HomeMy Public PortalAbout05/23/1988 Special CCMThe Council of the City of Medina met in Special session on Monday, May 23, 1988 at ' 7:00 P.M. s Present: Mayor, Thomas Anderson; Councilmembers, Robert Mitchell, Anne Theis, Stephen Schmit, Wilfred Scherer at 7:05 P.M.; Clerk -Treasurer, Donna Roehl; Planning and Zoning Administrator, JoEllen Hurr; Attorney, Ron Batty 1. ADDITIONAL AGENDA ITEMS Moved by Theis, seconded by Mitchell to discuss the following additional items: Navajo Hills Subdivision, vacation of road easement Dan Bar Homes, final subdivision approval Motion declared carried 2. WILLOW DR. WATER LINE EXTENSION Thomas Anderson reported that Tax Increment funds, in the amount of $50,000, had been pledged by the city for putlic improvements, at such time as a building is constructed south of the railroad tracks. He stated that Engineer, Glenn Cook, had said that it would cost $50,000 to construct Willow Dr. to the water tower site and another $50,0o0 for construction to Pioneer Tr. but that the road would not need to be built until the building south of the railroad tracks was constructed. Frank Hetman stated that because others would use the road he would like the city to participate in cost sharing in addition to the Tax Increment financing. Wilfred Scherer stated that city participation had been discussed but no conclusions had been reached. Mr. Hetman stated that some discussion should be held regarding assessing other properties oroverall city participation. He explained that they may want to use a central septic system and are also exploring the possibility of using a central sewage system. He asked how the water line would be assessed. Thomas Anderson listed property owners and projected assessments. JoEllen Hurr stated that the assessment for the DeVac property would be $4500 and the property to the south would have an assessment of $27,500. Robert Mitchell explained that because Medina Parks is the only abutting property they would be the only properties assessed. He stated that in industrial developments the party wanting a road pays for its construction. Mr. Hetman asked if some contribution for roads is taken from general city funds. Thomas Anderson asked if he would agree to the realignment of Willow Dr. Mr. Hetman explained that he had signed the road easement. He also explained that some of the property is not buildable and the DNR has for wetland purposes. Thomas Anderson stated that the alternate bid could be awarded in view of the fact that Mr. Hetman had signed the Willow Dr. realignment easement. Moved by Scherer, seconded by Theis to adopt Resolution 88-32, awarding bid for Willow Dr. water line extension to northdale Construction in the amount of $91,117.50, upon verification that the easement description for the realignment of Willow Dr. is correct. Motion declared carried 3. DAN-BAR HOMES, SUBDIVISION Anne Theis explained that Mike Melton of Dan -Bar Homes had requested city approval of the Independence Estates subdivision prior to the review by the Pioneer Creek Watershed Comm- ission. She stated that their meeting will be on Thursday May 26th and apparently all of the plans had been approved by Watershed staff. Donna Roehl stated that they had their financial securities and that they were not opposed to the cities doing the utility and street construction inspecting. Moved by Mitchell, seconded by Theis to authorize preparation of a resolution granting final subdivision approval to Dan -Bar Homes, Independence Estates, upon approval of the Pioneer Creek Watershed Commission. Motion declared 4. NAVAJO HILLS SUBDIVISION Wilfred Scherer conducted this portion of the meeting in the absence of Mayor Anderson. Donna Roehl explained that Hennepin County needs a resolution from the city vacating the roadway easement along the southern boundary of the subdivision, which is no longer needed by the city. Moved by Anne Theis, seconded by Wilfred Scherer to authorize preparation of a resolution vacating the easement along the southern boundary of the Navajo Hills subdivision.
