APPROVING SPECIAL EXCEPTION APPLICATION #86-5 BY VIRGINIA
POWER FOR LOCATION OF A PUBLIC UTILITY FACILITY IN THE PD-IP
ZONING DISTRICT
WHEREAS, Virginia Power on July 14, 1986, filed a special exception applica-
tion to locate a public utility facility within the PD-IP zoning district on
14.5 acres of land on the east side of Route 643 near the Leesburg Municipal
Airport; and
WHEREAS, the Planning Commission on August 7, 1986, recommended to Council
approval of this special exception application; and
WHEREAS, the Council on September 24, 1986, held a public hearing on this
application pursuant to Section 15.1-431 of the Code of Virginia, as amended; and
WHEREAS, the existing zoning regulations and proffered conditions relating
to screening will adequately protect the public from views of the outdoor
storage associated with the proposed use; and
WHEREAS, the applicant has agreed to limit the size of the proposed
microwave pole to 85 feet and to revise the architectural details of the pro-
posed office building to replace the mansard roof with a parapet
treatment:
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
Special Exception Application #86-5 by Virginia Power to locate: a public
utility facility in a PD-IP zoning district on a 14.5-acre parcel of land

OF A PUBLIC UTILITY FACILITY IN THE PD-IP ZONING DISTRICT
located on the east side of Route 643 and bounded by the lands of Shreve on the
north, Santmyer Estate on the east, Richlynn Development, Inc., and Santmyer
Estate on the south and Route 643 on the west is approved subject to the
following conditions deemed necessary to protect nearby properties and the
public interest:
1. The proposed microwave pole shall be located generally in the
location shown on the concept plan submitted by Virginia Power
dated August, 1986, and shall be limited to 85 feet in height; and
2. The architectural details of the proposed office building shall
include a brick facade and a parap~ roof treatment as
illustrated in revised architectural drawings submitted by
Virginia Power on October 22, 1986.
