Pledge of Allegiance II. Call to Order; Roll Call Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Adam Cohen, Stacie Langdon, Steve Fields, Tyler Wade, and Mark Hammer. Gary Lemon and Dave Murray were absent. III. Public Petitions and Comments: Jake Frech a student at DePauw University shared with the Common Council that he was doing some research on scooters and other active transports in cities. He will be looking into parking, accountability and liability issues. IV. Special Requests: A. Street Closure Request-Little 5-Aaron Worley- Tabled B. Street Closure Request- Main Street- Motion by Adam Cohen to approve street closures as presented for First Fridays, second by Stacie Langdon, 5-0, motion carried. V. Department Reports: a. Cemetery— Ernie Phillips b. Engineer— c. Fire Department— John Burgess d. Park and Recreation — Rod Weinschenk e. Planner— Scott Zimmerman f. Police Department—Tom Sutherlin g. Department of Public Works— Brad Phillips h. Water&Wastewater Department— Oscar King i. City Attorney - Laurie Robertson Hardwick VI. Reports a. Mayor's Report- Mayor updated the council on the following items: • Invitation to council to Chamber Dinner on January 26, 2019. • Thank you to the partners for the Job Fair for Dixie Chopper employees • Need to schedule a work session with storm water consultant to discuss new storm water utility. • Thank you to street department for extra street cleaning • Municipal Wheel Tax is being collected at the BMV • Still working with the YMCA on the community building b. Clerk-Treasurer's Report-Working on year-end reports for the state. W- 2's issued to all city employees. c. Councilors' Report- Adam Cohen thanked all the volunteer and reserve Officers for their service to the city. Stacie Langdon promoted the Transformer's poverty event on 1/26/2019 from 9:00 to 12:00 entitled "Walk a Mile in Their Shoes". Tyler Wade reminded everyone that the State Legislature will be back in session. VII. Approval of Minutes a. Regular Session-December 13, 2018- Motion by Steve Fields to approve December 13, 2018 minutes as presented, second by Tyler Wade, 5-0, motion carried. b. Special Session- December 27, 2018- Motion by Steve Fields to approve December 27, 2018 minutes as presented, second by Tyler Wade, 4-0, motion carried. Stacie Langdon abstained since she was not present. VIII. Approval of City Claims a. Motion by Mark Hammer to approve claims as presented, second by Steve Fields, 5-0, motion carried. IX. Old Business- None X. New Business A. Putnam County/Greencastle Development Center Request- Motion by Steve Fields to pay the Putnam County/Greencastle Development Center $50,000 for 2019, second by Mark Hammer, 5-0, motion carried. B. Organizational Matter i. Election of Council President a. Motion by Tyler Wade to nominate Adam Cohen, second by Steve Fields, 4-0, motion carried. Adam Cohen abstained. ii. Date, Time and Place for 2018 Council Meetings a. Motion was made by Tyler Wade to have the Council meeting on the second T ursday at 7:00 p.m. at City Hall, second by Mark Hammer0, motion carried. iii. Annual appointment to Redevelopment Commission Erika Gilmore and Lottie Barcus were presented to the Council for reappointment for one year. A motion by Adam Cohen was made to accept Erika Gilmore and Lottie Barcus, second by Mark Hammer, 5-0, motion carried. C. Council Assignment: The following assignments were made: i. Greencastle/Putnam County Development Center 7 Motion by Adam Cohen to appoint Stacie Langdon to the position for 2019, second by Steve Fields, 5-0, motion carried. ii. Commission on Sustainability Motion by Adam Cohen to appoint Gary Lemon to the position for 2019, second by Mark Hammer, 5-0, motion carried. iii. Putnam County 911 Motion by Adam Cohen to appoint Stacie Langdon to the position for 2019, second by Mark Hammer, 5-0, motion carried iv. Economic Development Commission — Motion by Adam Cohen to appoint Tyler Wade to the commission, second by Mark Hammer, 5-0, motion carried. v. Tree Board — Motion by Adam Cohen to appoint Steve Fields to the tree board, second Tyler Wade, 5-0, motion carried vi. Putnam County Animal Care & Control Advisory Board- Motion by Adam Cohen to appoint Tom Sutherlin to the PC Animal Care & Control Advisory Board, second Steve Fields, 5-0, motion carried vii. Any other Assignments- None D. Department Liaisons: The following assignments were made: i. Fire Department—Adam Cohen ii. Forest Hill Cemetery—Tyler Wade iii. Parks and Recreation— Steve Fields iv. Police Department— Stacie Langdon v. Public Works- Dave Murray vi. Utilities — Gary Lemon vii. Planning- Mark Hammer E. Ordinance 2019-1 (First Reading)- An Ordinance Approving The Vacation Of Partial Alleyways Between Howard Street and Broadway Street and between Maple Avenue and Main Street, Located in the City of Greencastle, Putnam County, Indiana - Motion by Tyler Wade to approve Ordinance 2019-1 as presented on first reading, second by Stacie Langdon, 4-0, motion carried. Mark Hammer abstained because of conflict of interest. Xl. Adjournment Motion by Steve Fields to dismiss at 8:11 PM, second by Mark Hammer, 5-0, Motion carried. illiam A.
