Please call the Planning Department if you cannot attend. 732-2104 or 406-8393 (voice mail, anytime, local call) MINUTES Hillsborough Planning Board July 6, 1993 Members Present: Bill Crowther, Wayne Tilley, Quanda Turner, Stuart Munson, Wendy Olson, Robert Murphy, Louis Long Staff Present: Margaret Hauth, Planning Director ITEM #1: Hauth asked that the minutes from the May and June meetings be deleted as they were not ready for review. ITEM #2: Chair asked for committee reports. ITEM #3: deleted ITEM #4: Hauth introduced the preliminary subdivision plan for magnolia Place, a subdivision to contain 42 single family houses. She noted the applicant was proposing the development using the cluster subdivision provisions in the Subdivision Regulations, which allowed smaller lot sizes in return for maintaining open space in a development. She noted the site was making use of the existing pond as both open space and stormwater detention. She noted this is the new plan for the site previously approved as affordable apartments and called Woods of Oakdale. She noted the project was still proposing affordable housing, but the houses would be sold and be made affordable with second mortgage assistance. Hauth added that this appears to be the first subdivision the town is fully reviewing on its own since the adoption of the Subdivision Regulations. She asked the applicant and consultants to discuss the project in detail. MOTION: Murphy moved to recommend approval of the Preliminary Subdivision Plan to the Town Board. Turner seconded. VOTE: Unanimous. ITEM #5: Hauth introduced text amendments to both the Zoning Ordinance and Subdivision Regulations to meet the requirements of watershed protection mandated by the state. She said the amendments propose to create overlay zoning districts for the watershed areas as only a small portion of the jurisdiction is a designated watershed under the state requirements. MOTION: Olson moved to send the text to public hearing. Turner seconded. VOTE: Unanimous. ITEM #6: Hauth introduced a text amendment to remove reference to "general welfare" from the Board of Adjustment's findings for Conditional Use Permits. She said the Town Attorney recommended this amendment as recent case activity had determined that only the elected board could determine "general welfare" and could not delegate that determination to another board. MOTION: Olson moved to send the amendment to public hearing. Turner seconded. VOTE: Unanimous. ITEM #7: Hauth introduced two text amendments to allow the Historic District Commission to consider the location of buildings on a site and in relation to other buildings as part of their review. MOTION: Tilley moved to send the text amendments to public hearing. Munson seconded. VOTE: Unanimous ITEM #8: The members continued their discussion of a series of amendments to the commercial standards, uses, and districts in the Zoning Ordinance. The members agreed that the work was far enough along to solicit some preliminary public feedback. They agreed that the text in its current form could be sent to public hearing. They agreed that further work may be needed based on the reaction, but it was time to test the water. MOTION: Munson moved to send the amendments to the permitted use lists and performance standards for the revised commercial districts to public hearing. Turner seconded. VOTE: Unanimous.
