December 7, 1993

Crowther called the meeting to order at 6:32 p.m.

Committee Reports (Hauth made the following reports)
On a transportation note, of the five projects that were submitted to the MPO for
submission to NCDOT, three were listed in the top 20 of the Regional Priority List.
Hauth understands that this indicates a good chance for funding to be allocated. The
three projects are: improvements in the I-85 corridor, safety improvements on North
Nash Street, and truck improvements at the 70/86 intersection.
The Meals Tax Committee is getting organized. The tax on prepared food and beverages
will not go into effect until April 1 and the Town will not begin seeing revenue until May
or June. Sixty percent of the funds are to provide visitor services and forty percent are
for capital improvements. It is with the 40% fund that the Planning Board may be
involved. These funds are proposed to be saved for the first year and priorities set for
their expenditure.
Hauth has found supplier for replacement columns and light fixtures on the Exchange
Park Lane Bridge. The materials should arrive so the fixtures can be lighted by the end
of January. The zoning and landscaping issues that the Entranceway committee was also
to discuss have not been addressed yet.
ITEM #3: Review of the draft performance standards relating to commercial re -districting.
Noise
Some members questioned how loud the noise levels are that are listed in the proposed
text. Hauth said she has a table which explains by example which she would include in
the next month's packet. She notes that the levels proposed are fairly low. She added
that noise contours around airports reflect the 65 dBa and 75 dBa levels. She noted that
60 dBa is the level of normal conversation.
Impervious Surface
Hauth said there were no further changes to this section, but would like to come back to
discuss the example drawings a little later.
Parking
Hauth said she is proposing an additional change to reflect Olson's comments about
compact parking. She proposes deleting the existing Section 6.3.8.2. She is proposing
an overall limit of 25% of the parking spaces to be compact with not limit on where in
the lot they are placed.

Example Drawings
Hauth explained that the drawings attempted to show the difference between the existing
regulations and the new. She showed the examples of Wal-Mart and Burger King as they
are now and how they would be if developed under the new ordinance. She used the
example of an unbuilt convenience store proposed on Cornelius Street to clarify that it
would be very difficult for a developer to comply with all the requirements and not also
meet the impervious surface requirements at the same time. The last example combines
parking, zero setback, and driveway requirements. The members thanked Hauth for the
illustrations and said they were helpful.
ITEM #4: Hauth asked the members to provide her with some priorities for the coming year. The
list of projects that she knows of are: Implementing the commercial re -districting, finding
a solution for setbacks on small lots, creating a 2 stage development review process &
multi -use zoning, looking at entranceway zoning, and looking at the multi -family district
(goal of Vision 2010). She added that there is also some definition work to be done.
Crowther added the completion of the Park and Recreation Plan to the list. There were
no other additions. The members agreed that the commercial changes are of primary
concern. They said the smaller projects (definitions) could be done concurrently. Hauth
said the Parks and Recreation plan simply needs her time to complete writing it.
Crowther adjourned the meeting at 7:30 pm.
