PLANNING BOARD
January 11, 1996
PRESENT: Wendy Olson (chair), Richard Bradford, Jack Hughes,'George Sagar, John Taylor, Doreen
Tuell
PUBLIC: Margaret Hauth
Olson called the meeting to order at 6:45 pm.
ITEM #2: Hauth announced Jim Speed's resignation, effective immediately. She added that since Speed
is the Board of Adjustment representative, someone will need to fill that appointment.
ITEM #3: Olson asked that the reference to a soils engineer be made singular.
MOTION: Taylor moved to approve the minutes as amended.
VOTE: Unanimous.
ITEM #4a: Hauth noted that two sections still need to be added to the tower requirements. First, the
BOA must be given the authority to allow towers to exceed the height limit of the district.
Second, some allowance must be made on Occoneechee Mountain. She said that previous
discussions suggested allowing towers to exceed the mountain ridge if they were public safety
communications. Taylor suggested also including that another location is impracticable. The
members agreed that 90 days is a sufficient deadline for requiring renewal information to be
submitted. Hauth said she had not heard any specific information from the attorney, but
expected to before the Planning Board would make a recommendation.
MOTION: Hughes moved to send the amendments to public hearing. Taylor seconded.
VOTE: Unanimous.
ITEM #4b: Hauth indicated the two wording changes she made to the text amendment to Section 9.8.
She added that she inadvertently left this amendment out of the public hearing ad.
MOTION: Taylor moved to send the amendment to public hearing, if the proper notice has been given.
Olson seconded.
VOTE: Unanimous.
ITEM #4c: Hughes noted some typographical inconsistencies in the park conditional use permit
requirements. Olson suggested changes to the definition of neighborhood park. Hauth said
that the definitions are not scheduled to be amended at the January public hearing. Olson
suggested both the definitions and conditional use permit requirements be sent to the Parks
and Recreation Board for comment and possible amendments later. Hughes suggested that
lighting for personal safety be included in the "b" standard of evaluation, since it currently
only speaks to glare and that information about maintenance be consistently requested from
all applicants. Taylor suggested that the reduction of setback for active recreation structures
not be allowed. Members agreed to remove that option. Olson said that requiring screening
between parks and neighboring residences can create safety and surveillance concerns.
Members agreed to increase the flexibility of the board to not require screening.
MOTION: Taylor moved to send the amendments to public hearing. Tuell seconded.
VOTE: Unanimous.

ITEM #4d: Tuell noted some minor wording changes for clarity to the proposed lighting text. Hughes
asked about the use of motion sensors for security lighting. The members agreed to add a
provision for security lighting to exceed average intensities if it is regulated by a motion
sensor. Olson suggested changing the word "sensitive" to "security" in the table since
"sensitive areas" has a number of connotations. The members agreed to eliminate "material
storage areas" from the table of average intensities. Tuell suggested adding wording to
5.22.5.d which requires the ground mounted light to only illuminate the sign face and not the
surrounding area and the members agreed.
Hauth reminded the members of the public hearing, on January 23, starting at 7:00 pm. Olson
adjourned the meeting at 8:30 pm.
