HomeMy Public PortalAbout2016-01-041 REGULAR COUNCIL MEETING, JANUARY 4, 2016 CALL TO ORDER The Regular Council Meeting of January 4, 2016, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The following Council Members were present for the roll call: Present: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber, Scrivner, and Ward Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Costales, seconded by Councilman Graham, to adopt the agenda as published. The motion was approved unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin presented a proclamation to Mr. Kurt Hafley and Ms. Lee Knernschield declaring January 14 as “I Am a Mentor Day.” Following comments by Mr. Hafley and Ms. Knernschield who stated that anyone who wished to become i nvolved may contact the Jefferson City YMCA Nowell’s Annex at 634 -3290 or call the Jefferson City Public Schools at 659-3234. Several people present who are mentors, as well as the children they are mentoring, came forward to accept the proclamation and introduce themselves. PUBLIC HEARINGS The following public hearings were scheduled and held: a. Rezoning 0.13 Acres of Land Addressed as 2104 Industrial Drive from RS -3 Single Family Residential to C-1 Neighborhood Commercial and Endorsing an Associated Comprehensive Plan Amendment 2 REGULAR COUNCIL MEETING, JANUARY 4, 2016 A staff presentation was made by Planning and Protective Services Director Janice McMillan. At the conclusion of the presentation, no one came forward to speak on the issue: Mayor Tergin declared the evidentiary portion of the public hearing concluded and stated the Council would now take up the associated pending bill. 2015-90 sponsored by Councilman Graham, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY REZONING 0.13 ACRES OF LAND ADDRESSED AS 2104 INDUSTRIAL DRIVE FROM RS-3 SINGLE FAMILY RESIDENTIAL TO C-1 NEIGHBORHOOD COMMERCIAL AND ENDORSING AN ASSOCIATED COMPREHENSIVE PLAN AMENDMENT; DESCRIBED AS PART OF THE SOUTHEAST QUARTER OF SECTION 2, TOWNSHIP 44 NORTH, RANGE 12 WEST, JEFFERSON CITY, COLE COUNTY, MISSOURI. Bill 2015-90 was read third time by title, placed on final passage , and passed by the following roll-call vote as Ordinance 15479: Aye: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber, Scrivner, and Ward Nay: None APPOINTMENTS BY THE MAYOR No appointments were brought before the Council at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Parks and Recreation Director Bill Lockwood gave a brief status report on the University / Community Wellness & Recreation Center. Meetings are scheduled the week of January 11, and more information may be discussed at those meetings. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF 3 REGULAR COUNCIL MEETING, JANUARY 4, 2016 Details concerning meetings of the following standing Council Committees were announced. Dates, times, locations, and agendas for all Council Committee meetings, can be found on the City’s website meeting calendar at www.jeffersoncitymo.gov. a. Administration b. Finance Councilman Prather announced the next Finance Committee meeting would be held on Wednesday, January 20. c. Public Safety Councilman Mihalevich announced that the issue of housing animals indoors was discussed at the December 31 Public Safety Committee meeting, and that he believes it will be introduced to the full Council at the January 19 City Council meeting. He stated he does not intend to “fast track” the issue by suspending the rules, and requested that the draft information sent to the Public Safety Committee be sent to the full Council for their preview before that meeting. d. Public Works & Planning Mayor Tergin reminded everyone that the next Council meeting will be held on a Tuesday, January 19, due to the Monday, January 18 holiday (Martin Luther King, Jr. Day) Mayor Tergin also reminded citizens that the filing period to run for election to the City Council will end at 5:00 P.M. on Tuesday, January 19. Mayor Tergin read her “New Year’s Resolutions” as Mayor regarding how she would like to see Jefferson City made better in the next year, as follows: “In 2016 I resolve to continue to spearhead projects with amazing potential for our city including: Prison (MSP) Redevelopment  Exceed the 25,000 visitors we had in 2015 to MSP  Work with the State, County, CVB, Chamber and other partners to bring life to the MSP site Civic/Sports Center  Update what has been done in the past which focused on a conference/convention center and adapt to a more flexible civic/expo space which fits current needs and is more appealing to the community members and visitors alike. 4 REGULAR COUNCIL MEETING, JANUARY 4, 2016  Work with meeting planners/hoteliers and the State as the first step in the process Riverfront Access  Work with the State on options for a bridge walkway to our beautiful riverfront  Continue to seek private donors to see the project to completion Capitol Avenue  Find options to revitalize the many dilapidated buildings between the Capitol and MSP.  Use the fullest extent the law allows against the property owner who has allowed these properties to fall into complete disrepair and are not only an eyesore but a danger and a detriment to others who have invested in the area’s redevelopment. And in 2016 I resolve to move forward with the City Council and community input on a Community Vision.” Parks, Recreation, & Forestry Director Bill Lockwood announced that the Christmas tree drop-off program will continue throughout the month of January at Washington Park for real, unflocked trees only. Janice McMillan stated that flocked trees can be dropped off at the City’s compost site at 2417 Southridge Drive. Fire Chief Matt Schofield made an announcement about the Jefferson City Fire Department personnel who recently returned from deployment to St. Louis with Missouri Task Force One who assisted with emergency operations during the flooding in that region. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Lincoln University student / City Council liaison Jonathan Jackson is on semester / holiday break, but Mayor Tergin asked Councilman Graham to make an announcement about the Lincoln Blue Tigers Basketball season. He stated that both the men’s and women’s teams are doing exceptionally well this year and encouraged everyone to come out and support them. CONSENT AGENDA 5 REGULAR COUNCIL MEETING, JANUARY 4, 2016 The following items were brought before the Council for approval by Consent: a. Minutes of City Council Meetings: December 21, 2015 A motion was made by Councilman Prather for approval of the Consent Agenda as presented, seconded by Councilman Costales, and approved unanimously. RESOLUTIONS RS2015-30 sponsored by Councilman Mihalevich, entitled: A RESOLUTION AUTHORIZING THE CITY OF JEFFERSON TO APPLY FOR THE ASSISTANCE TO FIREFIGHTERS GRANT A motion was made by Councilman Prather to adopt RS2015-30 as presented, seconded by Councilwoman Ward, and approved unanimously by the following roll-call vote: Aye: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber, Scrivner, and Ward Nay: None 7 REGULAR COUNCIL MEETING, JANUARY 4, 2016 PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS There were no presentations made at this time. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY There were no comments made at this time. NEW BUSINESS Councilman Mihalevich stated he had received an email from the people with the www.ontheriver.org organization which came through Jefferson City last summer thanking the City for its hospitality and reception when they were here. Mayor Tergin thanked all the City safety personnel who helped with the recent heavy rains and who worked on holidays to make sure citizens were safe. Councilman Costales stated he had received calls from citizens regarding the Adrian’s Island issue to state their opposition. Mayor Tergin thanked Councilman Costales for relaying that to the Council, and that she would be happy to speak with anyone who had questions about the issue. UNFINISHED BUSINESS There was no Unfinished Business brought forward at this time. APPROVAL OF CLOSED SESSION MINUTES December 21, 2015, Closed Session Minutes – A motion was made by Councilman Hussey for approval of the minutes, seconded by Councilman Costales, and approved unanimously by the following roll-call vote: Aye: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber, Scrivner, and Ward Nay: None ADJOURNMENT The meeting adjourned at 6:41 P.M.
