The Council of vial. Harbour met at. the Adti.nistrnti Building,
Monday, `"arch 23, 1953, at i:OC o'clock F. Y.
There were ,resent: Messrs. Beatty, Simon:,
Ztokely and Br. Leonard.
Absent: Mr. Brown.
Also I.resent were W. ij. ;:ebb, Village Vane;Ger; Mary iTetterer,
Village Clerk; and Fred haisden, Village Attorney.
The minutes of the previous meeting of March 2, 1953, were
read and approved.
Mr. Stokely reported to the council. that Messrs. Beatty, Brown,
and Webb and he had met with Mr. Robert C. Graham to obtain a price on
land of 15C feyt x 15C feet for tht village hall. He said he had con-
tacted Yr. Graham that morning and found that a price h-d not been
received. from his associates in Detroit. Mr. Webb said he had asked
Mr. Graham to try and get a price on the land before the April meeting
if possible.
Mr. Webb told the council that the Church By The Sea had
submitted a photograph of the general character of a sign they wished
to have: made and place near the entrance to the Ford. Chapel. Gfter
consideration on motion of LT. Leonsrd, seconded by :.. Beatty, it
was unanimously voted that this sign be approved with no lighting,
and rr. Webb was to determine and al:prove the location: for the sign.
The vid:age clerk informed the council that the ordinance
covering criminal registration covered only those persons involved in
felonies before the padsa„:e of the ordinance. After reading on motion

was unanimously adopted.
Mr. Beatty said that he would like to know if it was
possible to have an absentee ballot ;revision fmr this coming election.
Mr. Baisden explained that to haw, a really workable absentee ballot
system would require a local bill passed by the legislature. He said

that to adopt the sections of the statutes covering absentee ballots
would change our entire election procedure and could not be done for
this coming election, and would further recommend not adopting an
absentee ballot system. After discussion this matter was dropped.
Mr. Webb said he had a letter frcr: the Dade County Board
of Public Instruction asking that all municipalities and Dade County
adopt a uniform fire code for schools, and submitted a copy of their
suggested code. After discussion it was the council's opinion that
this request would not affect Hal Harbour and Mr. Webb should write
the board and tell them we would be happy to comply if ever a school
was considered in our village.
Mr. S!ebb told the council that he had received a letter
from Mr. James S. hill, attorney for General Johnson, asking that
the village guarantee that the temporary approval given for the General's
garage at the Bal Harbour Waterway apartment would not be revoked during
the duration of the five year lease. The present council felt that
they could not commit any subsequent governing body and Mr. Webb be
instructed to write Mr. Hill again outlining that the approval was still
on a temporary basis.
There being no further business before the meeting on motion
of Mr. Beatty, seconded by Dr. Leonard, the meeting was adjourned.

Pursuant to a call by the Mayor the Wound! of Hal Harbour
Village met for a special meeting Thursday, April 2, 1953, at R:00
o'clock P. M.
All the members of the council were present together with
H. Webb, Villa„e Manager,and Mary Wetterer, Village Clerk.
Mr. Stokely said he had called the meeting in order to discuss
the prepcsed legislation regarding the consolidation of the City of Mia::i
and Dade County with regard to the ultimate effect on bal Barbour Village.
