A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA,
SUPPORTING THE DRUG ENFORCEMENT AGENCY'S NATIONAL PRESCRIPTION
DRUG TAKE -BACK EVENTS, EFFORTS TO ENCOURAGE AVAILABILITY AND USE
OF PRESCRIPTION DRUG DROP BOXES IN THE CITY, AS WELL AS COMMUNITY-
BASED EDUCATIONAL ACTIVITIES AND AWARENESS CAMPAIGNS ON
PRESCRIPTION DRUG MISUSE AND ABUSE
WHEREAS, in 2014, the results of the National Survey on Drug Use found that more than
54.4 million people in the United States had misused prescription drugs for nonmedical
reasons; and
WHEREAS, the Los Angeles County Coroner data shows that prescription opioids were
involved in about 60% of all drug related deaths from 2006 to 2012 in LA County; and
WHEREAS, 43.66% of adolescents (ages 12-17) in the South Bay are at risk of misusing
prescription drugs; and
WHEREAS, according to the Center for Disease Control's 2013 Youth Risk Behavior
Survey, 17.8% of high school students took prescription drugs without doctor's prescription
(such as OxyContin, Percocet, Vicodin, Codeine, Adderall, Ritalin, or Xanax), once or more in the
past year; and
WHEREAS, according to a 2016 survey, adolescents in the South Bay who experiment
with nonmedical use of opioid pain relievers identified school, parties, friends and the home as
the most common places to obtain prescription drugs; and
WHEREAS, Xanax is identified as the most commonly abused prescription drug in the
South Bay; and
WHEREAS, medications flushed down the toilet or in drains pass through the sewer
system and eventually enter our oceans and water ways. This could lead to increased bacterial
resistance to antibiotics and interference with growth and reproduction in aquatic organisms;
and
WHEREAS, in order to minimize the potential negative and irreversible impacts to our
oceans and water ways, it is important that we limit the disposal of waste medications to the
sewer; and
WHEREAS, one component of a comprehensive public health approach to addressing
drug abuse is the safe disposal of unused prescription drugs, including controlled substances;
and

WHEREAS, per an October 2014 U.S. Drug Enforcement Agency rule, police departments
and pharmacies may now provide safe disposal boxes for controlled substances like OxyContin,
Vicodin, Valium, and Ritalin; and
WHEREAS, a growing number of law enforcement agencies, pharmacies and health care
facilities in the South Bay are providing permanent prescription drug drop boxes for the safe
disposal of controlled substances; and
WHEREAS, South Bay Communities Creating Change (SBC3), a coalition of substance
abuse prevention agencies located in the South Bay, has launched a new effort to promote safe
disposal of prescription drugs by community outreach and support to DEA's National
Prescription Drug Take Back Days.
NOW THEREFORE, BE IT RESOLVED that the Mayor and Council of the City of Carson,
California:
Section 1. Support the Drug Enforcement Agency's National Prescription Drug Take -
Back events and other community-based educational activities and awareness campaigns on
prescription drug misuse and abuse; and
Section 2. Support efforts to encourage availability and use of prescription drug drop
boxes in the City for safe disposal of unused and expired prescription drugs. Such drop boxes
should be regionally accessible and language -appropriate for limited English-speaking residents.
RESOLVED FURTHER, that City Staff will coordinate with the Carson Sheriff's Station and
the Asian American Drug Abuse Program (AADAP) in the implementation of this Resolution.
