SPECIAL MEETING
JANUARY 25, 2005
The City Council of the City of Lynwood met in a Special Meeting in the Council
Chambers, 11330 Bullis Road on the above date at 9:08 a.m.
Mayor Rodriguez presiding.
Councilman Byrd, Pedroza, Santillan, Vasquez, and Rodriguez answered the roll call.
~i Also present were Interim City Manager Wang, City Attorney Beltran, City Clerk Hooper
and City Treasurer Pygatt.
City Clerk Hooper announced that the Agenda had been duly posted in accordance with
the Brown Act.
City Attorney Beltran stated that he would like to request the indulgence of the Council.
Council is going to be discussing a number of matters that are going to pertain to
contractual obligations that the City has specific prevision that may affect the individual
rights.
It was moved by Councilman Pedroza seconded by Mayor Pro- Tem Santillan and carried
to recess to Closed Session.
Council recessed at 9:10 a.m
Council reconvened at 9:45 a.m.
City Attorney Beltran stated he wanted to advise the audience that the Council was
provided a briefing regarding a number of matters regarding legal and contractual
obligations as well as the impact of the discussion they are about to have. With that in
mind afrer the presentation no action was taken by Council
It was moved by Mayor Rodriguez, seconded by Councilman Pedroza to recess to the
Lynwood Redevelopment Agency
PUBLIC ORAL COMMUNICATIONS

Lorene Reed stated she wanted to talk about the proposed budget cuts because several
months ago Council gave an update on the budget and the City was in good shape. The
City had several deficits in a couple of the funds, but nothing so drastic where the city
had to cut the employees. At that time Council added several positions and the City is
still advertising for positions so Council at this point is sending mixed messages to the
voters. She does agree that something should be done, but the positions that are being
targeted, it seems there are a certain ethnic group. This really concerns her, the City has
been in this situation before and lawsuits followed. The City lost those lawsuits because it
takes a four fifrh vote to remove an employee. It is unfortunate that the City Employees
cannot come and speak for themselves. She feels that the City is opening it self for a
lawsuit, Civil Rights violation, Discrimination lawsuits, and those lawsuits can devastate
the City. Feels if these cuts are made it wiil cripple the City.
Item #5: MIDYEAR BUDGET WORKSHOP
The purpose of this item is for staff to provide the City Council with updated projections
on the major fund balances and further departmental budget reductions to reduce the
overall General Fund expenditures.
It was moved Councilman Pedroza, seconded by Mayor Rodriguez and carried to have
Lynwood Redevelopment Agency and Lynwood Information Inc.
Interim City Manager Joe Wang gave the presentation on Part I the General Fund.

Interim City Manger Joe Wang stated he will go through the Organizational Overview
FY 2005-06 and then come back and Council can vote by department if the want to
change or leave as is.
