Amendment No. 2, Project No. 919CITY OF CARSON CARSON REDEVELOPMENT AGENCY r SECONDAMENDMENT TO THE AGREEMENT FOR P,ROFESSIONAL SERVICES -c' SECOND AMENDMENT TO AGREEMENT CARSON REDEVELOPMENT AGENCY PARSONS Project No. 919: Wilmington Avenue Interchange Modification at the 1-406 Freeway. This Second Amendment to the Agreement for Professional Services (the "Second Amendment"), to be effective October 7, 2008, is hereby entered into by and between the Carson Redevelopment Agency (herein "Agency") and Parsons Transportation Croup Inc. (Hereinafter called "Engineer"), and is an amendment to the Agreement for Professional Services ("Agreement") executed by the parties and effective as of September 5, 2006. E C I T A L Aa Agency and Engineer have entered into that certain "Agreement for Professional Services" to perform the technical and professional services, in connection with the project identified as: Project No, 919: Wilmington ve e Interchange Modification at the 1-405 Freeway. B. Accordingly, the parties desire to amend the Agreement to expand the description of work and increase the compensation by $329,732.98 to perform work beyond that provided in the original and the First Amendment description of work. NOW, THEREFORE, in consideration of performance, by the parties hereto, of the promises, covenants, and conditions herein contained, the parties hereto agree to the terms of this Second Amendment and hereby amend the following provisions of the Contract: 1. Section 3. Description of Work- is hereby amended, to add the additional Scope of Work attached hereto as Exhibit "A" and incorporated herein by this reference. 2. Section 10. _Corriensation: is hereby amended, to increase the total compensation by an amount not -to -exceed three hundred twenty nine thousand seven hundred thirty two dollars and ninety eight cents ($329,732.98) attached hereto as Exhibit "I3" and incorporated herein by this reference. Except as amended by the First Amendment and this Second Amendment, all other provisions of the Contract shall remain unmodified and in full force and effect. N Dated: 0 'k SEAL CARSON REDEVELOPMENT AGENCY EXHIBIT A SECOND AMENDMENT SCOPEa,, Following iters are added to the Exhibit "A" of the original and the First Amendment scope of services for the above referenced project. Additional engineering design services are required for the completion of the Project Approval/Environmental Document (PA/EIS) and the Plans, Specifications, and Estimate (PS&E) as follows: Task 1 — Project Coordination and Meetings Additional coordination and meetings with Caltrans functional units are required to facilitate the completion of the tasks listed below. Task. 2 — Environmental Document NEPA Delegation Requirements FHW.A has implemented guidelines for the delegation of the NEPA approval process to Caltrans. The I-405/Wilmington Avenue Interchange Improvement Project has become the first project to follow the new guidelines established by FHWA. The approval has experienced a 12 month delay due to the familiarization required by agency personnel with the newly established SAFETEA LU's NEPA delegation process. Task 3 — PCC Pavement Structural Section Replacement The surfacing material for Wilmington Avenue has been changed from Asphalt Concrete (AC) to Portland. Cement Concrete (PCC) to minimize construction costs and future maintenance; to provide longer pavement life; and to provide a better riding surface for trucks. because the construction of the PCC section requires longer placement and cure periods then an additional eighteen (1 8) Stage Construction plans were required. As a result of the changes to the structural sections five (5) temporary traffic signals were added.. Task 4 — Northbound 1-405 Auxiliary Lane Replacement Caltrans requires the replacement of the Asphalt Concrete (AC) auxiliary lane with Portland Cement Concrete (PCC) to match the structural section of the freeway mainline lanes in the area adjacent to the proposed soundwall on retaining wall for the northbound on-ramp. Task 5 — Aerially Deposited Lead (ADL) Contamination Removal Plans Removal plans must be preparedto disposed of the ADL contaminated material encountered during the hazardous waste site investigation. Task 6 — Bridge Y4" Polyester Concrete Overlay The 223rd Street/Wilmington Avenue bridge over Dominguez Channel currently has cracks and spalls in several areas and the deck reinforcement is exposed. The bridge will be overlaid with 3/a" polyester concrete to repair the current deficiencies. The design for the overlay will be prepared in accordance with Caltrans and County requirements. SECOND AMENDMENT TO AGREEMENT CARSON REDEVELOPMENT AGENCY PARSONS Project