No. 13855 repealing and superseding Ordinance No. 13625 adopted June 13, 2013, and making appropriations for the current expenses of the District in the General Fund, the Water Backup Insurance and Reimbursement Fund, the Workers’ Compensation Fund, the Sanitary Replacement Fund, the Stormwater Operations, Maintenance and Construction Improvement Funds, the Emergency Funds,the Debt Service Funds, and the Wastewater Revenue Bond Service Funds for the fiscal year beginning July 1, 2014 and ending June 30, 2015, amounting in the aggregate to $255,096,865 to pay interest falling due on bonds issued, the costs ofsupport, operation, and maintenance of the District and its various subdistricts, and emergencies in accordance with the requirements of this Proposed Ordinance to be introduced May 8, 2014. No. 13856 repealing Ordinance No. 13735, adopted October 1, 2013, and enacting a new Ordinance in lieu thereof, determining the amount of taxes which shall be levied, assessed, and collected in the year 2014 on all taxable tangible property in the District within the corporate limits of the City of St. Louis and St. Louis County, respectively, and in Subdistricts within the corporate limits of St. Louis County as follows: Coldwater Creek Trunk Subdistrict, Gravois Creek Trunk Subdistrict, Maline Creek Trunk Subdistrict, Watkins Creek Trunk Subdistrict, Subdistrict No. 88 (Fountain Creek), Subdistrict No. 89 (Loretta-Joplin), Subdistrict No. 342 (Clayton-Central), Subdistrict No. 366 (University City Branch of River des Peres Stormwater Subdistrict), Subdistrict No. 367 (Deer Creek Stormwater Subdistrict), Subdistrict No. 369 (Sugar Creek), Subdistrict No. 448 (Missouri River - Bonfils), Subdistrict No. 449 (Meramec River Basin - M.S.D. Southwest), Subdistrict No. 453 (Shrewsbury Branch of River des Peres), Subdistrict No. 454 (Seminary Branch of River des Peres), Subdistrict No. 455 (Black Creek), Subdistrict No. 1 of the River des Peres Watershed (Creve Coeur-Frontenac Area), Subdistrict No. 4 of the River des Peres Watershed (North Affton Area) and Subdistrict No. 7 of the River des Peres Watershed (Wellston Area); and the Board of Trustees, in accordance with Charter Section 7.310 authorizes the Director of Finance to certify as to the amount of taxes which shall be levied, assessed and collected for the aforementioned Subdistricts with an emergency clause. No. 13875 Pond Inn Annexation 33 Introduction of proposed Ord. No. 13875 to extend the boundaries of The Metropolitan St. Louis Sewer District to include an area of St. Louis County which could be efficiently served by the sewer or drainage facilities of the Metropolitan St. Louis Sewer District. 56 – Proposed Ord. No. 13876 Classification Plan 34 Introduction of proposed Ord. No. 13876 repealing Ordinance No.13813, as adopted March 12, 2014, and enacting a new Ordinance with an emergency clause in lieu thereof, prescribing the Classification Plan for all employees in the Classified Service of The Metropolitan St. Louis Sewer District, and designating those classifications which are eligible for payment of overtime compensation. Resolutions 57 Adoption of Resolution No. 3153 whereas Section 5.110 of the Charter of The 35 Metropolitan St. Louis Sewer District states: "A continuing five-year strategic and operating plan for the District shall be adopted on an annual basis by the Board. At that time, the pre-construction and construction phase services for the two projects were estimated to last from January of 2009 to December of 2012, or 48 months. At the time of these negotiations, the projects were still under design and final sequencing of construction had yet to be determined. Due to sequencing of the two projects, the actual pre-construction and construction services are anticipated to last until January of 2015, or 25 months longer than originally anticipated. 28 of 6/12/14 Additionally, in 2011 the District added MWBE Compliance and Workforce Compliance monitoring (Executive Order No. 11246) to the scope of Kwame Building Group services. Since the most recent upgrade of the website in 2009, many technologies MSD utilizes for this medium have become outdated or are no longer supported by vendors. Through the current contract, Falk-Harrison has been providing MSD with website redevelopment and support services. The new/revamped website is scheduled to launch in the late June to early July 2014 timeframe. Once the new website is launched, MSD plans to utilize external resources for hosting, maintenance, minor enhancements, and other services. MSD does not have the internal staffing resources necessary for this work. Funds for these services are a part of the proposed fiscal year 2015 operating budget. As the services described above are part of the scope of work called for in the current contract with Falk Harrison, staff is recommending the extension of the existing contract through June 30, 2015. Such an approach will allow for a well- 38 of 6/12/14 managed launch of the new website and technology adjustments that are the part of any new website launch, without the challenge of possibly switching vendors before the new website is fully integrated into existing business processes and staff is fully versed in the ongoing management of the new website platform.
