Special Session
_ January 31, 1989
The Greencastle Common Council met in special sessi.on on Tuesday,
January 31, 1989 at 7:30 PM in City flail. On call of the roll the
following members were shown to be present: Sheri Roach, Tim Conway,
• Sue Murray, Bob Sedlack, Mike Rokicki.
Minutes of the previous meeting were tabled until the next
regular session of Council in February.
Resolution 1.989 -2 "Resolution Authorizing the Use of Industrial
Development Funds for Local Match of Industrial Development
Infrastructure Grant No. iD86 -008" was presented to Council and was
read In its entirety by Mayor harmless. C. Sedlack moved to approve
Resolution 1989 -2 as presented. This motion was seconded by C.
Murray. Mr. Wilson noted that the Citizens Advisory Commission for
Industrial. Development (CACFID) approved the expenditure on Thursday,.
January 26, 1989. The motion was carried by an aye unanimous vote.
Mayor harmless declared Resolution 1989 -2 to have been passed.
Ordinance 1989 -1. An Ordinance Amending Ordinance 1988 -12, Being
the 1989 Salary Ordinance for the City of Greencastle, was presented
to Council and read in its entirety by Mr. Wilson. C. Murray moved to
approve Ordinance 1989 -1 as presented. This motion was seconded by C.
Rokicki.
C. Murray noted that she would like to see longevity and training
be addressed in the 1989 salary ordinance. C. Sedlack also indicated
support for training incentives for the employees.
In regards to fire inspections Chief Elmore noted that the
follow -up inspections have begun and the most significant problems are
in the corrective phase. Ile asked that Council support the program by
amending the ordinance to include the fire inspector in the salary
ordinance for 1989. After the downtown area is complete, he
continued, he would like to afford the opportunity of inspection to
other businesses.
C. Murray asked what procedure is expected after two follow -up
inspections without compliance. Mr. Wilson noted that the Unsafe
Building Ordinance offers a recourse for enforcement through assessed
fines or court action.
C. Roach expressed a concern about older homes converted to
apartments and the possibility of inspections. Chief Elmore explained
that in structures of 3 or more units inspections may be made of
corridors, means of egress and mechanical areas only.
On call. for the question, the motion was carried by an aye
unanimous roll. call. vote. Mayor harmless declared Ordinance 1989 -1 to
have been passed on first reading.
Ordinance 1989 -2 An Ordinance to Amend the City of Greencastle
Code by Amending Chapter 845 regulating the contruction, alteration,
repair, location and the use of buildings and structures in the City
of Greencastle, Indiana; incorporating by reference building rules,
codes and standards required to be enforced under IC 36- 7 -2 -9;
providing penalties for violations; and repealing all ordinances and
parts of ordinances in conflict therewith, was presented to Council
and the amended section was read by Mr. Wilson. Mr. Wilson then
explained that the changes included that very large accessory
buildings in residential use could be charged the $.02 per square foot
assessment with the maximum of $2,000.00, and that residential
additions or alterations would require three inspections. The three
inspections being a foundation inspection, an open wall electrical
inspection and a final inspection prior to electrical hook -up, making
a $60.00 permit fee.
C. Murray moved for approval. of Ordinance 1989 -2 as presented.
e This motion was seconded by C. Sedlack. With no further discussion
the call for the question revealed an aye unanimous roll call vote.
Mayor harmless declared Ordinance 1989 -2 to have been passed on first
reading.

Resolution 1989 -3 A Resolution to Express the City of
Greencastle's Support for the Indiana General Assembly to Provide $11
Million in the State's 1989 -91 Budget to Fund the "Hometown Indiana
• Grant Program" which was Created by the 1988 General Assembly in
Senate Bill 23, was presented to Council by Mr. Bill Dory of
Mainstreet Greencastle and was read in its entirety by Mayor Harmless.
C. Rokicki then moved to approve Resolution 1.989 -3 as presented, with
a second by C. Murray. C. Sedlack indicated that IACT was in support
of the funding for the Hometown Indiana Grant Program. This motion
was carried by an aye unanimous roll call vote. Mayor Harmless
declared Resolution 1.989 -3 to have been passed.
Mayor Harmless then introduced Ms. Anne Krei.dte, a senior. a
De Pauw University who will be interning in city government at City
Hall until May.
Mr. Dory distributed to Council a copy of the RFP for the City
Plan which was sent out on Monday, January 30, 1989. lie noted that
responses are requested by February 27, 1989.
With no further business, C. Roach moved for adjournment with
second by C. Murray and an aye unanimous vote; the meeting was
adjourned at 8:17 PM.