No. 979: Wilmington Avenue Interchange Modification at the I-405 Freeway. FJ Task 7 — Additional Bulk Asbestos Samples Additional geotechnical investigations and sampling are required to explore new areas identified during the Initial Site Assessment (ISA) and Site Investigation (SI). These areas are identified as containing potential hazardoas contamination must be addressed prior to project approval by Caltrans. Task 8 -- Special Bridge Structure Design Special structural design is necessary to accommodate the support of the Pacific Energy 30" Oil line to avoid its relocation resulting in substantial savings to the project. Due to the results of the scour analysis it was found that the extension of the concrete lining on Dominguez Channel under the I-405 Bridge must be designed. The narrow widening mass of the I-405 Bridge widening over Dominguez Channel is above the 10% of the existing bridge mass and therefore resulting in the need to perforin seismic analysis for the entire structure, including the existing and widened portions. A seismic analysis was performed for the 223'd Street Bridge and a subsequent analysis is required to lengthen the foundation of the bridge due to the lowering of elevation by approximately four feet from potential scouring effects. The new Load and Resistance Factor Design guidelines for the 1.-405 Bridge over Dominguez Channel established by Caltrans subsequent to the approval of the City agreement must be implemented for approval of the project. Task 1 Project Coordination, Meetings, and Correspondence Consultant will coordinate with Caltrans functional units towards the completion of the additional services identified in the tasks below. Meetings will be attended to facilitate the completion of the additional work. The not -to -exceed fee associated with Task 1 is $13,770.76. Document 2.1 Address Comments to Meet NEPA. Delegation Process Consultant will address Caltrans comments on technical studies (Air Quality, Noise, Visual, CIA, Cultural, Biological, Water Quality, traffic) as necessary to receive internal and external certifications resulting from the NEPA. delegation by FHWA. The not -to -exceed fee associated with Task 2.1 is $30,520.56. 2.2 Meetings and Correspondence to Deet NEPA. Delegation Process Consultant will coordinate with Caltrans during the preparation of the draft IS/EA review process. The draft report requires six review cycles as opposed to the conventional two review cycles, resulting in an approximate project delay of 12 months. The not -to -exceed fee associated. with Task 2.2 is $14,075.$4. SECOND AMENDMENT TO AGREEMENT CARSON REDEVELOPMENT AGENCY PARSONS Project No. 919: Wilmington Avenue Interchange Modification at the 1-405 Freeway. 5 Task 3 PCC Structural Section Design, Stage Construction, and Temporary Traffic Signals 3.1 Stage Construction Plans Consultant will prepare additional staging plans necessary for the handling of traffic during the construction of the Portland Cement Concrete (PCC) pavement. The not -to -exceed fee associated with Task 3.1 is $35,661.00. 3.2 Temporary Signing Plans Consultant will prepare additional signing plans necessary to direct traffic during the stages of work for the pavement replacement. The not -to -exceed fee associated with Task 3.2 is $1,572.40. 3.3 Temporary Signal Design Consultant will prepare 1:200 scale plans for the five temporary signals required for the placement of PCC pavement. Consultant will modify, install, or relocate signal poles, detection loops, pull boxes, controller and service cabinets. The plans will also include safety lighting. The not -to -exceed fee associated with Task 3.3 is $35,375.72. 3.4 Revise Typical Sections Consultant will coordinate with Caltrans for approval of the proposed PCC structural section. Consultant will revise the typical sections to show the proposed pavement. The not -to -exceed fee associated with Task 3.4 is $2,962.46. 3.5 Revise Quantities Consultant will prepare quantity calculations for the replacement of the AC pavement with PCC. The not -to -exceed fee associated with Task 3.5 is $4,9928. Task 4 Northbound 1-405 Anxilian, Lane Replacement 4.1 Layout Plans Consultant will coordinate with Caltrans and will prepare design for the replacement of the auxiliary lane AC pavement with the proposed PCC structural section.. The not -to -exceed fee associated with Task 4.1 is $4,672.84. 4.2 Quantities Consultant will perform quantity calculations and will tabulate the quantities required for the replacement of the auxiliary lane pavement section. The not -to -exceed fee associated with Task 4.2 is $2,168.66. 