SPECIAL MEETING
SEPTERMBER 13, 2004
The City Council of the City of Lynwood met in a Special Meeting in the Council
Chambers, 11330 Bullis Road on the above date at 4:20 p.m.
Mayor Byrd presiding.
'~ Councilman Pedroza, Rodriguez, Santillan, Vasquez, and Byrd answered the roll call.
Councilwoman Santillan was absent.
Also present were Interim City Manager Wang, City Attorney Beltran, City Clerk Hooper
and City Treasurer Pygatt.
City Clerk Hooper announced that the Agenda had been duly posted in accordance with
the Brown Act.

Lorene Reed spoke on the alley clean up from last meeting it should have been alley #45
and not alley #46. Spoke against contracting out because of the budget crisis and that the
City would end up paying more. Also is tired of seeing projects on paper would like to
see actual structures being constructed in the City. The money should not be coming out
of the general funds but out of the CIP funding.

r. Item #6: FY 2004/05 BUDGET AMENDMENTS
Interim City Manager Wang stated that this meeting is the continuation of the September
8`h 2004 meeting that Council wanted to bring back all of the vacant Positions and all of
the Consultant Services.

Assistant City Manager/ Director of Finance & Administration Alfretta Earnest thanked
the Council for their time and ended the Presentation
It was moved by Councilman Pedroza seconded by Mayor Byrd to approve City
Managers recommendation to remain as is and to bring back in six months the positions
of Deputy City Clerk, Civil Engineering Asst., Sr. Water Svc. Worker, and Street
Maintenance Lead Worker.
Councilman Pedroza questioned Ms. Earnest on the total amount the City is saving by
approving the motion the Council just passed.
Assistant City ivlanager Director of Finance & Administration: Alfretta Earnest
responded the general fund total savings is about $397,000.00 minus the $69,000 making
the total $328,000.00.
Mayor Byrd stated that Councilman Pedroza had a question that he wanted to ask.
Councilman Pedroza responded that on Professional Consult and Services listing, the
Consolidated Disposal expenditures for 2003 / 04 $1.2 million dollars and staff is
projecting and then all of a sudden in 2004 we are projecting 2.6 million. I know we are
under contract but would like Yadollah Farhadi to explain to us what the increase is for.
Assistant City Manager Director of Finance & Administration: Alfretta Earnest said she
could explain with CDS and Western Waste each had about six months. She thinks that
Western Waste went through November in terms of the contract and then CDS took up
their portion of the Contact for the remainder of the year. So if you combine those two it
would equal out to the $2.6 million. It is just now with the new year 2004/ 2005 we have
a whole full twelve months contract.
It was moved by Councilman Pedorza seconded by Councilman Rodriguez to adopt the
Budget Amendments

Assistant City Manager Director of Finance & Administration: Alfretta Earnest stated
that Recreation staff has a special request to allocate money in the sum of $49,2700. to
hire a Recreation Coordinator of Women's sports due to Title 9.
It was moved by Rodriguez seconded by Pedroza to allocate the money in the sum of
$49,2700 to hire a Recreation Coordinator of Women's Sports.
