HomeMy Public PortalAbout1986_12_10_R263vs~urg in ~Yirginiz RESOLUTION NO. 86-263 A RESOLUTION: PRESENTED December 10, 1986 ADOPTED December 10, 1986 AUTHORIZING A DESIGN COMPETITION FOR A NEW MUNICIPAL GOVERNMENT CENTER AND DOWNTOWN PARKING STRUCTURE AND APPOINTING DESIGN COM PETITION ADVISORY SERVICES AS ARCHITECTURAL ADVISOR WHEREAS, the adopted Town Plan and the Capital Improvements Program for the Town of Leesburg call for the redevelopment of the downtown municipal parking lot into a municipal government center and parking complex; and WHEREAS, the adopted Leesburg budgets for FY 1986 and FY 1987 have appropriated $1.075 million dollars to help fund these projects; and WHEREAS, the manager's office presented a report to the Leesburg Town Council in May of 1986 which examined the feasibility of developing a new municipal office/parking complex within the interior block of Market, Loudoun, King and Wirt Streets; and WHEREAS, a consulting report prepared by the international planning and engineering firm, Wilbur Smith & Associates, identified an existing downtown parking deficit of 140 long-term spaces and an estimated deficit of 289 long-term spaces and 24 short-term spaces by 1991; and WHEREAS, the consultant's report recommends a 311-space, three-level parking structure within the aforementioned interior block and conversion of the public works shop property on Liberty Street to a surface parking facility accommodating at least another 120 spaces; and WHEREAS, a public hearing was held on November 19, 1986, to consider citizen views and comments with respect to the recommendations contained in the Wilbur Smith & Associates report; and -2- RESOLUTION - AUTHORIZING A DESIGN COMPETITION FOR A NEW MUNICIPAL GOVERNMENT CENTER AND DOWNTOWN PARKING STRUCTURE AND APPOINTING DESIGN COMPETITION AD- VISORY SERVICES AS ARCHITECTURAL ADVISOR WHEREAS, the present 4,700 square foot town office, a former automobile showroom and garage, was placed in use as the town office in 1969 when the town's population was under 4,800 residents; and WHEREAS, the present town office has been through four renovations and cannot now effectively serve Leesburg's present population of 13,000 residents and nearly eight percent annual growth rate; and WHEREAS, inadequate office facilities have forced the dispersal of vital police, engineering, public works and utility functions at four different locations throughout town resulting in the reduced efficiency and coordination of these services; and WHEREAS, by 1988, administrative and legislative space requirements are estimated to exceed 15,000 square feet and by 1990 nearly 30,000 square feet; and WHEREAS, the Old and Historic District has been home for Leesburg's government since its incorporation in 1758, therefore, construction of a new municipal office facil£ty downtown reinforces the historic symbolism and function of the district; and WHEREAS, the demolition of the current town office, the creatiom of architecturally compatible in-fill development on Market Street and the construction of a new landmark quality municipal government center, under the auspices of a National Endowment for the Arts sponsored design competition, will enhance Leesburg's downtown architecture and streetscape: THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: -3- RESOLUTION - AUTHORIZING A DESIGN COMPETITION FOR A NEW MUNICIPAL GOVERNMENT CENTER AND DOWNTOWN PARKING STRUCTURE AND APPOINGING DESIGN COMPETITION AD- VISORY SERVICES AS ARCHITECTURAL ADVISOR A National Endowment for the Arts grant in the amount of $34,100 is accepted and the manger is authorized to execute a contract, on behalf of the town, with Design Competition Advisory Services for a professional fee of $11,000 to manage and advise the town in the conduct of a design competition for a new downtown municipal government center and parking com- plex to be located within the interior block of Market, Loudoun, King and Wirt,Streets.
