A quorum was present at this time. The following guests were present: Cathy Bordner, 927 Fairmount Blvd.; Bill Nelson, Sheila Gassner and Amy Rogers with Lincoln University; William Ambrose, 1001 Fairmount Blvd.; Madeleine Leroux (News Tribune); and Ryann Rumbaugh (KRCG). 1. Introductions Introductions were made at this time . Councilman Costales moved and Councilman Prather seconded to move Item 3.4 . Chestnut Street Resolution to the beginning of the agenda, motion carried. 2. Approval of the October 22, 2015 Committee meeting minutes Councilman Prather moved and Councilman Ward seconded to approve the October 22, 2015 minutes, motion carried. 3. New Business 4. Chestnut Street Resolution (Drew Hilpert) Chairman Scrivner explained the draft Resolution establishing a plan for Clark and Chestnut Street. There was discussion among Committee members, staff and those present regarding hours of temporary closure of Chestnut Street, not transferring safety issues, enforcement of the no parking zone on Chestnut, remote access to gate closure, cost estimate $15 ,000 to $20,000, and keeping the neighborhood involved in discussions . Minutes/Jefferson City Public Works and Planning Committee 2 November 19, 2015 Councilman Prather moved and Councilman Henry seconded to refer the resolution to the City Council, motion passed 4-1 with the following votes: Aye: Henry, Prather, Scrivner, Ward Nay: Costales 1. Suggested Approach to the Review and Update of Building Construction Codes (Janice McMillan) Ms. McMillan explained two stakeholder groups, rep resent ing residential contractors/HBA and commercial developers have been meeting over the past few months with the Building Division to discuss current codes, permitting , inspection processes , and potential code updat es . At the last commercial development stakeholders meeting the group proposed that a code rev iew steering committee be established to review and propose updates to the codes . Based on the suggestion that we look at the City of Columbia 's code review committee structure and processes , Building Official, Larry Burkhardt and I propose the code review committee structure shown on the attachment. Councilman Prather moved and Councilman Costales seconded to refer the request for the creation of an ad hoc committee to the Council, motion carried . 2. Cemetery Maintenance Bids (Janice McMillan) Ms. McMillan explained a Cemetery Maintenance Review Committee conducted interviews of the two bidders for the City of Jefferson Cemetery Maintenance Agreement. Each bidder was evaluated on cost , past experience, reliability, and expertise of personnel. Based on the evaluations, Lamberson Lawn Care is recommended to be awarded the Cemetery Maintenance Agreement at a bid of $85,200 .00 for the three-year agreement. Councilman Henry moved and Councilwoman Ward seconded to forward the contract with Lamberson Lawn Care LLC to the City Council with recommendation to approve , motion carried. 3. Vacation of Easement in Lot 15 Wakoda Woods, Section 2 (Jerry Kolb, Requestor) (David Bange) Mr. Bange explained City staff is recommending the committee accept the request made by Mr. Jerry Kolb to vacate a portion of a 1 0 foot wide general utility easement as described in the attached document on Lot# 15 of Wokada Woods Section #2 . The easement in question was dedicated with the plat of the subdivision . Given the location of this easement on the edge of the Missouri River bluff utilities have not been constructed within it. Letters from the utility companies supplying electric, gas, water and telephone have indicated that they do not have any interest in the easement. Councilman Prather moved and Councilman Costales seconded to refer the vacation of easement to the City Council with recommendation to approve, motion carried . 5. Public Works CORE Mission and Values Program (Matt Morasch) Mr. Morasch informed the Committee of a new initiative that the Publ ic Works Department staff has undertaken concerning a "Mission and Values" program . The program is branded by the acronym CORE, which stands for : improve the C ommunity, take Ownership, deliver Results, and E mpathize with the customer. One of the main goals of the program is to concisely define our mission and values and relay them to our employees. Those employees are the main point of contact with the citizens at large . By clearly communicating to our employees how they should interact with the public, who are our customers , we bel ieve we will improve our service delivery and in turn , maintain a good reputation in the community . 4. Other Topics 1. Article on lnfrasturcture (Matt Morasch) Mr . Morasch referred to the article "Dark Water Rising" from the American City & County magazine included in the Committee packet. 2. Planning & Protective Services Monthly Reports (Janice McMillan) Ms . McMillan referred Committee members to the reports included in the packet. 3. Water Main Leak Report (Britt Smith) Mr. Smith explained the street cut and right-of-way report. 5. Citizen Opportunity to address Council/Staff on Stormwater and Other Public Works Issues There was no one present to address the Committee . 6. AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE PROCEDURE FOR VACATING PUBLIC RIGHTS OF WAY BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Chapter 32 (Streets and Sidewalks) Section 3 (Vacating Public rights-of-way) is amended as follows: Sec. 32-3. Vacating public rights-of-way. A public right-of-way for any street, alley, avenue, drive, boulevard or other public thoroughfare may be vacated by ordinance approved by council. The vacating process may be initiated by council or by the following petition process: 1. A written petition signed by two-thirds (2/3) of the property owners abutting upon the right-of- way sought to be vacated, accompanied by a description of the involved right-of-way shall be filed with the city clerk. 2. The petition shall be referred to the publie :. o ks and planning co miaee for consideration an r-eeemmeadation of action by the city council. 3. if the council, , finds that the petition for vacation should be approved, the proposed vacation shall be further conditioned upon the passage and approval of an ordinance declaring the involved right-of-way vacated and discontinued for public purposes. 4. Any easement which is, or which may reasonably be, required for city sanitary sewer or surface water drainage facilities, or for any gas, water, electrical, telephone or telegraph facilities or services, whether or not such facilities or services exist or will be constructed, shall be reserved to and retained by the city in any ordinance authorizing and approving the vacation of all or any part of the involved right-of-way. P: 573.634.6410 • F: 573.634.6562 . www.jeffersoncitymo.gov Date: February 15, 2016 To: Public Works and Planning Committee From: David Bange P.E., City Engineer Subject: Minimum Depth for Utilities Staff is asking the Committee to concur with its recommendation to create a City code requiring utilities within the right of way to have a minimum burial depth of 24 inches. In the recent past the City has had to deal with utilities that have been placed directly below the pavement. Because of their location they are much more susceptible to damage when our street crews go about their job of pavement repair. In some instances utility lines are so close to the surface that they have been damaged by the saw blade used to isolate a pavement section that is being replaced. For our crews this is an issue of safety from the danger posed by the utility itself, but also the added danger resulting from working slowly which exposes them to traffic for a longer period of time. It also creates a danger to the public who must avoid the construction or who must endure longer wait times to have repairs made. In addition to the safety issues there are monetary considerations. Certainly anytime a utility is damaged there are costs associated with its repair. In the past when these shallow utilities were damaged in the course of pavement repairs the City was not charged to fix the utilities. In recent times that policy has changed among some of the utility companies. If enacted this code would provide for a standard depth for utilities that would create a safer environment for our crews and the public, and would provide shelter from utility repair charges were damages to occur to utilities found to be above that depth. [Bill SPONSORED BY COUNCILMAN ORDINANCE NO AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, DEFINING THE MINIMUM DEPTH FOR UNDERGROUND, NON -CITY OWNED UTILITIES PLACED IN THE PUBLIC RIGHT-OF-WAY BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Chapter 1 (General Provisions) Section 24 (Underground utilities in the public right-of-way) is added as follows: Sec. 1-24. Underground utilities in the public right-of-way. The placement of utilities underground is encouraged. When utilities including telephone, cable television, fiber optic, and electrical service wires are undergrounded, they shall be buried to a depth of at least twenty-four (24) inches on the City right-of-way and shall be adequately covered and compacted upon completion and shall be subject to inspection and approval by the City. All underground utilities not buried at a minimum depth of twenty-four (24) inches shall be lowered to the minimum depth by the owner of the utilities. Section 2. This Ordinance shall be in full force and effect from and after the date of its passage and approval. P: 573.634.6410 • F: 573.634.6562 . www.jeffersoncitvmo.gov Date: February 10, 2016 To: Public Works and Planning Committee From: David Bange P.E., City Engineer D?