HomeMy Public PortalAboutResolution 2018-23, Accepting June 27, 2018 Revision (NO.3) Of Preliminary Plat Of Woods Estates Subdivision As Recommended By Planning & Zoning Commission RESOLUTION NO. 2018-23 A RESOLUTION ACCEPTING THE JUNE 27, 2018 REVISION (NO. 3) OF THE PRELIMINARY PLAT OF THE WOODS ESTATES OF RIVERDALE SUBDIVISION AS RECOMMENDED BY THE PLANNING & ZONING COMMISSION OF THE CITY OF RIVERDALE WHEREAS, Seth Woods, Seth Woods Construction and Development, Inc. ("Woods"), did by his civil engineer J & M Civil Design LLC, Bettendorf, present a revised version (Revision No. 3) of the preliminary plat of Woods Estates of Riverdale Subdivision, dated June 27, 2018 for review by the City Engineer and City staff, and discussion before the Riverdale Planning & Zoning Commission("Commission"); and, WHEREAS, The Commission did on July 3, 2018 hold a Public Hearing, properly noticed and advertised per Sections 25.04 and 27.03 of the Riverdale City Code and Chapter 362.3 of the Iowa Code, which was attended by residents and representatives of Woods and also the City of Riverdale ("City"), at which time open discussion was had,public comments made and recommendations heard from City representatives and Woods engineer; and, WHEREAS, at the Commission voted to recommend City Council approval of the aforesaid preliminary plat with the following recommendations: 1. That at such time that a new phase of the subdivision is added causing the development to exceed 30 residences and therefore subject to the Iowa Code with regard to a second, emergency access road, that the City and Woods shall include that in their plans. 2. That attention to existing park and recreation facility be given to make sure that facilities are up to accepted standards for use, appearance and safety. 3. That future improvements are planned for utilization of the proposed green space at the Woods Subdivision. 4. That utilization of the proposed stormwater detention basins be given for use as public recreation space; and, WHEREAS, the Commission does acknowledge that City Council approval of the said preliminary plat would allow Woods' engineer to proceed with the development of the final plant and plans for the first phase of the subdivision, which would be brought back to the Commission for a future public hearing; and, WHEREAS, the City Engineer finds that the preliminary plat for Woods Estates of Riverdale Subdivision, Revision No. 3 dated June 27, 2018 and related, required documentation including stormwater management plans and calculations, does meet the minimum requirements as set forth in the City Code; and, Prepared by City Administrator Tim Long July 5,2018 Resolution No. 2018-23 Page 2 -2- WHEREAS, with the understanding that the Council will consider the above with their other deliberations, The Commission does recommend Council approval of the subdivision preliminary plat for Woods Estates of Riverdale Subdivision, Revision No. 3 dated June 27, 2018 and prepared by J & M Civil Design, Bettendorf. NOW THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF RIVERDALE IN THE STATE OF IOWA: Section 1. That the document prepared by Woods' engineer, J & M Civil Design, Inc, Bettendorf, Iowa, entitled "WOODS ESTATES OF RIVERDALE", Revision No. 3, dated June 27, 2018, is attached to and hereafter is a part of this resolution. Section 2. That the Council, upon consideration of the recommendation of the Planning & Zoning Commission, its engineer and staff, and its own review and observations, does accept and approve the afore-said preliminary plat.
