HomeMy Public PortalAboutM2004-09-08-CC_SpLYNWOOD CITY COUNCIL SPECIAL MEETING SEPTERMBER 8, 2004 The City Council of the City of Lynwood met in a Regulaz Meeting in the Council Chambers, 11330 Bullis Road on the above date at 4:50 p.m. Mayor Byrd presiding. Councilman Pedroza, Rodriguez, Santillan, Vasquez, and Byrd answered roll call. Also present were Interim City Manager Wang, City Attorney Beltran, City Clerk Hooper and City Treasurer Pygatt. City Clerk Hooper announced that the Agenda had been duly posted in accordance with the Brown Act. PRESENTATION Mario Cardenas invited the City Council to the Nuestras Fiestas Patrias 2004 at Plaza Mexico. from September 12`h through September 15`h 2004. Josue Lopez presented Mayor Pro-Tern Vasquez with a bouquet of flowers. PUBLIC ORAL COMMUNICATIONS (Regarding Agenda Items Only) Lorene Reed spoke on item #7 CIP Alley Construction & Design LUA Fund Improvements. Would like for her alley behind her house to be put on the list, it is in desperate need of paving. Shawn Powell handed Council a Statement Report. He also discussed the programs that he has started. And asked Council to keep this in mind when they talk about the Budget and not cut any funding from his programs. It was moved by Councilman Pedoroza and passed by General Consent to vote on each Department separately and to bring back the professional/ consultant services listing vacant positions for further review at a Special Meeting on September 13, 2004 at 4:00 p.m. CITY MANAGER It was moved by Councilman Pedroza seconded by Councilman Rodriguez to cut 10% from the City Manager, Budget ROLL CALL: AYES: COUNCILMEN PEDROZA, VASQUEZ AND BYRD NOES: NONE ABSTAIN: NONE ABSENT: NONE RODRIGUEZ, SANTILLAN, MEDIA SERVIES It was moved by Councilman Pedroza seconded by Councilwoman Santillan to approve $30,000 for Video Services and to be on call when needed. SERVICES It was moved by Councilman Pedroza seconded by Councilman Rodriguez to approve the Budget Cuts. ROLL CALL: AYES: COUNCILMEN PEDROZA, RODRIGUEZ, SANTILLAN, VASQUEZ AND BYRD NOES: NONE ABSTAIN: NONE ABSENT: NONE LEGISLATIVE It was moved by Councilman Pedroza seconded by Mayor Pro-Tem Vasquez to approve the Budget Cut for the City Clerk and a Budget Cut for the City Treasurer of $1,500 and to leave the $6,000 in the Budget. ROLL CALL: AYES: COUNCILMEN PEDROZA, VASQUEZ AND BYRD NOES: NONE ABSTAIN: NONE ABSENT: NONE RODRIGUEZ, SANTILLAN, REVENUE It was moved by Councilman Pedroza seconded by Councilman Rodriguez to approve the County Funds in the amount of $54,000 for Maintenance in the Parks for two years. ROLL CALL: AYES: COUNCILMEN PEDROZA, RODRIGUEZ, SANTILLAN, VASQUEZ AND BYRD NOES: NONE ABSTAIN: NONE ABSENT: NONE Assistant City Manager Director of Finance & Administration Alfretta Earnest stated that in terms of division and the cuts the City made concludes this phase. The next phase if Council would like further cuts would be to look at programs and projects and positions. Councilman Pedroza stated Council is done with the 10% cuts of operation, and can move on to the next item. Item #7: CIP ALLEY CONSTRUCTION & DESIGN LULA FUND IMPROVEMENTS. Interim City Manager Joe Wang stated that Council approved the Budget for $400,000.00 for the Alley Improvement project. At that time there was no specific alley list to go by. Director of Environmental Services/ City Engineer Yadollah Farhadi came up with the list based on the conditions of the alley, lthrough 9 and it would cost about $400,000.00. However, if Council feels there are other alleys that need to be done first Council can replace what every alley is on the list. For example, Mrs. Reeds' alley can be put on the list. The number of the alleys on the list is one hundred forty- seven total. The top ten is base on how bad or great the damage is also their different length of alleys ~~~ which is also a consideration in the ranking. Director of Environmental Services/ City Engineer Yadollah Farhadi responded that each alley has a number rating of 1 through 5. Five being the most damaged grade. Also he inspected the alleys himself all of the one hundred forty- seven of them. Councilman Rodriguez stated he agrees with Commissioner Reed and would like the Alley on Josephine and Harris to be put on the list and rank her at number nine or number ten on that list. Councilman Pedroza stated he would like to make an amendment that Alley number nine, East of Pope from Elmwood to Beechwood and Commissioner Reed also would like to add Alley number one hundred eleven, which is the first alley west of M.L.K from Norton to Imperial. It was moved by Councilman Pedroza seconded by Councilman Rodriguez to approve the first nine and number forty-six are included and add number one hundred eleven. Note: There is an abstention on any approval of the alley immediately adjoining any Councilmembers property. ROLL CALL: AYES: COUNCILMEN PEDROZA, RODRIGUEZ, SANTILLAN, VASQUEZ AND BYRD NOES: NONE ABSTAIN: SANTILLAN ON #9, VASQUEZ ON #3 ABSENT: NONE Item #8: ADDITIONAL SERVICES BY THE AUDITORS PERTAINING TO REAL PROPERTY TRANSACTIONS. City Attorney Beltran stated there is no staff report. This is a request made by a couple of Councilmembers that the item be placed on the Agenda. The request came in after the Auditors report, and asked Council for Direction Councilwoman Santillan questioned the status of the 2003 Audit Assistant City Manager/ Director of Finance & Administration Alfretta Earnest stated they had spoke, to the Auditors and that they have been pushed by the State Controllers Office. The Auditors told her they would give her a date sometime next week.
