Councilman Harker moved to approve the minutes of the regular
meeting of December 14, 1964, and the minutes of the adjourned
meeting for public hearing on assessments of Parking District #2
held on December 17, 1964, Councilman Dickason seconded, roll
call vote to carry as follows:

SECTION 8115 OF THE TEMPLE CITY MUNICIPAL CODE RELATING TO BARBED
WIRE AND ELECTRICALLY CHARGED FENCING. Councilman Tyrell moved

7. RESOLUTION NO, 65 -427: re Home Rule
City Attorney Shatford read title to Resolution No. 65 -427 A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIF -.
ORNIA, URGING THE STATE LEGISLATURE TO ENACT A GENERAL STATUTE
RETURNING "HOME RULE" TO THE CITIES OF CALIFORNIA. Councilman
Dickason moved to adopt, Councilman Tyrell seconded, carried by
the following roll call vote:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT:. Councilmen -None
PUBLIC HEARING: CURB & GUTTER: 7:30 P. M.
a. Glickman Ave., 4800 -5000 block east and west sides, Lower
Azusa to La Rosa
b. Daines Dr. 10800 block north and south sides, Welland to
McCulloch.
Councilman Dickason moved to open the public hearing, Councilman
Harker seconded and carried.
Asst. City Manager Koski reported on the east side of Glickman
Ave. 60.2% had signed the petition, on the west side of Glickman
Ave. 90.1% had signed the petition. That on Daines Dr. on the
south side 80% had signed the petition and on the north side
69.7% had signed the petition.
Mayor Merritt then asked if anyone wished to speak for or against
these installations.
Mr. Joe Parmer, 4922 Glickman, stated he was not in favor, and hiE
property is on the east side of Glickman.

Mr. :Wickman, on the west side of Glickman and owner of Lot 12
asked regarding percentage of signers in his block.
No one else came forward to speak.
The Asst. City Manager advised that Daines Dr. is a non - dedicated
street and we have the agreements for dedicating on the south
side of the street, the County owns the north side and have offer
ed it for road purposes.
Councilman Harker moved to close the public hearings, Councilman
Nunamaker seconded, and carried.
Councilman Harker moved to find the projects to be in public in-
terest and to instruct the Supt. of Streets to cause the work to
be done, Councilman Nunamaker seconded, and carried by the follow-
ing roll call vote:
AYES: Councilmen - Dickason, Harker, Nunamaker, Tyrell, Merritt
NOES: Councilmen -None
ABSENT: Councilmen -None
8. SIDEWALK IMPROVEMENT: NORTH SIDE OF LEMON, OAK TO TEMPLE CITY BLVD
Asst. City Manager Koski advised if the sidewalks were placed
next to the curb seven trees would be removed, and if adjacent to
the property line three trees on the corner would have to be re-
moved. He recommended continuation from present location of
sidewalks at the High School adjacent to the property line to the
corner.
Earl Dietrich, owner of property at corner of Lemon and Oak, spok
against installation at the property line as it would be only
about 12 ft. from his living room. He preferred the sidewalk
next to the curb.
Roy Baker, 9433 Lemon, also wanted the sidewalk next to the curb.
Councilman Tyrell moved to take out the trees all the way from th,
ease driveway to Oak and install the sidewalks along the curb and
put in new trees, Councilman Nunamaker seconded. Following con-
siderable discussion the motion was voted upon as follows:
AYES: Councilmen - Nunamaker, Tyrell
NOES: Councilmen - Dickason, Harker, Merritt
The motion did not carry.
Councilman Dickason moved to instruct the Supt. of Streets to
cause the work to be done in accordance with the recommendation,
Councilman Harker seconded, carried by the following called vote:
AYES: Councilmen - Dickason, Harker, Nunamaker, Merritt
NOES: Councilman - Tyrell

NEW BUSINESS:
9. PARKING DISTRICT NO. 3: Res. 65 -429 approving report and setting
time and place of hearing, and Ord. 65 -144 declaring intention
to form and to acquire and improve lands proposed in petition.
City Manager Woollett read title to Resolution No. 65 -429 A

ORNIA, APPROVING REPORT AND FIXING TIME AND PLACE OF HEARING THER:
ON. He advised this sets the public hearing for March 11, 1965,
at 7 :30 P. M. Councilman Nunamaker moved to adopt Resolution No.
65 -429, Councilman Dickason seconded, carried by called vote as
follows:

THEREON. He advised this set the public hearing for March 18, -
1965, at 7:30 P. M. Councilman Nunamaker moved to adopt Resolu-

