REGULAR MEETING
January 9, 2001
The Moab City Council held their regular meeting on the above date in
the Council Chambers of Moab City Offices, located at 115 West 200
South, Moab, Utah. Mayor Karla Hancock called the Pre -Council
Workshop to order at 6:30 PM.
Mayor Hancock called the Regular City Council Meeting to order at 7:00
PM; Audience member Robert Sweeten led in the Pledge of Allegiance.
Also in attendance were Councilmembers Gregg W. Stucki, Joseph
Lekarczyk, Kirstin Peterson, Rob Sweeten and Kyle Bailey; City
Manager Donna Metzler, City Treasurer Laurie Ramstetter, City Planner
Robert Hugie and Police Chief Michael NaVarre. Twenty-seven (27)
members of the audience and media were present.
There were no minutes to approve.
There were no Citizens to be Heard.
Under City Planning, City Planner Robert Hugie gave a Planning Update
No Public Works Department Update was given.
Police Chief Michael NaVarre gave a Police Department Update.
Councilmember Lekarczyk moved to appoint Councilmember Bailey as
the Mayor Pro-Tem for 2001. Councilmember Sweeten seconded the
motion. The motion carried 5-0 aye.
Councilmember Lekarczyk moved to designate Councilmember Sweeten
as the Councilmember responsible for approving the City's bills for
2001. Councilmember Bailey seconded the motion. The motion carried
5-0 aye.
Councilmember Bailey moved to table approval of a home occupation
license for Jerry Croasmun, d.b.a. GLJ Freight, located at 541 East 200
South to conduct a freight business. Councilmember Stucki seconded
the motion. The motion carried 5-0 aye.
Councilmember Bailey moved to approve a Special Event License for
the Canyonlands Volleyball Tournament Series to be held on January
12-13, February 16-17, 23-24, March 9-10, 23-24, 30-31 and November
9-10, 2001. Councilmember Sweeten seconded the motion. The motion
carried 5-0 aye by a roll call vote.
Councilmember Bailey moved to confirm the Mayoral appointment of
Kara Dohrenwend and Rodney Taylor to the Planning Commission.
Councilmember Lekarczyk seconded the motion. The motion carried 5-
0 aye.
Councilmember Lekarczyk moved to confirm the Mayoral appointment
of Toni Bronson, Bruce Hucko and Joan Sangree to the Moab Arts and
Recreation Board. Councilmember Bailey seconded the motion. The
motion carried 5-0 aye.
Councilmember Peterson moved to confirm the Mayoral appointment of
Marcy Clokey-Till to the Grand County Special Service Recreation
District Board. Councilmember Sweeten seconded the motion. The
motion carried 5-0 aye.

Councilmember Lekarczyk moved to approve Proposed Ordinance
#2001-01 — An Ordinance Enacting Certain Provisions Permitting City
Licensing of Special Events Where Beer is Served for On -premise
Consumption. Councilmember Peterson seconded the motion. The
motion carried 5-0 aye by a roll -call -vote.
Councilmember Bailey moved to approve Proposed Resolution#01-01 —
a Resolution Amending the City of Moab Business License Fee
Schedule. Councilmember Lekarczyk seconded the motion. The motion
carried 5-0 aye by a roll -call -vote.
There was no Correspondence to be Read.
Under Administrative Reports, City Manager Metzler distributed a
written report and stated that the City web site was up and running and
that there would be announcements in the newspaper, on the radio and
television. City Manager Metzler also stated that there would be budget
workshops on January 23 and February 22, 2001.
Under Mayor and Council Reports, Councilmember Bailey suggested
another Council workshop for brainstorming.
Councilmember Stucki stated that he was concerned that there may be an
over usage of the City's higher mileage rate.
City Manager Metzler inquired if there was a specific incident that he
was referring to or an example of over usage.
Councilmember Stucki did not have a specific example but stated that he
was concerned.
Councilmember Stucki moved to approve the bills against the City of
Moab in the amount of $574,950.17. Councilmember Peterson seconded
the motion. The motion carried 5-0 aye by a roll -call -vote.
Councilmember Bailey moved to enter an Executive Session for a
Strategy Session to Discuss the Purchase, Exchange or Lease of Real
Property. Councilmember Stucki seconded the motion. The motion
carried 5-0 aye.
An Executive Session was entered at 8:20 PM.
Councilmember Bailey moved to close the Executive Session.
Councilmember Lekarczyk seconded the motion. The motion carried 5-
0 aye.
The Executive Session was closed at 8:40 PM.
Councilmember Peterson moved to adjourn the meeting.
Councilmember Lekarczyk seconded the motion. The motion carried 5-
0 aye.
Mayor Hancock adjourned the Regular City Council Meeting at 8:40
PM.
