Please call the Planning Department if you cannot attend. 732-2104 or 406-8393 (voice mail, anytime, local call) I MINUTES PLANNING BOARD November 2, 1993 MEMBERS: Bill Crowther (Chair), Kendall Abernathy, Louise Long, Stuart Munson, Wendy Olson, Pat Shannon, Quanda Turner, Ken McLeroy (Alternate), Robert Murphy (Alternate) OTHERS: Margaret Hauth Crowther called the meeting to order at 7:00 p.m. ITEM #2 Comments from the Chair: Committee Reports. Abernathy reported that there had not be a Board of Adjustment meeting this month. Olson reported that the parking area for Occoneechee Park has not yet been determined. They are also working on the viewing platform and meeting with the engineers to review a second draft. Shannon reported on the Murray Street Pocket Garden. They will be meeting with the Town's contractors to discuss clean up after the recent water line work in the area. The pump station has not been removed at this point. Hauth reported for the Entranceway Committee. They are designing the sign, but have not touched on the zoning issues as yet. ITEM #3 Review of draft performance standards and text amendments relating to commercial redistricting. Noise Hauth reviewed the noise standards with the Board comparing it to the Orange County Noise Ordinance. She noted it also included some sections from the Chapel Hill ordinance. There was some discussion regarding enforcement. Hauth said that the Town Code covers enforcement. She said she would add the reference to the Town Code to the amendment. Impervious Surface it was suggested that a definition be added for impervious surfaces. McLeroy suggested it might be helpful to have sketches showing the difference between current development and proposed standards. He said he did not have a good idea as to whether 70% is too high!or too low. Members agreed some examples would be useful. Hauth said she would provide some at the next meeting - including Wal -mart and Burger King. The examples will include setbacks, impervious surfaces and buffers. Stormwater Control The Board elected to change the wording of 5.17.4 to read "Water flows shall not be diverted onto neighboring properties", deleting the word "unnecessarily." Refuse Collection Hauth reported that the Ordinance requires dumpsters for multi -family developments but not non-residential development. PB 11/2/93 page 2 Pedestrian Access Olson presented the requirements of Cary, Carrboro, and Chapel Hill. The Board established pedestrian access priorities as being safety and visibility with commercial property being a higher priority than residential property. Pedestrian accesses need to be on both sides of the street unless one side of the street is completely undeveloped. The Board decided to review a revised recommendation before taking this issue to public hearing. ITEM #4: Recommendation of transportation projects for the 1995-2001 TIP. Hauth presented an updated project list. She said that projects costing less than $100,000 typically are not listed in the TIP and can be funded from other sources. Olson asked that project 4 include a statement about the new bridge being designed to accomodate bicycles and pedestrians. MOTION: Crowther moved to recommend the priority list to the Town Board as amended. Murphy seconded. Hauth will take these recommendations to the Town Board for their approval. ITEM #5: Goals setting for coming year. Due to the late hour, Crowther suggested this item be tabled until the next meeting.