11. RENEWAL AGREEMENT #35 FOR FIVE YEARS FOR BUSINESS LICENSE SERVICE
OF THE COUNTY COMMENCING MAY 25, 1965.
The City Manager advised it was necessary to renew the agreement
for these services and also stated that at any time the Council
desired they could terminate these services by a reasonable notic
to the County.
Discussion followed regarding renewal, termination, and possibil-
ities and advantages of developing a business license ordinance
which would be for a nominal fee but would give the City a
better opportunity to control licensing as pertained to zoning
etc. The staff will determine what administrative costs would
be and the Chamber of Commerce will also be asked to give the
City recommendations which will be presented to the Council for
consideration. Councilman Tyrell moved to renew the Agreement
with the County for a five year period to May 24, 1970, and to
authorize the Mayor and City Clerk to sign on behalf of the City,

12. RESOLUTION NO. 65 -426: adopting budget for expenditure of funds
allocated from State Highway Fund to Cities.
Asst. City Manager Koski presented the above Resolution. Council
man Tyrell moved to adopt Resolution No. 65 -426, Councilman Nuna-
maker seconded, carried by the following roll call vote:

13. RECOMMENDATION OF REVISION OF MASTER PLAN FOR TREE PLANTING:
Temple City Blvd., Workman to south city boundary.
Asst. City Manager Koski presented the recommendation that the
presently approved Carrotwood tree for the above location be
changed to Lemon Bottlebrush to conform with the planting in the
plan for Temple City Blvd. north of Las Tunas Dr. Following dis-
cussion Councilman Nunamaker moved to approve the recommendation,
Councilman Dickason seconded, and carried by the following called
vote:

14. APPEAL ZONE VARIANCE: NO. 64 -140: Jean B..Moore
City Manager Woollett advised this was the first appeal under the
new zoning ordinance and unless there is a substantial change
the Council will render an opinion on the . record, and he recom-

mended this be continued until the next Council meeting which
would give the Councilmen adequate time to study the records in
the case. Councilman Tyrell so moved, Councilman Nunamaker seconc

15. RESOLUTION NO. 64 -425: Re Storm Drain Private Drain No. 515
Asst. City Manager Koski presented Resolution No. 64 -425 which
transfers and conveys storm drain improvements, Private Drain No,
515, to L. A. County Flood Control for future operation, mainten-
ance, repair and improvement and recommended its adoption as re-
commended by the City Engineer, and that the Council authorize
cancellation of the Faithful Performance Bond for this construc-
tion in Tract #28317, in the sum of $4,000. with Surety the
Pacific Employers Ins. Co., and principal Community Disposal Co.
Councilman Tyrell moved to adopt Resolution No. 65 -425 and to
authorize cancellation of the faithful performance bond as re-
commended, Councilman Nunamaker seconded, carried by the following
roll call vote:

16. ACCEPTANCE OF SANITARY SEWERS & RELEASE OF FAITHFUL PERFORMANCE
BONDS:
A. Tract #28317, Community Disposal Co., Bond #O1 -B -97677 Pacific
Employers Ins. Co., sewers constructed under Private Contract
#6854.
B. Tract #28607, Noel & Mary Rita Baldwin, Bond $11,000. Glens
Falls Ins. Co. Sewers constructed under Private Contract #6760.
C. Tract #29492, J. B. Weber Dev. Co. Inc., Bond #C- 7050818,
Firemans Ins. Fund Co. in amount of $3400. Sewers constructed
under Private Contract #6938.
City Manager Woollett presented the above listed sewer installa-
tions for acceptance by the City for public use, and for cancella-
tion of the Faithful Performance Bonds for this work as listed.
Councilman Nunamaker moved to accept the listed sanitary sewers
as listed for public use and to authorize the cancellation of the
faithful performance bonds as listed, Councilman Tyrell seconded, .
carried by the following called vote:

17. REQUESTED TIME EXTENSION TRACT #29316, Arcadia Engineering Co.
City Manager Woollett presented a request for time extension
from the Arcadia Engineering Co. as approval of their tentative
tract expires on January 12, 1965, and recommended a six month's
extension. Councilman Tyrell so moved, Councilman Harker secondec
and carried by the following roll call vote:

18. TRAFFIC COMMISSION RECOMMENDATIONS:
Traffic Engineer Envall presented Traffic Commission recommenda-
tions as follows:
Item 6. Installation of "Not a Through Street " sign at following
cul de sac streets:
a. south side of Jaylee Dr. at east line of Loma Ave.
b. east side Harker Dr. at north line of Broadway.
c. east side of Ardsley Dr. at north line of Sparklett.
d. north side Robinhood Ave. at west line of Ryland.
e. north side of Bogue St. at west line of Pal Mal.
f.north side of Danbury at west line of Pal Mal.
g. south side Sparklett at east line of Pal Mal.
h. south side Arrowood Dr. at east line of Pal Mal.