4.3 Cost Estimate Consultant will prepare cost estimates and will revise the costs to reflect the proposed design. The not -to -exceed fee associated with Task 4.3 is $659.55. SECOND AMENDMENT TO AGREEMENT CARSON REDEVELOPMENT AGENCY PARSONS Project No. 919: Wilmington Avenue Interchange Modification at the 1-405 Freeway. Le 5.1 Removal Plass (6 Plans) Consultant will prepare the removal plans to place ALL contaminated material below the grading surface within the project limits or to identify material to be removed outside the State Right -of -Way, The not -to -exceed fee associated with Task 5.1 is $37,488.40. 5.2 Details Consultant will prepare details to show the location of material to be placed below the grading surface within the project limits. The not -to -exceed fee associated with Task 5.2 is $5,183.48. 503 Quantities Consultant will perform quantity calculations and will tabulate the quantities of material to be placed within the projects limits and to be removed outside the State bight -of -'may. The not -to - exceed fee associated with Task 5.3 is $2,904.96. 5.4 Estimates Consultant will perform construction cost estimates and will update estimates prepared for prior submittals. The not -to -exceed fee associated with. Task 5.4 is $726.24. 5.5 Specifications Consultant will prepare specifications for the disposition of the AIL, contaminated materials and handling geq��-e—me tom. Task 6 223rd Street Bridge Y4" Polyester Concrete Overlay 6.1 thru 6.4 Bridge Designs Plans, Details, Quantities, and Estimates Consultant will prepare plans and details for the polyester overlay of the bridge. Consultant will prepare quantity calculations and will determine the construction cost estimate for this task. The not -to -exceed fee associated with Task 6.1. thru 6.4 is $11,234.74. 6.5 Specifications Consultant will prepare specifications necessary to specify the requirements of the overlay. The not -to -exceed fee associated with Task 6.5 is $3,241.88. r Consultant will revise the bridge widening elevations and prepare a deck contour map for the overlay. The not -to -exceed fee associated with Task 6.6 is $4,292.88. SECOND AMENDMENT TO AGREEMENT CARSON REDEVELOPMENT AGENCY PARSONS Project No. 919: Wilmington Avenue Interchange Modification at the 1-405 Freeway. Task 7 Additional Bulk Asbestos Samples 7.1 Bulk Testing and Sampling Consultant will provide additional bulb sampling for paint striping; additional hydrocarbon sampling (soil and groundwater) and analysis; and additional asbestos sampling and analysis. The not -to -exceed fee associated with Task 7.1 is $11,630.00. 7.2 Coordination Consultant will obtain permits and perforin project coordination to complete the hazardous materials site investigations and to obtain approval frorn Caltrans to proceed with the additional work. The not -to -exceed fee associated with Task 7.2 is $3,476.88. Task 8 Structural Design Bel Pacifie Energy 301' Oil Line Support Design Consultant will prepare special design calculations for the new support required for the Pacific Energy 30" Oil line. Plans will be prepared and quantity calculations will be performed to determine the cost to the project. Specifications will be included with the remaining items of work. The not -to -exceed fee associated with Task 8.1 is $1.2,927.58. 8.2 Dominguez Channel Concrete Liming Detail Design Consultant will prepare lining details to accommodate the location of the bents placed for the widening of the bridge structure over Dominguez Channel. The not -to -exceed fee associated with Task 8.2 is $12,086.22. 803 Seismic Analysis fon- Existing 1-405 Bridge over Dominguez Channel Consultant will prepare additional seismic analysis to determine the additional loads resulting from the sound.walI added to the structure and the narrow widening mass of the bridge widening. Consultant will analyze both the existing and the widened portion of the bridge as a single structure. The not -to -exceed fee associated with Task 8.3 is $18,691.36. 8.4 Foundation Resign at 223'' Street Bridge Over Dominguez Channel Consultant will perform a second seismic analysis on the 223rd Street Bridge over Dominguez Channel to accommodate the lengthen the foundation required due to the lowering of elevation by approximately four feet from potential scouring effects. The not -to -exceed fee associated with. Task 8.4 is $ 14,554.76. 8.5 Implementation of Load and Resistance Factor Design Guidelines Consultant will perform bridge analysis by using the new Caltrans required LRIiD guidelines adopted on October 2006 and subsequent to the agreement approval date. Consultant will perforrn design calculations in. accordance with the new LF'RD guidelines. The not -to -exceed fee associated with Task 8.5 is $42,032.60.
