ADVERTISING THE COUNCIL'S INTENT TO ENACT REVISED
AVAILABILITY FEES FOR NEW WATER AND SEWER CONNECTIONS
WHEREAS, the basic rate structure for water and sewer availability fees
has essentially remained unchanged since its adoption in January, 1979; and
WHEREAS, new growth will require improvements to the town's water and
sewer system, expected to cost $20 million through the year 2000; and
WHEREAS, Council Resolution No. 87-258, adopted November 25, 1987,
directed the manager to prepare a utility availability fee rate study and
recommendation for revised availability fees; and
WHEREAS, increases in the sewer availability fees are necessary to
off-set the projected (non-grant funded) costs for expanding Leesburgi's
wastewater treatment facility to accommodate new growth; and
WHEREAS, Section 15.1-29.14 of the 1950 Code of Virginia, as amended,
requires two successive advertisements in a local newspaper notifying! the
public of the Council's intention to adopt or increase the applicable fees,
as well as to set a public hearing on the proposed levy, fee or increase::
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia
as follows:
Pursuant to Section 15.1-29.14 of the 1950 Code of Virginia, as
amended, a public hearing shall be held on proposed legislation to amend
and increase Leesburg's water and sewer availability fees for new
connections as follows:

The hearing shall be held beginning at 7:30 P.M., or as soon thereafter
as the matter may be reached on May 25, 1988, in the Council Chambers,i 10
Loudoun Street, S.W., Leesburg, VA. The clerk shall publish notices o!f
this hearing and the Council's intention to consider the legislation in the
Loudoun Times-Mirror on May 5, 1988, and May 12, 1988.
