HomeMy Public PortalAbout9.13.1993 Special Joint Public HearingMINUTES Special Joint Public Hearing Hillsborough Town Board and Planning Board September 13, 1993 Town Board Present: Mayor Horace Johnson, Bob Rose, Remus Smith, Allen Lloyd, Evelyn Lloyd Members Present: Bill Crowther, Quanda Turner, Wendy Olson, Kendall Abernathy, Stuart Munson Staff Present: Margaret Hauth, Planning Director Mayor Johnson called the hearing to order. Concern was expressed at the few Planning Board members present. Hauth noted there were some vacancies. The names of Sally Boericke, Sara Kyle, Morris Casper, and Clarence Knight were suggested as possible recruits. He passed the gavel to Planning Board Chairman Bill Crowther to conduct the public hearing. ITEM #1: Crowther asked Hauth to introduce the Comprehensive Housing Affordability Strategy document. Hauth said that as part of the town's partnership with Orange County and the towns of Chapel Hill and Carrboro to address affordable housing across the county, HUD requires a comprehensive strategy to be adopted by each of the governing bodies for the entire county. She noted this document helps the jurisdictions receive funding for initiatives in the plan from HUD. Crowther opened the floor for public comments and there were none. ITEM #2: Crowther introduced the revised watershed protection standards that are required to be adopted by each jurisdiction within the designated watersheds by October 1 of this year. Hauth noted the changes in the proposal from the ordinance heard in July. She noted that the proposal creates 2 new zoning districts, allows sewer in the watershed and allows more flexibility about uses in return for stricter permitting. She noted there were many related text amendments in addition to creating the new section to ensure the entire ordinance referenced the two new districts. She added that new notices were mailed to the impacted owners and to neighbors, with the letters clearing indicating whether the property was impacted by the amendments. Crowther opened the floor for comments. Mayor Johnson asked how this proposal differs from Orange County's proposal. Hauth noted this draft meets the state minimum, but does not exceed and it rezones properties rather than adding an overlay district. These are the primary differences between the town draft and County draft. Commissioner Smith noted the allowance of sewer in the watershed as positive. There were no further comments and Crowther closed the public hearing. Mayor Johnson adjourned the hearing and called a Town Board recess while the Planning Board held a brief meeting. ITEM #3: Chairman Crowther convened a Special Planning Board meeting to offer a recommendation on the watershed amendments to the Town Board. The Planning Board unanimously recommended the ordinance amendments be adopted as presented.
