WORK SESSION
A.Roll Call
City of Tiffin held a Work Session at Tiffin City Hall Council Chambers. Mayor Steve Berner called
the meeting to order at 5:47 PM. Upon roll being called the following Council Members Present:
Peggy Upton (Arrived 6:03 PM), Jim Bartels, Al Havens, Mike Ryan, Eric Schnedler. Absent: None.
Other members present: City Administrator Doug Boldt, City Clerk Ashley Platz, Building Official
Brian Shay, City Engineer Ben Carhoff, City Attorney Crystal Raiber and others.
B.Agenda Additions/Agenda Approval
Motion to amend the agenda moving Item D up before C by Ryan.
Second by Schnedler. All ayes, agenda amended.
Motion to approve amended Work Session Agenda by Schnedler.
Second by Bartels.
All ayes, agenda approved.
C.Discussion of Potential Storm Sewer Project on West Side of City Park
Discussion: Doug Boldt, City Administrator presented a proposal from Freeman Construction and an
aerial map of the location. Freeman will be responsible for his cost of this project. Council has asked
to see what the cost to Freeman only, if the City chooses to not do anything, what does his costs look
like, before Council decides to move forward.
D.Discussion with Tiffin Fire Department on Fire Services
Discussion: Jean Charbon, Rory Smith, Ast. Fire Chief Randy Morgan, Fire Chief Brian Detert present
to explain the Association and how it is governed. Fire Association representatives fielded questions
from Council regarding operations.
Upton arrived at 6:03PM.
Eric Schnedler left the meeting at 6:20 PM
E.Discussion of FY 2018-2019 Budget
Discussion: Doug Boldt City Administrator presented the Council with the FY 18-19 Budget
worksheet.
Eric Schnedler arrived at 6:54 PM.

Discussion: Motion to accept their offer to close the project, sign all required documentation
from the DOT in exchange for release 50% of the retainage by Bartels.

1.Mayor’s Report – Ireland Ave Project-need it clear that the Engineers need to get the audit
scheduled within the next two weeks. MPO- federal aid swap discussion.
2.City Council Reports – Good Neighbor Meeting- requires developer to install a sidewalk in
front of the Lot 30 Tiffin East OPD along south side of HWY 6. iPad’s for Council?
3.Director of Public Work’s Report – Frisbee Golf Sign samples for Council Viewing.
4.Building Official Report – Commercial Business List update, OPD updates.
5.City Engineer’s Report – Roberts Ferry Rd project is on schedule, Preliminary Plans due 2-13
but Snider & Associates have been still analyzing traffic data. Original Town Urbanization?
Waiting on the Assessment process. When going out to bid?
6.City Attorney’s Report – Settled outside of the condemnation.
7.City Administrator’s Report – Working with Alliant Energy regarding the underground work
$40k/phase. Doug also has other options and continues to talk to Alliant work on everything.
Closed on both properties across from Slims, which will . Joint CCA meeting 2-7-18 at 6:30PM
at the Tiffin Elementary Library. 2-9-18 Staff Holiday Party at 6:30 pm Taco/Fajita Bar. Dog
Park equipment. March 8-15 Doug taking Vacation.
