Box 429 a Hillsborough, North Carolina 27278 919-732-2104 • Fax. 919-644-2390 MINUTES Joint Public Hearing Hillsborough Town Board and Planning Board October 25, 1994 Members Present: Mayor Pro Tem Evelyn Lloyd, Allen Lloyd, Richard Simpson, and Catherine Martin; Planning Board Chair Bill Crowther, Richard Taylor, Sam Jones, Louise Long, Quanda Turner, Richard Bradford, Doreen Tuell, James Speed, Pat Shannon, and Wayne Tilley Staff Present: Margaret Hauth, Planning Director Mayor Pro Tem Evelyn Lloyd called the hearing to order at 7:04 PM. She passed the gavel to Planning Board Chair Crowther who briefly described the public hearing process. ITEM #2a: Hauth introduced the rezoning request involving 6.72 acres on the east side of South Churton Street (John Roberts property) from General Commercial to High Intensity Commercial. Hauth noted this request was a follow-up to the recent commercial re -write where the uses in the GC district were limited. There were no public comments. ITEM #2b: Hauth introduced the rezoning request involving .459 acres at 255 S Churton Street from General Commercial to High Intensity Commercial. Hauth noted this request was a follow-up to the recent commercial re -write where the uses in the GC district were limited. She noted that the existing use (motor vehicle fuel sales) is non -conforming under the GC district, but there is no impact to the business until expansion is pursued. There were no public comments. ITEM #2c: Hauth introduced the rezoning request involving 1.13 acres at 340 S Churton Street from General Commercial to High Intensity Commercial. Hauth noted this request was a follow-up to ,the recent commercial re -write where the uses in the GC district were limited. She noted that the existing use (restaurant C) is non -conforming under the GC district, but there is no impact to the business until expansion is pursued. There were no public comments. ITEM #2d: Hauth introduced the rezoning request involving .58 acres at 909 W King Street from General Commercial to High Intensity Commercial. Hauth noted this request was a follow-up to the recent commercial re -write where the uses in the GC district were limited. She noted that the existing uses (motor vehicle fuel sales and motor vehicle sales) are non -conforming under the GC district, but there is no impact to the business until expansion is pursued. There were no public comments. ITEM #2e: Hauth introduced the rezoning request involving .7 acres at 519 N Churton Street from General Commercial to High Intensity Commercial. Hauth noted this request was a follow-up to the recent commercial re -write where the uses in the GC district were limited. Harold Russell spoke in opposition of this request. ITEM #2f: Hauth introduced the rezoning request involving .66 acres on the north side of Cornelius Street from General Commercial to High Intensity Commercial. Hauth noted this request was a follow-up to the recent commercial re -write where the uses in the GC district were limited. There were no public comments. ITEM #2g: Hauth introduced the rezoning request involving .63 acres on the south side of Cornelius Street from General Commercial to High Intensity Commercial. Hauth noted this request was a follow-up to the recent commercial re -write where the uses in the GC district were limited. She noted that the existing use (motor vehicle fuel sales) is non -conforming under the GC district, but there is no impact to the business until expansion is pursued. There were no public comments. ITEM #2h: Hauth introduced the rezoning request involving .92 acres at 620 N Churton Street from General Commercial to High Intensity Commercial. Hauth noted this request was a follow-up to the recent commercial re -write where the uses in the GC district were limited. There were no public comments. ITEM #2i: Hauth introduced the rezoning request involving .737 acres at 369 South Churton Street from General Commercial to High Intensity Commercial. Hauth noted this would impact a lot not yet created that encompassed the "front yard" in front of the Gatewood House restaurant. There were no public comments. ITEM #2j: Hauth introduced the rezoning request involving .61 acres behind 228 S Churton Street from Office Institutional and R-20 to Central Commercial. Hauth noted that she had a phone call from Victoria Craig, adjacent land owner from out of town, who opposed this request. ITEM #3: Hauth introduced text amendments that would create a Mixed Use Development District and establish standards for reviewing such a district. Also discussed were amendments to the definitions section to clarify a number of non-residential uses. There were no public comments. Bill Crowther asked if anyone else wished to address the agenda items. He closed the public hearing and passed the gavel back to Mayor Pro Tem Evelyn Lloyd, who adjourned the meeting.
