HomeMy Public PortalAboutResolution 2018-34, Authorizing MSA To Bring Forward A Proposal And Timeline For Streets Improvement Project For 2019 To Yield Greatest Value For Project Budget Between $600,000 And $650,000 RESOLUTION NO. 2018-34 RESOLUTION AUTHORIZING MSA PROFESSIONAL SERVICES TO BRING FORWARD A PROPOSAL AND TIMELINE FOR A STREETS IMPROVEMENT PROJECT FOR 2019 TO YIELD THE GREATEST VALUE FOR A PROJECT BUDGET OF BETWEEN$600,000 AND$650,000 WHEREAS,the Mayor and Council member Channon met with the City Clerk/Treasurer and City Administrator on September 26,2018 to discuss the scope of funds available for capital improvements projects; and, WHEREAS, upon review of funds available and historical trends of City cash flow,determined that it would be prudent and appropriate to set aside $150,000 of unallocated general funds as emergency reserve and to allocate up to$650,000 for street improvements project for the construction season beginning in 2019; and, WHEREAS, in the interest of best allocating these funds for the greatest impact,are recommending that the City Engineer, MSA Professional Services, review the City's street conditions analysis report and determine a project and scope of work in the range between$600,000 and$650,000 for Council consideration. NOW THEREFORE,BE IT RESOLVED,BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, SCOTT COUNTY, IN THE STATE OF IOWA: SECTION I: That the Mayor's memorandum to the City Council of September 27, 2018,entitled "Request for Proposal and Timeline Outlining Possible Road Reconstruction/Repair Projects for the City of Riverdale in the Spring of 2019"is instructive to this resolution and is made a part hereof. SECTION II: That the City Council does recognize there is community benefit to determining the maximum value for utilization of funds for street improvements projects and desires to entrust its engineer MSA Professional Services to develop a proposal to that end, for a project or projects with an estimated cost of between$600,000 and$650,000, said project(s)to begin in this fiscal year(FY '19)for consideration by the City Council no later than its meeting of November 27,2018. The one thing we know for sure is that the City can't just hold on to the money—which could result in the State of Iowa coming to town to address what they may view as imprudent fiscal stewardship.I'm convinced the Council has an interest in seeing that money put to work in the community and have prepared a proposal for Council consideration at our next meeting that will identify allocations of the excess cash against specific needs/projects. Having revisited MSA's February 2018 Roadway Maintenance Study yesterday as part of the discussion,there was general consensus that the most significant allocation of the available dollars should be focused on street project(s)in the City.At the next Council Meeting,I'll be proposing the Council consider allocating$600-$650,000 toward those projects,with a specific interest in creating a long-term solution to the road repair issues we seem to be facing with regularity in the Havens Acres neighborhood. Rather than having members of the Council or me specify which streets should receive what kind of treatment,my recommendation to Council will be to ask MSA to bring forward a proposal and timeline for what,in your firm's opinion,would yield the best,long-term impact for the money spent assuming the project can be started in the spring of 2019. Memo to Chris Cooper, MSA Professional Services Request for Proposal and Timeline for Spring Road Projects September 27, 2018 Page Two My proposed budget for this work is inclusive of any fees for professional services,so please keep that in mind when your team prepares its proposal and please be sure to spell out how much of the total budget cost relates to those fees so we don't have the uncomfortable situation of having to ask that during the presentation(because you know I will). I would like to have that presentation made to Council no later than our first meeting in November (Tuesday,11/13/18).If that's not possible,or if you'd rather present at one of our October meetings, please let me know because I'd like to have that presentation be a separate agenda item for the meeting and encourage Council and citizen discussion as part of the review process.
