Please call the Planning Department if you cannot attend. 732-2104 extension 228 (this line is connected to voice mail) MINUTES Hillsborough Planning Board March 7, 1995 Members Present: Wendy Olson, John Taylor, James Speed, Pat Shannon, Quanda Turner, Earl Thomas, Louise Long Public Present: Ted Abernathy Staff Present: Margaret Hauth, Planning Director Olson called the meeting to order at 6:33 PM ITEM #1: There were no additions to the agenda ITEM #2: Hauth and members provided committee reports. ITEM #3: Hauth noted that no minutes were complete to review. ITEM #4: Ted Abernathy, Economic Development Director for Orange County presented the details of the proposed Economic Development District for the town. ITEM #5: Hauth presented the preliminary subdivision plan for to create 8 non-residential lots in the Cornerstone Park on NC 86. MOTION: Taylor moved to recommend the preliminary subdivision plan to the Town Board for action. Turner seconded. VOTE: Unanimous. ITEM #6: Hauth presented the preliminary subdivision plan for Old Mill Business Park to create 42 lots on 60 acres off Old NC 86. MOTION: Speed moved to recommend the preliminary subdivision plan to the Town Board for action. Turner seconded. VOTE: 5-1-1 (Shannon opposed and Olson abstaining due to business relationship with applicant) ITEM #7: Hauth presented a draft text amendment to remove the use restrictions for retail and other uses in the non-residential uses in historic houses Conditional Use Permit process, as requested the previous month. The members discussed the potential impacts and the limited number of dwellings that qualify for this permit. MOTION: Taylor moved to send this text to public hearing in April. Speed seconded. VOTE: Unanimous. ITEM #8: Hauth introduced the concept of a text amendment requiring a construction permit for the development of infrastructure in a subdivision. She noted there is currently no requirement beyond preliminary plan approval for the installation of streets and utilities. Olson shared written comments and suggestions for further discussion at the next meeting. ITEM 49: Hauth presented a report on what other jurisdictions spend on park maintenance and construction. She noted that the members had expressed interest in encouraging the town to make greater expenditures in this area. Olson suggested Hauth speak to Bob Jones with Orange County. Turner suggested Rev. Richardson be contacted. The members indicated general support to start of park committee that could focus on expanding the town's resources. MOTION: Turner moved to recommend to the Town Board that a Parks and Recreation standing committee be established. Taylor seconded. VOTE: Unanimous. The meeting was adjourned at 8:25 PM.
