HomeMy Public PortalAboutMIN-CC-2001-03-27MOAB CITY COUNCIL REGULAR MEETING March 27, 2001 The Moab City Council held their regular meeting on the above date in the Council Chambers of Moab City Offices, located at 115 West 200 South, Moab, Utah. Mayor Karla Hancock called the Pre -Council Workshop to order at 6:30 PM. Mayor Hancock called the Regular City Council Meeting to order at 7:00 PM; Councilmember Kirstin Peterson led in the Pledge of Allegiance. Also in attendance were Councilmembers Gregg W. Stucki, Joseph Lekarczyk, Rob Sweeten and Kyle Bailey; City Manager Donna Metzler, City Recorder/Assistant City Manager Rachel Ellison, City Attorney Chris McAnany and City Planner Robert Hugie. Sixteen (16) members of the audience were present. There were no Minutes to Approve. There were no Citizens to be Heard Under City Planning, City Planner Hugie stated that the south corridor planning was moving ahead and was at the beginning of the planning process. City Planner Hugie also stated that the Senior Center/Assisted Living report would be available the next Friday or Monday. A Public Works Department Update was not given. Under Police Department Update, Sergeant Steve Ross stated that the Spring Marathon went well and that the department was preparing for Jeep Safari. Sergeant Ross also stated that he and Police Chief NaVarre had attended an investigation training the previous week in Las Vegas, Nevada. Mayor Hancock proclaimed April 2001 as Sexual Assault Awareness Month. Mayor Hancock also proclaimed April 2001 as Child Abuse Prevention Month. Councilmember Peterson moved to move the Agenda to Discussion Regarding Economic Development and Film Commission. Councilmember Sweeten seconded the motion. The motion carried 5-0 aye. Under Discussion Regarding Economic Development and Film Commission, Grand County Travel Council Executive Director Marian DeLay made a presentation. Discussion followed. Councilmember Bailey moved to approve a Home Occupation License for Jean Christopher d.b.a. Earth Design Located at 400 North 500 West #323 to Conduct a Landscaping Business. Councilmember Peterson seconded the motion. The motion carried 5-0 aye. Councilmember Bailey moved to approve a Bed and Breakfast License for Lori Bevan, d.b.a. Adobe Abode Located at 778 West Kane Creek Boulevard to Conduct a Bed and Breakfast Business. Councilmember Stucki seconded the motion. The motion carried 5-0 aye. Councilmember Bailey moved to approve a Local Consent for a Restaurant Liquor License for Cathy Gardner, d.b.a. Moab Brewery Located at 686 South Main Street. Councilmember Peterson seconded the motion. The motion carried 5-0 aye. REGULAR MEETING & ATTENDANCE APPROVAL OF MINUTES CITIZENS TO BE HEARD CITY PLANNING PUBLIC WORKS UPDATE POLICE DEPARTMENT UPDATE PROCLAMATIONS AGENDA MOVED DISCUSSION REGARDING ECONOMIC DEVELOPMENT AND FILM COMMISSION HOME OCCUPATION LICENSE FOR JEAN CHRISTOPHER, D.B.A. EARTH DESIGN, APPROVED BED & BREAKFAST LICENSE FOR LORI BEVAN, D.B.A. ADOBE ABODE, APPROVED LOCAL CONSENT FOR A RESTAURANT LIQUOR LICENSE FOR CATHY GARDNER, D.B.A. MOAB BREWERY, APPROVED Councilmember Bailey moved to approve a Temporary Class I and Class II Beer License for Reynolds Allan Fogg, d.b.a. Club Rio Restaurant Located at 155 West Center Street. Councilmember Sweeten seconded the motion. The motion carried 5-0 aye. Councilmember Sweeten moved to approve a Special Event License for Bob Cummins d.b.a. Tool Sale to be held on April 7, 2001. Councilmember Stucki seconded the motion. The motion carried 4-1 aye with Councilmember Bailey voting nay. Councilmember Bailey moved to approve Change Order #1 for the Storm Protection Project Contract. Councilmember Peterson seconded the motion. The motion carried 3-2 aye with Councilmembers Sweeten and Stucki voting nay. Councilmember Bailey moved to table Proposed Resolution #05-2001 — A Resolution Declaring the City of Moab's Support of the Expansion of Services of the Grand County Solid Waste Management District #1. Councilmember Sweeten seconded the motion. The motion carried 5-0 aye. Mayor Hancock opened a Public Hearing on Proposed Ordinance #2001- 05 — An Ordinance Amending Section 17.09.504, 17.09.550 and 17.09.640 of Chapter 17.09, Title 17, of the Moab Municipal Code Regarding Conditions for the Approval of Home Occupations, Premise Occupations and Professional Offices at 7:36 PM. City Planner Hugie outlined the changes to the proposed ordinance. Mayor Hancock closed the Public Hearing at 7:38 PM. Councilmember Sweeten moved to approve Proposed Ordinance #2001- 04 — An Ordinance Regarding the Permitting of Wireless Telecommunications Facilities. Councilmember Bailey seconded the motion. The motion carried 5-0 aye by a roll -call -vote. Councilmember Peterson moved to approve Proposed Ordinance #2001- 07 — An Ordinance Amending Section 13.08.040 of the Moab Municipal Code and Allowing for the Purchase and Installation of Water Meters by Qualified Permittees. Councilmember Stucki seconded the motion. The motion carried 5-0 aye by a roll -call -vote. For the Neptune Meters bid, bids were received as follows: Mountainland Supply Hydro Specialties Grand Junction Pipe $14,637.00 (did not meet specifications) $14,789.75 (did not meet specifications) $14,986.00 Councilmember Peterson moved to award the Neptune Meters Bid to Grand Junction Pipe in the amount of $14,986.00. Councilmember Stucki seconded the motion. The motion carried 5-0 aye by a roll -call - vote. Under Reading of Correspondence, Councilmember Sweeten inquired about the status of the burned out house on East Center Street. City Planner Hugie distributed a written status report regarding the house. Under Administrative Reports, City Manager Metzler distributed the Fiscal Year 2001-2002 Recommended Budget. City Manager Metzler stated that she had received a complaint regarding a concert at the Moab Arts and Recreation Center and that each issue had been dealt with. City Manager Metzler stated that she would be working on another personnel issue and that she was making steady progress on the agreement with the Water Agency. City Manager Metzler then stated that she had received a call from Utah Department Transportation representatives who apologized profusely for missing the previous council meeting. City Manager Metzler stated that there would be a workshop on constructive wetlands and invited the Council to attend and that the Olympic committee had approached the City about sponsoring an Olympic torch for $400.00. Under Mayor and Council Reports Mayor Hancock stated that she would be attending the Mid -year Utah League of Cities and Towns. Councilmember Peterson stated that she had spoken to Myron Lee at UDOT and that he was checking UDOT's policies regarding Moab's situation with traffic lights. Councilmember Peterson stated that she would like to make downtown Moab more pedestrian friendly and that it would be helpful to show community support. Councilmember Sweeten moved to pay the bill against the City of Moab in the amount of $61,484.74. Councilmember Bailey seconded the motion. The motion carried 5-0 aye by a roll -call -vote. Mayor Hancock adjourned the Regular Council Meeting at 9:50 PM. MAYOR AND COUNCIL REPORTS APPROVAL OF BILLS ADJOURNMENT
