Box 429 • Hillsborough, North Carolina 27278 919-732-2104 • Fax: 919-644-2390 MINUTES PLANNING BOARD September 5, 1995 PRESENT: Wendy Olson (chair), Richard Bradford, Louise Long, Chris Quinn, George Sagar, Jim Speed, John Taylor, Earl Thomas, Doreen Tuell, Quanda Turner PUBLIC: Steve Rice, Margaret Hauth Olson called the meeting to order at 6:32 pm. ITEM #2: Olson said she had no committee reports. Hauth noted that the Board of Adjustment approved the site plan for office & flex space with storage units on the north side of Valley Forge Rd. in Cornerstone Park. She added that the Town Board had approved the 2 rezoning requests for Mr. Whitted and Mr. Combs, denied the F1intRidge request, and approved the text amendments at their August meeting. ITEM #3: Taylor moved to approve the minutes as submitted. Speed seconded. VOTE: Unanimous. ITEM #4: Hauth introduced the Final Subdivision Plat for Cornerstone Park. She noted that the number of lots has increase to 11. She noted the developer wants to guarantee construction of public improvements and that he has provided cost estimates for water, sewer, and streets which are acceptable to the Town Engineer and letters of credit or other guarantee are forthcoming for those improvements. Speed asked which lots were new and Hauth pointed out the changes. Olson asked for clarification on the recreation area and the impact of the flood plain on lot 10. Rice noted the potential use of lot 10 as a concrete plant. The members discussed this for a time. Hauth said the Board of Adjustment would review that site plan on September 13. Olson noted that the uses of the lots was not really part of the Final Plat request. MOTION: Taylor moved to approve the Final Plat as submitted. Thomas seconded. VOTE: Unanimous. ITEM #5a: Hauth updated the members about establishing a Park and Recreation Committee. She said 5 people have contacted her so far to serve and she has placed new notices in the local newspaper with an application deadline of September 30 for interested persons. She asked the members to consider having an appointed representative to this board. Olson asked if those who were involved in writing the park plan had been contacted to serve. Hauth said they have not because she was unwilling to ask them to volunteer again. ITEM #5b: Hauth said that she has received some of the information she has requested on lighting. Given the volume of information and its technical nature, she asked for a small subcommittee to work with her to bring proposals to the entire board. Tuell and Olson agreed to work with Hauth. ITEM #5c: Hauth said that the summer intern had not had as much time as anticipated to work on the stormwater mapping as hoped. She added that unless some volunteer labor comes forward, the project will be put on hold. Bradford asked what level of sophistication is needed for someone to assist with the mapping. Hauth explained that the direction of flow, location and depth of storm drain inlets needs to be drawn in on maps provided. Bradford suggested that a Boy Scout seeking, an Eagle badge might be interested. Tuell said she would bring it up at a future scout meeting. 9/5/95, page 2 ITEM #5d: Hauth reminded the members that they voted at the previous meeting to send the changes to commercial uses to public hearing in October. She noted that most of the changes add conditional uses which do not currently have requirements in the zoning ordinance. She added that text detailing the information required and performance standards must be included with the text changes or a project could slip in with limited requirements. She asked if anyone wanted to work with her on drafting the text. The members agreed that Hauth could prepare the text herself. ITEM #6a: Hauth reminded the members of the Transportation Plan public hearing on Tuesday, September 26 at 7:30 pm. She added that the hearing is for Town Board's benefit since they must endorse the plan. Attendance is optional. ITEM #6b: Hauth announced that the information tables from the 1993 Origin and Destination Study are complete. She said the written report which should accompany the tables is not done. She said some excerpts were included in the packet, along with a map showing the traffic zones and interview stations. Olson asked why some numbers were inconsistent. Hauth said she did not know, but offered the explanation that some routes were recounted and the table that didn't seem to fit may be the recounts. The results were discussed as was how the numbers were used and the impact of not having the written report. ITEM #6c: Hauth asked the members to think about this year's request to NCDOT for road projects. She said the time is rapidly nearing to submit requests for the Transportation Improvement Plan. She said last year's plan is in the packet and that 1 of the projects (I-85) is nearly a sure thing and 3 are undergoing feasibility studies. She added that Orange County has asked to town to include requests for 6 bicycle racks and an county bicycle route map in its list. Hauth asked the members to think about transportation projects, particularly those requiring $100,000 or more. ITEM #6d: Hauth said the street classification list now includes an "S" designation for state roads inside city limits. She added that very few of the collectors and sub -collectors are predominately commercial. The members agreed this list is useful. Hauth said she would check with the Town Attorney about adding the list to the Zoning Ordinance as an appendix. Speed asked if a training session for the Planning Board is possible. He said the Board of Adjustment will be having one with the attorney at the end of the month to clarify procedure and duties. Hauth said she would be glad to pull together a session. She added that since the Planning Board is less technical and judicial in nature, she would handle the session unless the members truly wanted the attorney's input. The members set Tuesday, November 14 as a tentative date. Olson adjourned the meeting at 7:50 pm. Respectfully submitted, argaret A. Hauth, Secretary
