MAY 20 2014
The City Council of Medina, Minnesota met in special session on May 20, 2014 at 6:00
p.m. at the Medina City Hall, 2052 County Road 24, Medina, MN.
I. Call to Order.
Members present: Weir, Martin, Martinson, Pederson, Anderson
Members absent:
Also present: City Administrator Scott Johnson, City Planner Dusty Finke,
Public Works Director Steve Scherer, City Engineer Tom Kellogg, and Public Safety
Director Ed Belland.
II. Social Host Ordinance
Public Safety Director Ed Belland provided background information on the proposed
Social Host Ordinance to the City Council. Council Member Martin asked for
clarification on the concept of "standing order" within the proposed ordinance. Council
Members directed staff to put together a draft ordinance with the City Attorney.
III. Chippewa Road East Discussion
City Planner Dusty Finke provided the City Council with background information on the
proposed project. Staff requested permission to move forward with the necessary
engineering work to proceed to the formal permit process for the project. Staff also
discussed working with DR Horton and the Roy property (northern property) to put
together a plan to reconstruct the road segment. Staff recommended a process that would
require the development to construct the street and the City would partner with adjacent
property owners on right of way and wetland mitigation. Staff was directed to move
forward with the engineering work to proceed to the formal permit process. Also, staff
was directed to work with the parties to put together a plan to fund the project.
IV. Discussion on Verizon Wireless Site at City Hall
Staff brought forward information on Verizon's request to build a monopole and other
structures on the City Hall site. Staff was directed by Council to request rent for the site
to be at least $4,000 per month with a 5% yearly increase, the City would need an out
clause with Verizon removing the infrastructure when requested, and the monopole
would need to be located near the old Public Works building on the property.
