A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TEMPLE CITY DECLARING ITS INTEN-
TION TO CREATE AND ESTABLISH A PEDESTRIAN
MALL PURSUANT TO THE PEDESTRIAN MALL ACT
OF 1960, DIVISION 13 OF THE STREETS AND
HIGHWAYS CODE OF THE STATE OF CALIFORNIA
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES RESOLVE:
FINDINGS
SECTION 1. The City Council of the City of Temple City does
hereby declare its intention to establish a pedestrian mall, and in
connection therewith determines as follows:
a) That the public interest and convenience require
the establishment of that certain pedestrian
mall (hereinafter described) and that vehicular
traffic will not be unduly inconvenienced thereby.
b) The general description of the streets, or por-
tions thereof, which are proposed to be establish-
ed as such pedestrian mall is as follows:
The First Alley South of Las Tunas Drive
(Formerly San Gabriel Avenue) adjacent on
the south to Lots 672 to 686 inclusive of
Tract No. 6561 in the City of Temple City,
County of Los Angeles, State of California,
as shown on map recorded in Book 72, pages
34 and 35 of Maps in the office of the County
Recorder of said County extending from Prim-
rose Avenue (formerly Dupuy Avenue) as shown
on said map, on the east and Cloverly Avenue
(formerly Ramona Avenue) as shown on said map,
on the west.
c) A general description of the mall intersections
is as follows:
The intersection of the First Alley South of
Las Tunas Drive (formerly San Gabriel Avenue)
as shown on map of Tract No. 6561 in the City
of Temple City, County of Los Angeles, State
of California, recorded in Book 72, pages 34
and 35 of Maps in the office of the County
Recorder of said County and the First Alley
west of Primrose Avenue (formerly Dupuy Avenue)
as shown on said map.
d) A general description of the intersecting streets
is as follows:
Cloverly Avenue (formerly Ramona Avenue) in
the City of Temple City, County of Los Angeles,
State of California, as shown on map of Tract
No. 6561 recorded in Book 72, pages 34 and 35
of Maps in the office of the County Recorder
of said County.
Primrose Avenue (formerly Dupuy Avenue) as
shown on the aforementioned map.
First Alley east of said Cloverly Avenue as
shown on the aforementioned map.
e) The City Council further declares its intention
to adopt an ordinance prohibiting all vehicular
traffic on such pedestrian mall, except for parking
purposes as an adjunct to previously acquired
vehicle parking district facilities.

f) General fund monies of the City will be utilized
as the exclusive source of monies to be used to
pay for all improvements constructed within said
pedestrian mall and to pay damages, if any, allowed
or awarded to any property owner by reason of the
establishment of such pedestrian mall.
March 7, 1967, at the hour of 7:30 P. M. is hereby
fixed as the time and place for a public hearing
by the City Council of protests and objections to
the establishment of said proposed pedestrian mall.
Any and all persons having objections to the es-
tablishment of such proposed pedestrian mall may
file a written protest with the City Clerk at any
time not later than the hour of 7:30 P. M. on
March 7, 1967.
h) Any person owning or having any legal or equitable
interest in any real property which might suffer
damage by reason of the establishment of such pro-
posed pedestrian mall may file a written claim of
damages with the City Clerk at any time not later
than 7:30 P. M. on March 7, 1967; such written
claim must describe the real property as to which
the claim was made, must state the exact nature of
the claimant's interest therein, must state the
nature of the claimed damages thereto, and must
state the amount of damages claimed. Failure to
file such written claim within the time required
shall be deemed a waiver of any claim for damages
or compensation and shall operate as a bar to any
subsequent action seeking to prevent the establish-
ment of such pedestrian mall or to recover damages
on account of such establishment; the filing of
such claim shall operate as a bar in any subsequent
action to the recovery of any damages or compensa-
tion in excess of the amount stated in such claim.
i) It is not proposed to levy any assessment against
any property to pay for such improvements or such
damages.
For the limited purpose of providing an area in
order to determine frontage properties (pursuant
to Section 11306 of the Streets and Highways Code),
a district is hereby declared of the property front-
ing said proposed pedestrian mall between the inter-
secting streets above described.
MALL DISTRICT
SECTION 2. The City Council hereby refers to that certain
map, designated as map entitled "Pedestrian Mall Map No. 1A on
file with the City Clerk of the City of Temple City for as escription
of the streets proposed to be established as a pedestrian mall for a
delineation of the mall intersections and intersecting streets and
for a delineation of the frontage district, which said map is hereby
adopted as the official map of said proposed mall, pursuant to Sec-
tion 11201 of the Streets and Highways Code.
IMPROVEMENTS
SECTION 3. The general description of the improvements
proposed to be made within such proposed mall is as follows:
1. Clearing and grading.
2. Paving asphaltic material, together with suitable
base, where required.
3. Removal, construction and reconstruction of sidewalks,
curbs and gutters, as required.

5. Construction of retaining walls, as required.
6. Construction of planting areas together with land-
scaping, water lines and sprinkling systems.
7. Construction of necessary drainage facilities.
8. Any necessary work and materials appurtenant to
any of the foregoing or necessary to comply with
the City ordinances.
General fund monies will be used as the exclusive source of
monies to pay the costs and expenses of such improvements and it is
not intended or proposed that any funds be assessed against any prop-
erty or that any of such improvements be established under any im-
provement act other than the Pedestrian Mall Act of 1960.
A plan showing the general nature of such improvements is
on file in the office of the City Clerk, and all of the work and im-
provements to be done shall be constructed upon the grades, upon the
lines, between the points, of the dimensions, at the places and in
the manner shown on said map entitled "Pedestrian Mall Plan No. IA "
which said map is hereby officially adopted by the City Council.
ESTIMATED COST
SECTION 4. The City Engineer has estimated the costs of
such improvements and incidental expenses at $ 13,000.00
PUBLICATION
SECTION 5. The City Clerk shall post, publish, mail, and
record copies of this Resolution as required by the Pedestrian Mall
Act of 1960.
CERTIFICATION
SECTION 6. The City Clerk shall certify to the adoption of
this Resolution.

I HEREBY CERTIFY that the foregoing Resolution was duly
adopted by the City Council of the City of Temple City at a regular
meeting held on the 15th day of November, 1966, by the following vote
of the City Council:
