HomeMy Public PortalAboutMIN-CC-2001-04-24MOAB CITY COUNCIL REGULAR MEETING April 24, 2001 The Moab City Council held their regular meeting on the above date in the Council Chambers of Moab City Offices, located at 115 West 200 South, Moab, Utah. Mayor Karla Hancock called the Pre -Council Workshop to order at 6:30 PM. Mayor Hancock called the Regular City Council Meeting to order at 7:00 PM; City Recorder/Assistant City Manager Rachel Ellison led in the Pledge of Allegiance. Also in attendance were Councilmembers Gregg W. Stucki, Kirstin Peterson, Rob Sweeten and Kyle Bailey; City Manager Donna Metzler, Police Chief Michael NaVarre and City Planner Robert Hugie. Forty-one (41) members of the audience were present. There were no Minutes to Approve. Under Citizens to be Heard, Toni Bronson stated that she supports the Moab Area Chamber of Commerce and their presentation. Judy Powers spoke on behalf of the Moab Valley Humane Society. Ms. Powers stated that she feels strongly that the City Council should find out what the non-profit organizations are doing and if they need funding. Ms. Powers stated that the Humane Society started out two years ago with support from the City and County and that the preventive effort has made a big difference. Jim Ryan stated that he has run an active transportation service, Roadrunner Shuttle, for three years. Julie Mueller stated that she would like the Council to consider the Moab Area Chamber of Commerce's presentation as part of the "big picture" and to not let it affect other non-profit organizations. Penny Tanner stated that she supported the Moab Area Chamber of Commerce's request for funding of an events coordinator. Janie Tuft stated that she was in favor of a contribution for an events coordinator. Allysa Mulligan stated that she supported the Moab Valley Humane Society. Under City Planning, Bill Zanatti with Utah Division of Forestry, Fire and State Lands presented the City of Moab with a Tree City USA award. A Public Works Department Update was not given. REGULAR MEETING & ATTENDANCE APPROVAL OF MINUTES CITIZENS TO BE HEARD CITY PLANNING PUBLIC WORKS UPDATE Under Police Department Update, Police Chief NaVarre distributed a POLICE DEPARTMENT UPDATE written report on Jeep Safari. Councilmember Peterson asked how it compared to previous years' Safaris. Police Chief NaVarre stated that he would do a comparison and report back. Mayor Hancock proclaimed May 2001 as Foster Care Month. PROCLAMATIONS Mayor Hancock proclaimed May 1 to May 5, 2001 as Music Education Week. Mayor Hancock proclaimed April 27, 2001 as Arbor Day. Under Presentations, the Moab Area Chamber of Commerce made a presentation regarding a request for funding from the City of Moab for an Events Coordinator position at the Chamber of Commerce in the amount of $50,000 from the City and $150,000 total combined funding. Councilmember Bailey requested that the Grand County Travel Council, Moab Area Chamber of Commerce and City of Moab get together to discuss long-term strategies for events. Councilmember Peterson agreed that she would like to see a consolidated approach to the problem. Councilmember Sweeten stated that he would like to see Economic Development come before the Council to change their contract to incorporate this position to reduce the duplication of services. City Manager Metzler requested a detailed budget of the proposed position from the Moab Area Chamber of Commerce. Councilmember Bailey moved to Approve a Special Event License for Canyonlands Rodeo Club to hold Butch Cassidy Days June 2 to June 6, 2001. Councilmember Sweeten seconded the motion. The motion carried 4-0 aye. Councilmember Bailey moved to Approve a Request by Canyonlands Rodeo Club for Use of Swanny City Park to Set Up Old Town During Butch Cassidy Days June 2 to 7, 2001. Councilmember Sweeten seconded the motion. The motion carried 4-0 aye. Councilmember Sweeten moved to Approve a Request by Canyonlands Rodeo Club for Refund of the $80 Special Event License Fee. Councilmember Bailey seconded the motion. The motion carried 4-0 aye by a roll -call -vote. Councilmember Peterson moved to Approve a Request by Canyonlands Natural History Association for Use of Swanny City Park to Hold an Amplified Music Event on July 25, 2001. Councilmember Bailey seconded the motion. The motion carried 4-0 aye. Councilmember Bailey moved to Approve a Home Occupation License for Brian Donegan, d.b.a. Donegan Graphics Located at 197 E. 200 North to Conduct a Graphic Design Business. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. Mayor Hancock opened a public hearing on Community Development Block Grant 2001-2002 Sun Court Project and on Community Development Block Grant 2002-2003 Star Hall Project at 7:55 PM. No public comment was made. Mayor Hancock closed the public hearing at 7:56 PM. Under Discussion Regarding Shuttle Transportation Proposal, City Manager Metzler made a presentation. Discussion followed. BY CNHA FOR USE OF SWANNY CITY PARK TO HOLD AN AMPLIFIED MUSIC EVENT, APPROVED HOME OCCUPATION LICENSE FOR BRIAN DONEGAN, D.B.A. DONEGAN GRAPHICS, APPROVED PUBLIC HEARING OPENED PUBLIC HEARING CLOSED DISCUSSION REGARDING SHUTTLE TRANS. PROPOSAL READING OF CORRESPONDENCE Pathway and that he wanted to compliment City Staff; the path was clean and well maintained. Under Administrative Reports, City Manager Metzler distributed a written report. Under Mayor and Council Reports, Councilmember Bailey stated that he had attended an Economic Development/Film Commission meeting and that the Economic Development position had been advertised and was paying $30,000 per year with benefits. Councilmember Sweeten stated that he had been contacted regarding a complaint against a home occupation and truck parking. City Manager Metzler stated that the issue was being dealt with. Councilmember Sweeten moved to pay the bills against the City of Moab in the amount of $81,061.62. Councilmember Peterson seconded the motion. The motion carried 4-0 aye by a roll -call -vote. Councilmember Sweeten moved to enter an Executive Session for the purpose of a Strategy Session to Discuss the Purchase, Exchange or Lease of Real Property. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. An Executive Session was entered at 9:10 PM. Councilmember Bailey moved to close the Executive Session. Councilmember Peterson seconded the motion. The motion carried 4-0 aye. The Executive Session was closed at 9:27 PM. Mayor Hancock adjourned the meeting at 9:27 PM.
