HomeMy Public PortalAbout2020_10_06_R102 Airport Maintenance Storage Facility Construction Contract Award The Town of Leesburg, Virginia PRESENTED: October 6, 2020 RESOLUTION NO. 2020-102 ADOPTED: October 6, 2020 A RESOLUTION: AIRPORT MAINTENANCE/STORAGE FACILITY CONSTRUCTION CONTRACT AWARD, SUPPLEMENTAL APPROPRIATION OF FUNDS, AND GRANT AGREEMENT AUTHORIZATION WHEREAS, the Airport Maintenance/Storage Facility project is an approved project in the Fiscal Year 2019-2023 Capital Improvement Program; and WHEREAS, in response to a public solicitation for bids for construction of the Airport Maintenance/Storage Facility project, the Town received six bids, four of which were responsive and responsible, on August 6, 2020 from the following firms: FUOG/Interbuild, Inc. $263,429.24 AtLam LLC $322,146.04 Crisak, Inc. $328,629.00 TMG Construction $385,002.30 Triple Crown Construction Non-Responsive CaseCo LLC Non-Responsive WHEREAS, the bids were evaluated by the Director of Public Works and the Chief Procurement Officer in accordance with the Town Procurement Policy; and WHEREAS, the Virginia Department of Aviation has reviewed the bids and concurs with the award, has previously approved grant funding in the amount of$41,565 towards the design cost, and has approved an additional $40,335 towards partially funding the construction of this project for a total grant award of$81,900; and WHEREAS, FUOG/Interbuild, Inc. was determined the lowest responsive and responsible bidder; and WHEREAS, this is a unit price contract and the estimated quantities multiplied by the unit price have established the contract price; and WHEREAS, change order procedures are detailed in the bid specifications; and -2- A RESOLUTION: AIRPORT MAINTENANCE/STORAGE FACILITY CONSTRUCTION CONTRACT AWARD, SUPPLEMENTAL APPROPRIATION OF FUNDS, AND GRANT AGREEMENT AUTHORIZATION WHEREAS, the Director of Public Works and Capital Projects recommends awarding the construction contract to FUOG/Interbuild, Inc., and WHEREAS, the Airport Director supports the recommendation to award a construction contract to FUOG/Interbuild, Inc. for the Airport Maintenance/Storage Facility Capital Improvement Project, and WHEREAS, the Virginia Department of Aviation total grant award of $81,900 is lower than the anticipated grant funding amount of$200,000 which was programmed into the Capital Improvements Program for this project; and WHEREAS,the total Town funding shortfall for this project is $215,300 for which the use of General Obligation Bonds is recommended; and WHEREAS, a supplemental appropriation of$109,200 in addition to the current approved project budget of$288,000 is needed to provide sufficient appropriation totaling $397,200 for this project. THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as follows: 1. The Airport Maintenance/Storage Facility project within the Capital Improvements Program is hereby amended and a supplemental appropriation funded in the amount of $109,200 to the Airport Maintenance/Storage Facility for the fiscal year beginning July 1, 2020 using the Town's established Line of Credit proceeds until permanent debt issuance is completed in the spring of 2022; and -3- A RESOLUTION: AIRPORT MAINTENANCE/STORAGE FACILITY CONSTRUCTION CONTRACT AWARD, SUPPLEMENTAL APPROPRIATION OF FUNDS, AND GRANT AGREEMENT AUTHORIZATION 2. The Town Manager is hereby authorized to execute a contract in a form approved by the Town Attorney with FUOG/Interbuild, Inc. in the amount of$263,429.24 for the construction of the Airport Maintenance/Storage Facility project; and 3. The Town Manager is hereby authorized to execute any and all paperwork associated with the grant agreement for $40,335 through the Virginia Department of Aviation for partial funding of the construction of the Airport Maintenance/Storage Facility project once in a form acceptable to the Town Attorney.
