Call to Order – 6:00 PM
A.Roll Call
Th City of Tiffin held a Special Council Meeting at Tiffin City Hall Council Chambers on
March 27, 2018. Mayor Steve Berner called the meeting to order at 6:04 PM. Upon roll
being called the following Council Members Present: Peggy Upton (Arrived 6:05PM), Jim
Bartels, Al Havens, Mike Ryan, Eric Schnedler. Absent None. Other members present: City
Administrator Doug Boldt, City Clerk Ashley Platz, Building Official Brian Shay.
B.Agenda Additions/Agenda Approval
Motion to approve the agenda by Ryan.
Second by Bartels.
All ayes, motion carried.
C.Discussion and Consideration of Hawk Beacon, Traffic Signals and Roundabouts
and Council Action as Needed
Ben Carhoff, Hart-Frederick Consultants introduced the Snyder Associates team that is
designing the HWY 6/Park Rd Roundabout. Troy Culver, Justin Jackson, Tim Wall Snyder
Associates gave a background of the project, the overall design of the roundabout and gave a
proposed timeline. Scheduled to have the bid letting in September 2018. Council asked
questions regarding safety concerns with pedestrians and vehicles. Council discussed options
for Deerview/HWY 6 – Hawk Beacon, Full Signalization, Roundabout, Temporary Full
Signalization on wood poles.
Public Comment:
Shannon Prince- 20 Gable Way – Had concerns with Park Rd/HWY 6 roundabout – feels it is
not the best choice for that intersection.
Heather Mineart – 600 Bainberry St – Loves the roundabout at HWY 6 and Park but feels
that Full signalization at Deerview and HWY 6 is better.
Travis Weipert – 552 Doe Ave – Expressed concerns against the roundabout.
Dustin Morin – 427 Deerview Ave – Expressed concerns with the pedestrian traffic crossing
at Deerview/HWY6 .

Motion to adjourn by Schnedler.
Second by Ryan.