� Subject: Stormwater CIP Prioritization The City is faced with an increasing number of stormwater infrastructure failures primarily as a result of the aging of the system. In an effort to understand the size of the problem staff has undertaken the process of listing all the known problems and has begun prioritizing them by means of set criteria. Currently there are more than stormwater failure/problems that have been identified. Typically the Street Department is the first responder to many of our stormwater system failures. In many instances they are able to address the symptoms of the problem by applying a "Band-Aid" to the inlet or pipe so that the hole can be filled and the yard or street repaired. In many instances these fixes are only temporary because they are only able to treat the symptom and not the problem itself. This is done because often times the problem is too large for them to fix. It is at this point that a stormwater problem is added to the list. In the past this list was not very formal, however, as the number of unaddressed problems continues to increase it has become apparent to us that a more systematic approach is necessary to track and prioritize these problems. The increase in number of projects is as I stated earlier is a product of an ageing system. In addition it is an issue of funding. It is estimated that with the funding that we have remaining in the current CIP sales tax that only four or five projects will be able to be addressed. Given the number of projects that have been added to the list in the recent past the list is likely to grow longer. It is our intention to refine this list over the next month and present a work plan to you at the next meeting outlining our plan for the upcoming year. I have attached the project list and would invite to look through it. P: 573.634.6410 • F: 573.634.6562 . www.jeffersoncitymo.aov Date: February 10, 2016 To: Public Works and Planning Committee From: David Bange P.E., City Engineer Subject: Jefferson City Wayfinding, Project Update The development of the Jefferson City Wayfinding project has reached the final stages. To arrive at this point staff has been working with our consultant to develop an overall signing concept including the development of districts within the City as well as specific elements such as cost estimates, sign locations, and sign legends. During the process the City has hosted several meetings to gain input from the community first in a meeting with the stakeholder groups who pledged money to cover the costs of the local match to the grant. This meeting was held in early January and was followed by a public meeting on January 26tH On February 1St the plans for the project were forwarded to MoDOT for their review, comment, and approval. Diagrams showing the signs that are to be installed are attached. It is anticipated that MoDOT approval will be received within the next six weeks. Following that approval the City will look to advertise the project with the intention of bringing a contract to the Council for approval in May so that the signs could be installed during the summer of this year. F: 573.634.6562 . www.ieffersoncitvmo.aov Date: February 15, 2016 To: Public Works and Planning Committee From: David Bange P.E., City Engineer Subject: Downtown Streetscape City Staff is looking to the Committee to provide input and direction regarding the sidewalks and streets in the downtown area. In response to questions concerning the condition of the downtown sidewalks City Staff has taken steps to quantify the area of the sidewalk that are in need of repair. Our working estimate would indicate that there is a minimum of 5,200 square feet of exposed aggregate sidewalk that is in need of repair and that there could be as much as 6,400 square feet. In addition there are a number of locations in which the red brick stamped concrete would need to be replaced as well as sections of the curb and gutter. In addition to the sidewalk Staff is also looking at the need to address the condition of the street pavement. It has been discussed that any treatment will need to include the removal of the ties from the old trolley line that exist under High Street. Doing so will require more work and disruption than would be needed for a mill and overlay project. As we consider these two projects we remain cognizant of the request that electricity be made available along High Street that can be used for street festivals, Salute to American, Thursday Night Live and other everts. If it is desired to install these electrical facilities doing so as the sidewalk and street are being restored would allow for some savings and a more unified finished product. The timing of these projects is not defined as the cost of the sidewalk portion of this project would be in the range of $100,000 and at present exceeds the funds remaining in the sidewalk category of the current CIP sales tax. While funding exists for street overlays it may take some time for High Street to rise to the top of the priority list as its cost would be similar to the sidewalk repairs. The extension of the electrical system brings with layers of questions including the desired locations, the amperage required, control, metering, ownership, and cost. Some of these questions are outside of the expertise of our staff and would require the services of a consultant to design and implement. In order to maintain the efforts that have been made to revitalize the downtown Staff wanted to make you aware of these three elements, the challenges time and funding, and how they might work together.
