Call to Order – 6:30 PM
A.Roll Call
CCA Board President Bob Broghammer called the meeting to order. Upon roll being called the following board members and City
Council member were present: Mayor Steve Berner, Jim Bartels, Al Havens, Eric Schnedler, Peggy Upton, Mike Ryan, Jennifer
Mooney, Terry Davis, Matt McAveary, Steve Swenka, Kathy Swenka, Nikki Knaoo. Others present City Administrator Doug Boldt,
CCA Superintendant Tim Kuehl, City Clerk Ashley Platz, Board Secretary Lori Robertson, City Engineer Ben Carhoff, and others.
B.Agenda Additions/Agenda Approval
Motion to approve the agenda by Kathy Swenka.
Second by Al Havens.
All ayes, agenda approved.
C.Welcome and Introductions
Board & Council welcomed new members Council Member Eric Schnedler, CCA Board Members Nikki Knapp and Kahty Swenka.
D.Discussion and Update on 2018 School Construction Projects
Superintendant Tim Kuehl gave and update on the CCA 2018 Construction Projects. Also advised that CCA’s students increased
187 this year.
E.Discussion of Use of Tiffin Water Tower for Wireless Antennas to Connect
CCA Buildings
Doug Boldt gave and update on a request from CCA IT the idea of using the City’s Water Tower to place their wireless antenna to
connect all CCA Buildings. Council discussed that as long as the placement of the antenna doesn’t impead future “rental”space or
interfer with Verizons current antennas. Disucssed doing a trial basis until the next Joint Meeting.
F.Update on Pedestrian Hybrid Beacon Signal at Highway 6/Deer Veiw Avenue
Doug presented the background and history regarding conversations with the DOT regarding the intersenction safety and future
increase of traffic that will take place as the lots get full. The DOT not only has approve the Hybrid Beacon Pedestrian Signal
Corssing, they also have allowed for full signalization. Board and Council discussed obtaining date regarding the safest option.
Council will have further discussion at February 20 work session.

G.Update of Traffic Signal Project at Intersection of Highway 6/Ireland Avenue
City Engineer Ben Carhoff presented a timeline for bidding, installation and completeion of the Signals at Ireland and HWY6.
Advised we are two months out from bidding.
H.Update of Park Road Project
Doug gave an update on the Park Rd project with the timeline, work completed and what to expect in the newar future.

I.Update of Roundabout at Highway 6/Park Road
Ben gave an update on the project and where Snider & Associates are on their desings work and approval from the DOT. This
project is scheduled to bid in August.
J.Overview of Both Entities Future Capital Improvements
Tim updated the board and council regarding on the next Bond Vote in 2022. Current projects are New Elementry, Bus Barn,
Baseball/Softball complex, among others.
K.Scheduling of Next Meeting
Board and Council set the next Joint Meeting August 1, 2018 at Tiffin City Hall at 6:30 pm.
L.Other Business
NONE.
