ellison stated that City Manager Metzler was on vacation until July 12, 2002. Under Mayor and Council Reports, Councilmember Bailey stated that he had attended the County Council meeting at the Airport and that Salmon Airlines had made a good proposal to the County for air service and that the County was seriously considering the proposal. Councilmember Davis moved to pay the bills against the City of Moab in the amount of $398,590.44. Councilmember Sweeten seconded the motion. The motion carried 4-0 aye by a roll -call -vote. Councilmember Sweeten moved for adjournment. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. Mayor Sakrison adjourned the Regular Council Meeting at 7:40 PM.
