REGULAR MEETING
FEBRUARY 26, 2002
The Moab City Council held their regular meeting on the above date in the
Council Chambers of Moab City Offices, located at 115 West 200 South,
Moab, Utah. Mayor David Sakrison called the Pre -Council Workshop to
order at 6:00 PM.
Mayor Sakrison called the Regular City Council Meeting to order at 7:00
PM; Councilmember Bailey led in the Pledge of Allegiance. Also in
attendance were Councilmembers Gregg Stucki, Rob Sweeten and Kirstin
Peterson; City Manager Donna Metzler, City Treasurer Jennie Ross, Police
Chief Michael NaVarre, City Planner Robert Hugie, Public Works Director
Brent Williams, City Attorney Chris McAnany and Acting City Recorder
Danielle Shumway. Eleven (11) members of the audience and media were
present.
Councilmember Peterson moved to approve the minutes of January 8 and
29, 2002. Councilmember Sweeten seconded the motion. The motion
carried 5-0 aye.
Under Citizens to be heard, Sara Henderson stated that the Paralympics
Ceremony will be held on Friday March 1, 2002 at 7:00 PM.
Bill Love stated he would like the City to look into Water Shed Protection
on the La Sal Mountains. Mr. Love also stated he would like the
community to suspend all trucking operations until the City has a
Emergency Action Plan in place with the transportation companies.
Under City Planning, City Planner Robert Hugie distributed a written
report.
Under Public Works Update, Public Works Director Brent Williams stated
there were several projects underway. Public Works Director Williams
also stated the meters were in place on 500 West and that there would only
be one fence that would have to be removed and put back up for the 500
West Project.
Under Police Department Update, Police Chief NaVarre distributed a
written report. Police Chief NaVarre stated that the Moab City Police
Department had completed training and that they now would be attending a
new program to update all medical training. Chief NaVarre also stated that
they had hired a new Police Officer, Jason Turner.
Councilmember Bailey moved to approve a request to send the
Moab/Grand County North Corridor Gateway Plan as an Amendment to
the City's General Plan to Public Hearing. Councilmember Sweeten
seconded the motion. The motion carried 4-0 aye.
Councilmember Peterson moved to approve a Home Occupation License
for Melanie Schern d.b.a. Inkjet Goodies Located at 133 East 200 North
#4-7 to conduct a Retail Business. Councilmember Stucki seconded the
motion. The motion carried 4-0 aye.
Councilmember Bailey moved to approve a Home Occupation License for
Brian Ballard d.b.a. Grand Valley Construction and Excavation located at
190 North 100 East to conduct a Construction Business. Councilmember
Sweeten seconded the motion. The motion carried 4-0 aye.
Councilmember Sweeten moved to approve a Home Occupation License
for Kathy A. Knight d.b.a. Designs by Kathy Located at 75 North 300 East

to conduct a Floral and Craft Business. Councilmember Bailey seconded
the motion. The motion carried 4-0 aye.
Councilmember Peterson moved to approve an exception to Purchasing
Procedure for Procurement of Archaeological Services for Tusher Storm
Drain Outfall Project. Councilmember Stucki seconded the motion. The
motion carried 4-0 by a roll -call -vote.
Under Reading of Correspondence, Councilmember Peterson stated she
had been contacted by a Citizen asking what policy the City has in place
for someone to be able to pay impact fees over a period of time. City
Manager Metzler stated that there is a payment option available.
Under Administrative Reports, City Manager Metzler stated that there had
been an Archeological Find on the Tusher Project. City Manager Metzler
stated that the departments were working on their budgets and that they
would be ready for Council review by April 1st. City Manager Metzler
stated that she would like a recommendation from Council to declare the
Olympic Banners as surplus. City Manager Metzler stated she would like
to advertise for members of Grand County to submit their name for a
random drawing enabling them to purchase the banners for a set price.
Under Mayor and Council Reports, Mayor Sakrison stated that there would
be information available at the City Treasurers Office on a Home Repair
Program. Mayor Sakrison stated that the Affordable Housing Bill would
not make it out of Committee. Mayor Sakrison also stated that Bill Red
was not at the Association of Local Governments (AOG) meeting but that
Ty Lewis was and that Mr. Lewis had asked if Atlas Tailings could solve
their water problem by trading water rights. Mayor Sakrison stated that he
and Councilmember Bailey had attended the Legislative Policy Meeting.
Councilmember Sweeten stated that he would like a letter drafted stating
the City supports lobbying for higher education.
Councilmember Bailey stated he has spoken with Sharon Northrop from
College of Eastern Utah (C.E.U.) and had discussed ways to get more high
school students enrolled in C.E.U.
Councilmember Peterson stated she would like the City Council to give
direction to the Planning Commission to continue work on the Lighting
Ordinance. Councilmember Peterson stated the 4th of July Committee had
received the monies asked for from the Recreation Special Service District.
Councilmember Bailey moved to pay the Bills against the City of Moab in
the amount of $61,476.54. Councilmember Stucki seconded the motion.
The motion carried by a roll -call -vote 4-0 aye.
Councilmember Sweeten moved to adjourn the Regular City Council
Meeting. Councilmember Peterson seconded the motion. The motion
carried 4-0 aye.
