HomeMy Public PortalAbout18-094 - Opposing Repeal Ballot Measure Senate Bill 1RESOLUTIONNO.18-094ARESOLUTIONOFTHECITYCOUNCILOFTHECITYOFCARSON,CALIFORNIA,OPPOSINGREPEALBALLOTMEASURESENATEBILL1WHEREAS,“TheRoadRepairandAccountabilityAct”SenateBill1(SB1)passedbytheLegislatureandsignedbytheGovernorin2017,dedicatingover$5.2billionannuallytomakeroadsafetyimprovements,repairlocalstreets,highways,bridge5,overpasses,withtherevenuesplitequallybetweenstateandlocalgovernmententities;andWHEREAS,Carsonisresponsiblefortherepairandmaintenanceof203.1centerlinemilesofstreets,specificallytheCity’sroadnetworkincludes49.2milesofmajorarterials,5.7milesofminorarterials,18.1milesofcollectorsand130.1milesofresidentialstreets.Theseassetsarecurrentlyvaluedat$257million;andWHEREAS,theCityofCarsonrecentlycompletedanupdatetoitsPavementManagementSystemsReportinJanuaryof2017.Thisreportdocumentedaneedforover$110millioninstreetrepairsandmaintenanceoverthenextdecade.ThereportestimatedthattheCitywillrequire$60millionoverthissametenyearperiodtoaddressdeterioratingtruckroutesandcorridors;andWHEREAS,thePavementManagementReportestimatesthatCarson’sPavementConditionIndexwilldropfrom67to55bytheVear2023,basedonthe2017levelofannualfundingof$1.5millionforrepairs;andWHEREAS,Carsonhasbudgedapproximately$1.74millionthisyearfromseveralsourcesoffundsforourstreetmaintenanceprogramandtheCityfunds$500,000annuallyinslurrysealandoverlayfromtheStateGasTaxFund.Theremainingbalanceof$1.2millionisfundingfromMETROfunds.SB1fundswouldreturntheCitytopre-2013fundinglevels;andWHEREAS,theCityestimatesthatitwillreceive$3.7millionannuallyinStateGasTaxfundsifSB1isfullyimplementedandnotrepealedbythevoters;andWHEREAS,SB1providescritically-neededfundingintheCityofCarsonthatwillbeusedfor:•MaintainingandRehabilitationofBikeandPedestrianImprovements•ReplacingandUpdatingTrafficSignalSystemsandSigns•FixingLocalStreetsinneedofReconstruction•AddingActiveTransportationInfrastructure;andRESOLUTIONNO.18-094Page1of3 WHEREAS,thereisaproposedballotmeasurescheduledfortheNovember6,2018CaliforniaStatewideballotthatwouldrepealthenewtransportationrevenuesprovidedbySB1andmakeitmoredifficulttoincreasefundingforstateandlocaltransportationimprovementsinthefuture;andWHEREAS,thisproposedNovemberballotmeasurewouldeliminate$1.6millionormoreannuallydedicatedtotheCityofCarson,andhaltcriticalinvestmentsinfuturestreetrepairandtransportationimprovementprojectsinourcommunity.NOW,THEREFORE,BEITRESOLVED,thattheCityCouncilherebyopposestheproposedNovemberballotmeasuretransportationfundsandmakeitmoredifficulttoraisestateandfuture;andoftheCityofCarson,CaliforniathatwouldrepealthenewlocaltransportationfundsintheUFURTHERMORE,theCityofCarsonsupportsandislistedasamemberoftheCoalitiontoProtectLocalTransportationImprovements,adiversecoalitionoflocalgovernment,business,labor,transportationandotherorganizationsthroughoutthestateopposingtherepealofSB1.PASSED,APPROVEDandADOPTEDthis3rddayofJuly2018.APPROVEDASTOFORM:LIolt,CitneyDonesGaus-Aldana,MMC,CityClerkRESOLUTIONNO.18-094Page2of3UCITYOFCARSON:ATTEST: STATEOFCALIFORNIACOUNTYOFLOSANGELES)ss.CITYOFCARSON(ElI,DonesiaGause-Aldana,CityClerkoftheCityofCarson,California,herebyattesttoandcertifythatUtheforegoingresolution,beingResolutionNo.18-094,adoptedbytheCityofCarsonCityCouncilatitsmeetingheldoniuly3,2018,bythefollowingvote:AYES:COUNCILMEMBERS:Robles,Hilton,Santarina,DaVis—HolffleS,HiCkSNOES:COUNCILMEMBERS:NoneABSTAIN:COUNCILMEMBERS:NoneABSENT:COUNCILMEMBERS:NoneDonjsiaGaus-Aldana,MMC,CityClerkSRESOLUTIONNO.18-094Page3of3
