Special Board of Trustees Meeting The Trustees of the District met in Room 109 at 2350 Market on the above date. Present at the meeting were: Board of Trustees Staff Members M.E. Yates, Chair (phone) B.L. Hoelscher, Executive Director J.P. Faul, Vice Chair (phone) T.R. Snoke, Secretary-Treasurer J. Singer(phone) S. M. Myers, General Counsel R. L. Bonner M. M. Gee, Director of Finance A. K. Mandel R. L. Unverferth, Director of Engineering Also present were: Tamara Clinton MSD Theresa Belleville MSD Amanda Sammet MSD Jon Sprague MSD Betsy Schubert MSD Trustee Bonner asked for roll call of all Trustees and called the meeting to order at 10:00pm. Roll Call Vote was made by Trustee Yates, Faul, Mandel, Singer and Bonner. (Trustee Bobo was absent). Trustee Bonner asked for the Executive Director report. The Executive Director, Brian Hoelscher, introduced the Director of Finance, Marion Gee, to provide further explanation on the topic of the Special Board Meeting. Mr. Gee provided a detailed explanation and answered questions from Trustee Singer about the proposed revised Tax Levy ordinance. Staff used the current stormwater administrative general tax rate in effect of 1.95 when the FY 17 budget was prepared and subsequently approved by the Board. Staff received the property assessment valuation data from the City and County after the September Board meeting and began the process of calculating the actual rate to be levied. The tax increased from 1.95 cents to 1.96 cents. The calculation of the taxes must be reviewed by the Missouri State Auditor’s Office prior to the information being submitted to the City and County by the October 1st deadline which is the reason for the Special Board meeting. Trustee Bonner asked for questions from the public; Hearing none, she moved on to New Business. New Business Agenda Item No. Name Page No. ORDINANCES 6 Proposed Ordinance No. 14523 - REVISED Adjusted 2015 Tax Levy for the Metropolitan St. Louis Sewer District and its various Sub districts INTRODUCTION AND ADOPTION OF PROPOSED ORDINANCE NO. 14523 AN ORDINANCE repealing Ordinance No. 14394, adopted June 9, 2016, and enacting a new Ordinance in lieu thereof, adjusting the previously fixed taxes by determining the amount of taxes which shall be levied, assessed, and collected in the year 2016 on all taxable tangible property in the District within the corporate limits of the City of St. Louis and St. Louis County, respectively, and in Subdistricts within the corporate limits of St. Louis County as follows: Coldwater Creek Trunk Subdistrict, Gravois Creek Trunk Subdistrict, Maline Creek Trunk Subdistrict, Watkins Creek Trunk Subdistrict, Subdistrict No. 88 (Fountain Creek), Subdistrict No. 89 (Loretta-Joplin), Subdistrict No. 342 (Clayton-Central), Subdistrict No. 366 (University City Branch of River des Peres Stormwater Subdistrict), Subdistrict No. 367 (Deer Creek Stormwater Subdistrict), Subdistrict No. 369 (Sugar Creek), Subdistrict No. 448 (Missouri River - Bonfils), Subdistrict No. 449 (Meramec River Basin - M.S.D. Southwest), Subdistrict No. 453 (Shrewsbury Branch of River des Peres), Subdistrict No. 454 (Seminary Branch of River des Peres), Subdistrict No. 455 (Black Creek), Subdistrict No. 1 of the River des Peres Watershed (Creve Coeur-Frontenac Area), Subdistrict No. 4 of the River des Peres Watershed (North Affton Area) and Subdistrict No. 7 of the River des Peres Watershed (Wellston Area); and the Board of Trustees, in accordance with Charter Section 7.310 authorizes the Director of Finance to certify as to the amount of taxes which shall be levied, assessed and collected for the aforementioned Subdistricts with an emergency clause. Motion was made by Trustee Mandel, seconded by Trustee Yates, that the ordinance no. 14523 be Introduced. Motion passed - 5 ayes – 0 nays Poll taken: M. Yates – aye; J. Faul – aye; A. Mandel – aye; J. Singer – aye; R. Bonner – aye The Secretary Treasurer asked if there was an objection to the suspension of the rule. Hearing None Motion was made by Trustee Mandel, seconded by Trustee Yates, that The ordinance nos. 14523 be Adopted Motion passed - 5 ayes – 0 nays Poll taken: M. Yates – aye; J. Faul – aye; A. Mandel – aye; J. Singer – aye; R. Bonner – aye Upon motion made by Trustee Bonner and seconded by Trustee Yates, and unanimously passed, the meeting adjourned at 10:26p.m.
