Board Absent: Mayor Collins and Trustee Calkins. Others Present: Brian Murphy, Village Administrator; Allen Persons, Public Works Director; Doug Kissel, Wastewater Superintendent (Electronic); Dan Biermann, Water Superintendent (Electronic); Jon Proulx, Planning Director (Electronic); Lonnie Spires, Building Official (Electronic); Amy De Boni, Community Relations Director (Electronic); Traci Pleckham, Management Services Director (Electronic), and John Konopek Chief of Police (Electronic). Trustee Wojowski moved to appoint Trustee Bonuchi as this evening’s Chair. Second by Trustee Larson. Vote by roll call. Calkins, absent; Kalkanis, yes; Larson, yes; Wojowski, yes; Benton, yes; Bonuchi, yes. 5 yes, 1 no, 1 absent. Motion carried Trustee Wojowski moved to approve the Minutes of the Committee of the Whole Workshop held on January 11, 2021. Second by Trustee Benton. Vote by roll call. Calkins, absent; Kalkanis, yes; Larson, yes; Wojowski, yes; Benton, yes; Bonuchi, yes. 5 yes, 1 no, 1 absent. Motion carried. PRESIDENTIAL COMMENTS Trustee Bonuchi asked staff to give an update on the storm heading our way. Chief Konopek gave an update. TRUSTEE COMMENTS Trustee Benton thanked staff for their efforts with the snowstorm and encouraged everyone to drive safely. Trustee Larson expressed concern regarding a Police and Criminal Justice Reform Bill. There was some general discussion and consensus to have staff prepare a statement expressing concerns regarding the bill. PUBLIC COMMENTS Administrator Murphy noted that one public comment was submitted: George Havel submitted an email expressing concern regarding speeding traffic in the Creekside Crossing Subdivision. WORKSHOP 1)2021-2022 DRAFT FISCAL YEAR BUDGET Mr. Allen Persons gave a presentation highlighting the proposed 2021-2022 fiscal year budget for the Water and Sewer Department. Mr. Persons reviewed the Mission Statement, Lake Michigan water supply and distribution, EPA compliance, water meeting reading, COVID-19, Wastewater Treatment Facility, electrical cost savings, organizational chart, Public Works personnel and population growth, retirements, water and sewer expansion, and capital improvements. Mrs. Traci Pleckham reviewed the budget summary and budget detail for the Water and Sewer Department. Mrs. Traci Pleckham gave a presentation highlighting the proposed 2021-2022 fiscal year budget for the Administration Department including Legislative, Management Services, Community Relations, 11 Village of Plainfield Committee of the Whole Meeting Minutes – January 25, 2021 Page 2 Information Technology, Human Resources, Facilities Management, and Legal Services. Mrs. Traci Pleckham reviewed the budget summary and budget detail for the Administration Department. Mayor Collins thanked staff and read the reminders. Trustee Larson moved to adjourn.
