The June 17 Town Board meeting has been cancelled because many of the Trustees
will be attending the Colorado Municipal League Conference this week. The next

meeting will be July 1.
Planning
The Planning Department is still very busy with development review and
building permit review. Our building permits are now going directly into
Laserfiche, our document management software.
The Town Planner is finalizing the location and design of additional
trailhead signage in Fraser.
The Town has received the six Keep American Beautiful (KAB)/Coca Cola
Bins. The Town of Fraser is the only entity in Colorado to receive the
grant! Look for them soon around Fraser. The Town is expected to track
and report the amount of recyclables collected with the bins over a 12
month period.
ArcGIS Online
is a collaborative, cloud-based platform that allows members of an
organization to use, create, and share maps, scenes, apps, and data, and access
authoritative basemaps and ready-to-use apps. Fraser moved into the cloud-based
platform this year and the following is a status report since the beginning of the year:
Extensive work with public works has been done to prepare for summer inspections.
The water and sanitation GIS database was restructured to better accommodate
inspections data and the new procedures for performing inspections. Maps and
services were setup for mobile editing in the field with a tablet and the Collector app,
allowing for inspection reports to be filled out in real time as the crew is on-site. Data
is synced to the cloud when back in the office and Adam is able to track progress and
Jodi downloads and extracts the data for updating information in the master database.
With this new setup, not only more comprehensive data will be available through
interactive maps, but data is being verified and made more complete, and inspections
can be tracked more efficiently and information is more accessible to town staff.
Town maps are being developed for the website to better provide information to the
public. An interactive zoning map will soon be embedded on the Planning and Zoning
webpage, so that citizens can easily look up zoning information without having to
download a large PDF map. FAQs about town services, amenities and attractions will
be available on the website. And we will be rolling out new/updated maps and apps

soon: address locator, property information finder, parks and open space explorer,
and a points of interest and parking map.
More services – map layers are being made available online.
Services are being maintained and updated with new features/edits
Aerials – new 2014 imagery will be available on ArcGIS Online soon.
Custom basemap covering the Towns of Fraser and Winter Park is continually
being improved and updated.
In 2008, Grand County Water & Sanitation District #1 (GCWSD) converted
decommissioned sewage lagoons into augmentation reservoirs. Records indicate that
the reservoirs are lined with a blended clay liner to reduce seepage loss. However, a
definite liner was not observed during the lagoon conversion project. GCWSD has noted
that an unacceptable loss of stored water was occurring through the Reservoir 2 liner,
located in the northwest portion of the property. GCWSD is currently constructing liner
improvements and adding below grade
storage capacity to Reservoir 2.
In October 2014, the Planning Commission
approved a Development Permit for Grand
Valley Flooring (GVF) for property located
at 76891 US Highway 40. This property is
sandwiched between the GCWSD ponds
to the southeast and Rocky Mountain
Moonshine to the northwest. The permit
approval allows for the construction of a
5,000 square foot pre-manufactured,
metal, commercial building to house GVF
and potentially 2 other businesses yet to be determined.
The Town Planner is currently working with two businesses (located on US40) on their
Business Enhancement Grant applications. The hope is to schedule these soon on an
upcoming Town Board agenda.

Planning Commission
On June 10, 2015, the Planning Commission
approved a Development Permit for Murdoch’s
Ranch & Home Supply! So, the next step is a
building permit. It is anticipated that a permit will be
submitted by the end of month and the store opening
by year end. The exterior material board and site
plan details are available for viewing at Fraser Town
Hall. Thanks to staffers and PC for making this
happen. We are very fortunate that the owners have filled the Also space so quickly.

