Upon roll being called the following named council members were present: Jo Kahler, Mike Ryan, Al Havens, Jim Bartels. Absent: Upton. Also Present: City Administrator Doug Boldt, City Clerk Ashley Platz, Public Works Director Brett Mehmen, City Engineer Ben Carhoff, Building Official Brian Shay, Asst Public Works Director Brian Detert. B. Agenda Additions/Agenda Approval Motion to approve agenda by Ryan. Second by Havens. All ayes, motion carried. C. South Slope Cooperative – Dan Swick – Seeking Proposed Change to Ordinance 2006-274 – Telecommunications Infrastructure Standard Discussion: Dan Swick and Shawn Michael, South Slope Coop presented to council the history for the requested change and other cities that have adopted this ordinance. Explained the reason for the change and demonstrated the difference between cable types. Discussed the impact to the inspection process. D. Discussion of Driveway Runoff at 120 West Marengo Road E. Ryan expressed his concerns of the people crossing HWY 6 and noticed kids crossing and almost darted out in front of him at night, with no reflective clothing on. He requested to move up the full. E. Reports to be Received/Filed 1. October Planning & Zoning Minutes M. Reports from City Personnel 1. Mayor’s Report – MPOjc meeting – timelines of STP & TAP application changed. Passenger Railways to connect the Corridor and are looking for assistance with doing studies. 2. City Council Reports - Nothing to report. 3. Director of Public Work’s Report – Mixer in water tower will be installed by tomorrow night. Need a new well due to the demand and rate of new homes in Tiffin. 4. Building Official Report – Pouring footing at Veritas Church in a couple weeks. Made comments regarding irrigation meters and charging builder sewer. 5. City Engineer’s Report – Traffic study at Deerview has been completed, there is enough traffic counts that meet the DOT warrants as a school crossing. Snider Engineering – installing camera at Park Rd to view traffic for Round-a-bout. Working on Trail PH 7 and Roberts Ferry Rd. 6. City Attorney’s Report - Not Present and nothing to report. 7. City Administrator’s Report – Municipal Leadership Academy coming soon. Advertising for a part time office assistance. Still waiting on Amanda Potterfield’s easement.
