REGULAR MEETING
November 26, 2002
The Moab City Council held their Regular Meeting on the above date in
the Council Chambers of Moab City Offices, located at 115 West 200
South, Moab, Utah. Mayor David L. Sakrison called the Pre -Council
Workshop to order at 6:30 PM.
Mayor David L. Sakrison called the Regular City Council Meeting to
order at 7:00 PM and Councilmember Rob Sweeten led in the Pledge of
Allegiance. Also in attendance were Councilmembers Gregg Stucki,
Kirstin Peterson, Jeffrey Davis and Kyle Bailey; City Manager Donna
Metzler, Deputy Recorder Danielle Axtell, City Planner Robert Hugie,
City Treasurer Jennie Ross and Police Chief Mike Navarre. Thirteen
(13) members of the audience and media were present.
There were no minutes to approve.
Under Citizens to be Heard, Toni Bronson stated she felt that Special
Event and Mass Event Licenses should not fall under the Business
License Ordinance that they should be under a separate Ordinance.
Janet Lowe stated the City has some old Christmas Decorations that
need replacing.
Under City Planning, City Planner Hugie distributed a written report.
A Public Works Department Update was not given.
A Police Department Update was not given.
Under Presentations, Sarah Wright and Utah Power made a presentation
regarding the Blue Sky Program. Discussion followed.
Under Presentations, Bill Stevens made a presentation regarding the
Grand County Hospital District. Discussion followed.
Councilmember Sweeten moved to approve a request for a Refund of a
Special Event License Fee for the Annual Holiday Craft Fair.
Councilmember Stucki seconded the motion. The motion carried 4-1
aye by roll -call -vote with Councilmember Stucki voting nay.
Councilmember Stucki moved to Award the Ball Park Lighting Bid to
Mogensen Electric in the amount of $35,000.00. Councilmember
Sweeten seconded the motion. The motion carried 5-0 aye by roll -call -
vote.
Councilmember Peterson moved to Approve the 2003-04 Community
Development Block Grant Housing Set -aside of Funds for the Grand
County Housing Authority. Councilmember Davis seconded the motion.
The Motion carried 5-0 aye by roll -call -vote.
Councilmember Bailey moved to Approve a Memorandum of
Understanding Among Grand County, Grand County Building
Authority, Grand County Recreation Special Service District, City of
Moab, Colin Fryer and Moab Area Partnership for Seniors.
Councilmember Peterson seconded the motion. The motion carried 5-0
aye.

Councilmember Peterson
moved to Accept a Petition for Annexation by Joyce and Ronald
Robertson for Property Located at 1075 S. Hwy 191. Councilmember
Sweeten seconded the motion. The motion carried 5-0 aye.
Under Reading of Correspondence, Mayor Sakrison distributed a written
report.
Under Administrative Reports, City Manager Metzler distributed a
written report.
Under Goal Update, Councilmember Davis stated he had met with Rex
Tanner on the prospect of a Destination College.
Under Mayor and Council Reports, Mayor Sakrison distributed a written
report. Mayor Sakrison stated there is a parking issue on Rose Tree
Lane that needs to be addressed.
Councilmember Sweeten stated he had attended the H.M.K. Community
Council Meeting. Councilmember Sweeten recommended that the City
review the Interlocal Agreement with the Recreation Special Service
District. Councilmember Sweeten stated that the bushes at the
intersection by the Landmark and the Texaco need some attention.
Councilmember Davis moved to pay the bills against the City of Moab
in the amount of $96,022.66. Councilmember Stucki seconded the
motion. The motion carried 5-0 aye by a roll -call -vote.
Councilmember Sweeten moved to adjourn the Regular City Council
Meeting. Councilmember Peterson seconded the motion. The motion
carried 5-0 aye.
Mayor Sakrison adjourned the Regular Council Meeting at 9:02 PM.