The Final Plat public hearing for Elk Creek at Grand Park was continued until June 24,
2015. Grand Park Development LLC, the applicant, is proposing 71 single-family lots to
be platted and constructed in five (5) phases on approximately 17 acres.
The Commission is in receipt of a major subdivision proposal: The Meadows at Grand
Park: Grand Park Development LLC, the applicant, is proposing 30 single family
dwellings on 11.4 acres on Planning Area 3WC.
The Commission is also in receipt of a Use by Special Review permit application for a
Wastewater Treatment Facility. Cornerstone Winter Park Holdings, LLC has requested
consideration of a Use by Special Review and Development Permit for a new
wastewater treatment facility. This facility would be located generally behind the Fraser
Valley Center along the east side of CR72. The facility is proposed to provide service to
the property known as Byers Peak Ranch and would discharge into Elk Creek. A public
hearing has been scheduled for June 24, 2015.
The Planning Commission received the Strategic Planning Economic Development
Group Power Point that was handed out at the last Town Board meeting. There is much
interest to join the Town Board in the “What is Economic Development discussion?”
Public Works
The Public Works Department completed the annual water system leak detection survey
in the south system (Rendezvous & Grand Park areas) late last week.
Staff is preparing public notification materials for our sewer line replacement and
rehabilitation project between Norgren and Carriage this August. A survey of the utility
easement will be performed in advance of the project start so that property owners will
have sufficient time to remove their belongings out of the easement prior to the work
start date, yet TBD.
Weather precipitation continues to slow down progress on this project. With warmer,
drier weather slated for the week of June 15th, the contractor hopes to make some big
strides.
Waterline installation continued this week to the top of CR804. The end of the waterline
trench was protected with a steel plate and marked with traffic cones. Additional traffic
control was installed earlier to enhance public and worker safety.

Late afternoon Friday 6/12/15, detour signage has been temporally removed opening up
CR 804 to two-way traffic. Each Friday afternoon the construction site is shut down for
the weekend and detour routing signs are laid face down and the “Road Closed” signage
is removed from the CR804/Cranmer intersection to fully open CR804 to two-way traffic.
Slurry Seal RFP’s came back well over budget so a new RFP will be issued for a simple
seal coat application to the asphalt bike/pedestrian trails. The work will be scheduled for
some time in August/September.
The hanging baskets are here and will be ready for distribution soon.
Seasonal gardening staff has been hired.
Cozens Ranch Open Space:
Construction activities continue on the 42-inch pipe
crossing- Drainage Alignment project. This work is an extension of the pipe crossing
project that started in the fall of 2013 as a result of big water run-off in the spring of
2014. This additional work has involved the construction of a new swale to convey storm
water flows from the west side of SH40 to the Fraser River. All of the work being
performed is under the authorization of our ‘Nation Wide Permit 43- Stormwater
Management Facilities’ through our valid US Army Corps permit.
The upstream section of the new swale was filled in and the swale shaped to accept
flows; log waddles and check-dams were installed to minimize sediment transport; the
lower section of the swale was shaped to allow flows to move freely to the river; the
lower section of the original feeder ditch (now abandoned) that fed the upper pond was
also filled following written approval for a modification to our original permit by the US
Army Corps.
The Department is in a hold pattern waiting for the earth materials to dry out so that staff
can make final grade adjustments, place top soil and duff and re-vegetate. The final item
remaining, placement of a rock lined run-down channel into the Fraser River, will not
take place until late August/September as this is the only time construction activities can
take place in the waters of the US, per our permit.
PSCo (Xcel) has rescheduled their 1,100' bore replacement of the 8" high pressure
transmission gas line in the easement area south of CR 8 between Hwy 40 and Wapiti
Drive to Monday July 6, 2015. This is an approx. 6-8 week project from mobilization to
restoration. They will be making a request to the Board for an extension to the work
hours, currently sunrise to sunset, to allow for one 24-hour operational period during the
time when they need to pull the new pipe through the bore hole. This process must be
completed in a single pull process to maintain the integrity of the bore hole and in an
effort to minimize the duration of the project construction time frame. More to come as
the Public Works Director receives it! There will not be a closure of Wapiti Dr. during this
time; however, the travel lanes at CR8 & Wapiti will be reduced in width for a few days to
allow the contractor to make the tie-in of the new pipe into the existing pipe works at the
Babey valve set in Wapiti Dr.
Public Works staff in partner with youth volunteers for the Timberline Lodge Group will
be doing trail maintenance activities along the southern section of the Fraser River Trail
from CR804 to the Mountain Man Park in Rendezvous this coming June 17th, weather
dependent.
