HomeMy Public PortalAbout20150120 - Select Board - Agenda   TOWN OF HOPKINTON BOARD OF SELECTMEN’S MEETING AGENDA TOWN HALL, 18 MAIN STREET, 2ND FLOOR Tuesday, January 20, 2015 5:30 PM CALL TO ORDER 1.EXECUTIVE SESSION (ROOM 211)  i. EXECUTIVE SESSION MINUTES (ACTION) The Board will consider approving executive session minutes: 4/1/14; 4/15/14; 6/3/14; 6/24/14; 7/15/14; 8/12/14; 9/11/14; 9/23/14; 10/7/14; 10/21/14; 11/6/14; 11/18/14; 12/2/14; 12/16/14; 1/6/15 ii. CONTRACT NEGOTIATIONS, LITIGATION AND REAL PROPERTY ●To discuss strategies with respect to collective bargaining updates by the Town Manager with regard to the Fire Department Union, Dispatcher’s Union and Police Union, because an open meeting may have detrimental effects on the bargaining positions of the Board; ●To discuss considering the purchase, exchange, lease or value of real property in regards to a property on 203 Pond Street, Claflin Avenue and the Pratt Farm, because an open meeting may have a detrimental effect on the negotiating position of the Board; ●To discuss strategy with respect to litigation, because an open meeting may have a detrimental effect on the litigation position of the board; and ●To conduct strategy sessions in preparation for negotiations with nonunion personnel relative to Town Hall, Library, Police, Fire, DPW and Senior Center. PLEDGE OF ALLEGIANCE    6:30 PM PUBLIC SESSION (Room 215) 2.PUBLIC FORUM Residents are invited to share ideas, opinions or ask questions regarding town government. SPECIAL ANNOUNCEMENT The Elementary School Building Committee would like to encourage all residents to attend a public workshop this Saturday, January 24, 2015 from 9:00AM to 10:30AM at the Middle School Auditorium to assist in designing a replacement for the Center School. MINUTES (ACTION) The Board will consider accepting the following public session minutes: July 15, 2014; August 12, 2014; October 7, 2014; October 14, 2014; October 21, 2014; November 6, 2014. ii. 2 OAKHURST STREET DEMOLITION REQUEST (ACTION) The Board will consider approving a request from the Building Inspector to enter the premises at 2 Oakhurst Street to demolish the abandoned building. Supporting Exhibits: Building Inspector & Fire Chief Correspondence. iii. PARADE PERMIT (ACTION) The Board will consider approving the following Parade Permits: a. Proponent: Aaron Nemzer, DMSE Sports Enterprises - Jimmy Fund Walk. Starting Point: Marathon Starting Line (Center School) Date & Time: Sunday, September 20, 2015 from 5:30AM start time. TOWN SEASONAL POPULATION ESTIMATE (DISCUSSION) Pursuant to MGL Chapter 138, section 17, the Board will determine an Estimate Resident Population for the Alcoholic Beverages Control Commission (ABCC) for seasonal licenses. HONORARY CITIZEN FOR A DAY (ACTION) The Board will consider approving designating Mebrahtom "Meb" Keflezighi, the 2014 Boston Marathon winner and first American to win the Men’s race since 1983, as an honorary citizen of Hopkinton for a day. 7:00 PM APPROPRIATION COMMITTEE APPOINTMENT (ACTION) 4. As the Appropriation Committee Appointing Committee, the Board of Selectmen, Town Moderator and Town Clerk will consider appointing Shahidul Mannan to the Appropriation Committee to complete a 3-year term to expire on June 30, 2016. Supporting Exhibit: Shahidul Mannan Application. 7:15 PM VISIONING STEERING COMMITTEE FINAL REPORT (ACTION) 5. The Board will consider approving the final Town Visioning statement and document. 7:45 PM 203 POND STREET (DISCUSSION/ACTION) 6. The Board will have a discussion on the potential of the Town acquiring 203 Pond Street and consider opening a special town meeting warrant. The Board will receive a brief FY16 budget update.