Following discussion Councilman Tyrell moved to approve the re-
commendations of the Traffic Commission as presented, Councilman
Harker seconded, and carried by the following roll call vote:

There followed considerable discussion concerning the alignment
of the street at Encinita and Longden and west curved approach to
this intersection. Mr. Woollett will get a status report prepar-
ed and to the Council concerning this problem.
19. SALE OF SURPLUS PARKING METERS:
City Manager Woollett stated the City still owned 274 surplus
Miller parking meters which,can be sold at auction through the
L. A. County Purchasing & Storage Dept. on behalf of the City.;
Following a lengthy discussion Councilman Tyrell moved to keep
the meters for possible future use in parking lots etc., Council-
man Nunamaker seconded, carried by the following called vote:

20. RESOLUTION NO. 65L428: Warrants & Demands
City Manager Woollett presented Resolution No. 65 -428, warrants
and demands No. 5927 through No. 6039, in the sum of $45,863..78

CORRESPONDENCE.
21. a, City of Albany, Res. #64 -95, re destruction of education pro-
cesses at state supported accommodations. Councilman Tyrell
moved to receive and file, Councilman Dickason seconded and
carried.
b. City Manager Woollett presented a letter from'. the L. A. Count
Boundary Commission re proposed annexation #35 to Arcadia and
1964 -65 to City of San Gabriel. Councilman Dickason moved to
receive and file, Councilman Harker seconded, and carried.
22. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
Harriet Pearls, a member of the Rhetoric Toastmistress Club re-
quested a Proclamation for Febr. 21 -27 as Toastmistress Week.
Councilman Dickason so moved, Councilman Tyrell seconded, and
carried.
Bertha Rains, advised the Council of a questionairre being sent
to teachers and students regarding library services in the commun
ity, and will later report to the Council the results of the sur-

Temple City Blvd. which is to be demolished and re= built. He
stated it was a safety hazard with broken glass and unsightly
which will be acted upon by the staff.
Councilman Nunamaker asked regarding parking on the road ease-
ments between the curb and property line and also between the
property line and the improvements on the property. City Manager
Woollett will check with the sheriff's department as well as
on zoning and report back to the Council.
23. MATTERS FROM CITY OFFICIALS:
Councilman Harker reported to the Council on the League of Calif.
Cities meeting and that they were considering a joint meeting
being set up with the Contract Cities group and wanted Council
reaction to such a meeting. The Councilmen felt this was just
another approach to consolidation of the two groups which the
League favors and Contract Cities opposes..

Councilman Nunamaker reported on the Sister City program as it
concerns their visit here for the Camellia Festival. They are
expecting about 80 people from Magdalena, Mexico for the event.
He advised the Committee needs two large grand stands, to be put
up and taken down, they need tables and chairs for the dinner
at the new building of Community Disposal Co. and also tables
and chairs at the Carnival to be placed on the Library patio and
to be reserved for the Sister City hosts and guests where the
Senior Citizens will be serving doughnuts and coffee to them.
Councilman Tyrell felt the City should provide the things.they
have asked for, the grand stands for the parade, tables and chairs
for the luncheon, use of the park, tables and chairs for Sat.
night „and whatever over -time necessary for park maintenance per-
sonnel to set up and take down the requested equipment, Councilman
Harker seconded and carried by the following called vote:

Councilman Nunamaker asked about the annexation at Longden and
Rosemead and the City Manager advised the petition is being signec .
and the City has agreement with other cities to support the 're-
quest.
Asst. City Manager Koski presented the low bidders on Temple City
Park Addns, and Live Oak Park restrooms and parking lot. At
Live Oak Park the low bidder was Saviano Constr. Co. of South `E.lti,
Monte at $17,000. and at Temple City Park the Brentwood Landscap-
ing Co. of Bellflower at $35,203. He recommended the two con-
tracts be awarded these two low bidders. Following discussion
Councilman Tyrell moved to award the bids as recommended and in-
struct the City Attorney to prepare owner - contractor agreements,
and to authorize the Mayor and City Clerk to sign on behalf of
the City, Councilman Nunamaker seconded, carried by the following
called vote:

Traffic Engineer Envall brought up the four signals in City and
recommended mast arms at Las Tunas and Encinita, Las Tunas and Oak
and Las Tunas and Golden ':test, and Garibaldi and Temple City Blvd.
where it narrows. He advised the cost was $17,500 without mast
arms and about $1500. additional for mast arms. He also recommend
ed moving controls at Primrose and Camellia to side streets at
a cost of about $500 or $600,
Councilman Tyrell moved to approve the modifications adding the
mast arms as recommended and to authorize going to bid for them,
Councilman Nunamaker seconded, carried by the following called
vote:

24. ADJOURNMENT:
Councilman Dickason moved to adjourn, Councilman Harker seconded,
and carried. Council adjourned at 10:30 P. M. Next regular
meeting orthe City Council on January 25, 1965, at 7:30 P. M.
in the Council Chambers of the City Hall, 593` =3 Kauffman Ave.,
Temple City.
