HomeMy Public PortalAbout160_030_July 2011 Parking Minutes CITY OF TYBEE ISLAND PARKING COMMITTEE MINUTES: July 27, 2011 ATTENDEES Council Committee representatives: Wanda Doyle, Bill Garbett Staff Committee representatives: Diane Schleicher, Mary Hogan, Chantel Morton, Pete Ryerson, Joe Wilson, Jennifer Wittendorf CALL TO ORDER Bill called the meeting to order at 9:05am. APPROVAL OF MINUTES Wanda made a motion to approve the June 6, 2011 and June 22, 2011 Tybee Island Parking Committee minutes. Bill seconded the motion. The motion passed unanimously. NEW BUSINESS: I. Review of the 4th of July Weekend Operations with Parking Staff Pete confirmed all was under control up until July 3 when by 11am the south end lot was full. The island was “overbooked”. Parking services sent people to the north end. For two days a staff person was stationed at the overflow lot and it was minimally used. Wanda commented she feels more parking can be added behind the Shrine Club. She believes that during this weekend all “shuttle” services available on the island should be stationed at at the north end to help people get to the south end. Mary confirmed people were told about these services and other options, but choose to wait for a parking space on the south end. She stated Memorial Park did get used that weekend. Joe inquired about moving the fireworks back to July 4 for reasons of preventing overcapacity and for public safety. Wanda is going to bring up this concept at the Tourism Council meeting. II. Review On-line Survey Regarding 4th of July Weekend. Chantel summarized the Tybee 2011 Independence Day Celebration follow up survey. There were 122 respondents. The divide between having fireworks on July 3 versus July 4 was 54.9% to 45.1%. 78% respondents were residents. 46.4% of businesses to respond had even sales compared to 2010. Mainly the parking conditions, debris conditions, public safety, restroom availability and conditions met expectations. 28 comments were provided. Most respondents did not participate with the Beach Sweep on July 4. Additional comments were given. She thought the survey was good for people to give feedback and be heard. The majority understood the impact on city infrastructure and commended the police department. She asked if the survey could be put on the City’s web homepage. Mary requested to read through the survey first. III. Parking by Shrine Club and Historic Museum Area Wanda asked Joe if additional parking by the Shrine Club is feasible. Joe confirmed that area is currently used for overflow and /or bus parking. He stated parking stops will cost money and does not see the cost benefit if it is not being used a majority of the time. Pete confirmed people are parking orderly when they park in that area. Diane inquired about parallel parking between Meddin and the parking lot. Joe stated that cost feasibility needs to be looked at prior to changing the current green space. OLD BUSINESS: I. Discussion of Unmetered Public Parking Spaces in City ROW Next to Commercial Properties Bill opened the meeting with this agenda item since a variety of business owners were in the audience to hear about the possibility of metering city rights of way at their locations. Diane confirmed she has talked to Ray at Sting Rays, Lynn at McElwee’s, Jackie and Allen at AJ’s, Mr. and Mrs. Hall at Tybee Island Rentals, and Mr. Patel at The Dunes. She has left a message with the Kelly’s. Diane confirmed if anything is going to be done it would not happen until after the busy season, a survey would be done to confirm parking spaces are wholly in city rights of way and discussions would be held with impacted business owners. Diane confirmed Mr. Hall has supplied her with a survey which shows his spaces are not entirely on city rights of way. Bill welcomed attendees to speak. Lynn provided her survey and requested an overall plan for usage of commercial locations and the number of spaces in city rights of way. She also commented that the survey should be done first. Wanda commented that adequate information be provided to avoid miscommunication. Bill commented that Diane brought it to the committee first and then went to speak to those impacted prior to an article being published in the newspaper. Diane confirmed that the areas under consideration would have a survey done to confirm the spaces would be in city rights of way, the affected property owners would be communicated with before action is taken. She also addressed curbing at 14th Street and loading zones to address safety concerns. Discussion ensued regarding confirming that property owners of the commercial areas under review be contacted in addition to the business owner. Mary confirmed the committee is working on an action plan. Diane commented that SAGIS is helpful in showing city rights of way. Joe commented that most streets have 60’ rights of way. Once he receives a list of properties, he will be able to survey and consider necessary improvements. Bill confirmed the committee is striving to have an inventory of areas metered and city rights of way currently being used without meters in order to be fair and equitable for everyone on the island. Wanda requested the final plan come before City Council for the spaces that are allocated once surveys are reviewed and communicated with the owners. Mary confirmed meters go up and come down, as needed, on a regular basis. II. Update of Parking Lot Status on Facebook and Twitter Mary confirmed all is good. Jen and Pete stated people are calling to check on the status if it has not yet been updated and they are on their way to the island. III. Update on Stickers on Pay and Display Meters Diane confirmed the stickers went on the Pay & Display stations beginning July 4. Joe stated that the Public Safety Committee is going to discuss using Lovell as a though fare during the Independence Day fireworks show. This would provide public safety vehicles access from 17th Street to at least 5th Street. Parking would be limited to one side. Lovell was chosen because 2nd is a bike lane and Jones is already congested. Bill confirmed the goal is to have a parking plan prior to July 4 celebrations next year. Pete asked for clarification of designated parking spaces with or without a decal. It is a fine line and people need to know where they can or cannot park. South end is the key area. Parking services is in a difficult position with enforcement and they would like guidance from the committee and Council in order to take care of the citizens and those that have decals. Diane suggested putting no parking signs on Lovell at 17th Street where it dead ends. Wanda made a motion to adjourn the meeting at 10:25am. Bill seconded the motion
