Please call the Planning Department if you cannot attend. 732-2104 or 406-8393 (voice mail, anytime, local call) MINUTES PLANNING BOARD March 1, 1994 PRESENT: Bill Crowther (Chair), Pat Shannon, Stuart Munson, Wendy Olson, Quanda Turner PUBLIC: Richard Simpson, Margaret Hauth Crowther called the meeting to order at 6:45 p.m. Crowther noted that this is no quorum therefore items can be discussed only. ITEM #1: No additions to the agenda. Crowther moved Item 6 between Items 9 & 10. ITEM #3: Approval of minutes of October 5, November 2, December 7 and January 4 was delayed until there is a quorum. ITEM #4: Hauth reported on the Town Board's action on public hearing items. The creation of a two- year expiration date for approved Site Plan and Conditional Use Permits was adopted unanimously by the Town Board. Amendments to Section 8 (signs) to address freestanding signs at multi -tenant developments was tabled until March meeting to allow CCB additional review time by unanimous vote. The Town Board accepted the Planning Board recommendation to implement the amendments using Option 5. The addition of Section 5.8.4, which establishes guidelines for renovating non -conforming mobile homes into conforming structures was denied. Motion to approved failed by 2-3 margin. ITEM #5: Final Plat approval for Elin Court was delayed until there is a quorum. ITEM #7: Hauth reported that she sought direction from the Town Board on how to proceed with entranceway zoning as requested by the Planning Board. The members of the Town Board agreed that we should move forward without delay. Commissioner Simpson noted his continued concern about requiring dedication of additional right-of-way without receiving monetary compensation. The Planning Board instructed Hauth to search for other overlay examples to draw from and to request information from DOT regarding R -O -W compensation, signage requirements, and layout (especially parking). Hauth stated that she also sought direction from the Town Board on how to proceed with creating an R-7 district. The Town Board members agreed to hold off with this proposal until the July public hearing. They are in favor of moving forward, but do not consider this as important as the commercial project. Commissioner Simpson in favor of moving forward with this as soon as possible and is not in favor of the delay. ITEM #8: Hauth stated that since it has been agreed that option 5 will be followed to implement the changes to the commercial districts, she will be sending notices to the owners of all property zoned GC if the up -coming text amendments. The text amendments will limit the uses of those in the GC1 category and will impose the GCI performance standards. The district will still be called GC. The notice will also describe the HIC (aka GC2) district to let owners know that this district is available. PB 3/1/94 page 2 Hauth stated that this does not include the NB zones. There are about 6, all but one are in active commercial use. Hauth asked the Planning Board how to proceed with the Neighborhood Business properties. Crowther instructed Hauth to notify all 6 of this change and advise them that they need to decide which zone they would like to be included in, which will go to public hearing. Hauth informed the Planning Board that she knows of one case already who need HIC zoning in order to build an addition they are planning. Crowther instructed Hauth to proceed with the same notification to this case. Hauth asked that 2 additional issues to be incorporated into these amendments: recycling and temporary outside storage. The issue of recycling - Orange Community Recycling is looking to locate a flee -standing recycling center in Hillsborough which would replace the facility at Wal-Mart. Since recycling is a public service, Hauth requested a provision that does not count impervious surfaces in recycling facilities against the impervious surface total for a shopping center or lot. After some discussion, the Planning Board agreed that a provision could be made that would not count the impervious surfaces of the recycling facilities against the impervious surface total for the shopping center as long as they do take that area into consideration when planning for storm water management. Second issue is temporary outside storage - Wal -Mart's seasonal outside storage of gardening supplies in the parking lot. Technically this violates the ordinance in 2 ways, it takes up required parking spaces and it is outside storage, which is not permitted in GC. The Town has strongly discouraged this practice and have made safety concerns clear to the store manager. The current understanding is that it is being allowed in return for having the recycling center. When the recycling center is not longer there, the decision will need to be made whether to enforce the ordinance or allow it on a temporary basis. After some discussion, the Planning Board agreed that the ordinance should be enforced at that time. ITEM #9: Receive annual planning activities report. Crowther brought a typo to Hauth's attention, the 251 should be 25. ITEM #6: Hauth initiated discussion of the proposed Planned Unit Development language by explaining that this will set up a new zoning district called Planned Unit Development District having four types. To satisfy the 30% minimum open space requirement established would be accomplished by wetlands, floodplain, steep slopes located within any P.U.D. district remaining as open space.
