Regular Meeting
Minutes
April 11, 2019 7:00 P.M. Greencastle City Hall
Pledge of Allegiance
II. Call to Order; Roll Call
Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk-
Treasurer Lynda Dunbar the following were present: Adam Cohen, Stacie
Langdon, Steve Fields, Tyler Wade, Gary Lemon and Dave Murray. Mark
Hammer was absent.
III. Public Petitions and Comments: None.
IV. Special Requests:
A. Noise Ordinance Request- Phi Kappa Psi- Motion by Adam Cohen to
approve the noise ordinance request as presented, second by Stacie
Langdon, 6-0, motion carried
B. Street Closure Request-Little 5- Aaron Worley- Motion by Adam
Cohen to approve the new street closure as presented with the stipulation
that people will be stationed at Indiana Street and neighbors know about
the closure, second by Stacie Langdon, 6-0, motion carried.

VI. Reports
A. Mayor's Report- Mayor updated the council on the following items:
• YMCA- Have had two productive meetings with the YMCA board and
have met with the Architect. Closing on the YMCA property will be
next Tuesday, April 16, 2019
• Indianapolis Road- Vectren is almost done with gas lines. Duke is
installing poles. Project is still on schedule for an end of July
completion.
• 231 Potholes- INDOT is planning on coming through and doing
overlay on 231.
B. Clerk-Treasurer's Report- Nothing to report.
C. Councilors' Report-
Stacie Langdon promoted the Memorial Day 5K run at the Cemetery and
the Memorial Day Ceremony. Gary Lemon and Dave Murray
congratulated Steve Fields on receiving the Ron Lemasters Lifetime
Achievement Award from Indiana Sportswriters and Sportscasters
Association. Steve Fields thanked Eric Bernsee on his kind words in the
Banner Graphic. Dave Murray stated his traffic concerns about the
corner across from Starbucks and the parking along ONB, that some of
those spaces should be eliminated.
VII. Approval of Minutes
A. Regular Session-March 14, 2019- Clerk Treasurer provided corrections
to the minutes prior to the meeting. Motion by Tyler Wade to approve the
March 14, 2019 minutes as presented with corrections, second Adam
Cohen, 6-0, motion carried.
VIII. Approval of City Claims
A. Motion by Dave Murray to approve claims as presented, second by Gary
Lemon, 6-0, motion carried.
IX. Old Business
A. Ordinance 2019-1 (First Reading)- An Ordinance Approving The Partial
Vacation Of College Avenue Between Hanna Street and Olive Street, Located
in the City of Greencastle, Putnam County, Indiana - Motion by Gary Lemon to
approve Ordinance 2019-2 as presented on first reading subject to
memorandum of understanding with DePauw University, second by Dave
Murray, 5-1, motion carried. Steve Fields voted against.
X. New Business
A. Agreement for the Management and Completion of Construction
Projects — Motion by Dave Murray to except the agreement as presented and
authorize Mayor Dory to sign this agreement, second by Gary Lemon, 6-0,
motion carried.
B. Approval of Greencastle Redevelopment Commission Annual Report
for Calendar Year 2018 — Motion by Steve Fields to approve the report as
presented, second by Dave Murray, 6-0, motion carried.
C. Council Scholarship- Reminder that council needs to submit their
payment to the Community Foundation.
Xl. Adjournment
Motion by Tyler Wade to dismiss at 8:20 PM, second by Gary Lemon, 6-0
motion carried.
