OIR?ON 00W.11, Regular Session April 12, 1989 • The Greencastle Co mion Council met in regular session on Wednesday, April 12, 1989 at 7:05 pm in City Hall. On call. of the roll the following members were shown to be present: Councilor Sheri Roach, Councilor Tim Conway, Councilor Sue Murray, Councilor Bob Sedlack. Councilor Mike Rokicki was absent. City Attorney Larry Wilson was also absent. Mayor harmless announced the hiring of a secretary for City hall to work the two days that Mrs. Huber does not work. The new secretary is Mrs. Jodi Verplaetse. Department Reports: Chief Elmore reported Ll runs for the period; rive city runs and six township runs. The water used was 3,415 gaLlons and estimated dollar loss was $1,800.00. Chief Elmore also noted that the house on the Rafferty property would not be burned in training. lie explained that new NPPA training rules do not allow for the burning of a damaged house. It was determined that the house is too badly damaged to be burned in training. Mrs. Nichols delivered a statistical report that included 28 sewer calls, 5,105 feet of sewer line cleaned, and a flow of 1.4 MGD. She noted that the pump at South Jackson has been rebuilt and installed. Mrs. Nichols also noted that TDEM will conduct a Land Application Seminar in Greencastle on Wednesday, April 19, 1989. Discussion ensued concerning the heavy rains, the need for more smoke testing, and the need for a larger equalization basin. Chief Hanlon reported 380 complaints received and answered for the period. The complaints included 45 arrests. He noted that the accident with the deer was a nonchargeable accident and covered by the insurance policy. Chief Hanlon also explained the additional ticket report distributed to Council, noting that unresolved • tickets could be those that are voided or those awaiting identification of vehicle ownership. He continued that the Standard Operating Procedure for the police department had been reviewed and approved by the Board of Works. Mr. Wright delivered a report which included: 78 tons of stone purchased, 14 dogs collected, 56 meter posts removed, 1.8 stop signs installed, and 76 street signs installed. He also noted that the department has been sweeping streets, cleaning brush, trash, and catch basins. In response to questions from Council., Mr. Wright noted that the problem at Jefferson and Washington is awaiting the delivery of the new Vactor truck at the end of April. More information will be available next month on the County humane Society and the street paving schedule for 1989, he concluded. Mr. Don Monnett noted that the department has been working on clean up efforts at the cemetery and the first city vehicle logo had been painted by the vocational school. Mr. Leon Phillips delivered a report which included: 2 new services installed, 3 services reconnected, 4 leaks repaired, 3 services tied over, 2 services retired, broken fire hydrant repaired, installed new discharge line on a well, installed a new meter, repaired the air release on a high service pump, replaced meter repair bench and sink, installed air line to meter shop. Ile noted that the department changed 38 meters, rebuilt 74 meters, tested 84 meters, and handled 208 work orders. Gallons pumped In the month of March were 44,284,000. It was noted that the Park Board hired Mr. Stanton lambert as the 1989 Summer Recreation Director. His duties will include the coordination of the SPARK program. Consent Calendar: 'Ihe minutes of the regular session of March 14 were distributed to Council. Councilor Sedlack moved for approval of the minutes as distributed. This motion was • seconded by Councilor Murray, and was carried by an aye unanimous vote. The Clerk- Treasurer requested a motion to table the Treasurer's report to allow for distribution and review. Councilor Roach then moved to table the Treasurer's report. This motion was seconded by Councilor Murray, and was carried by an aye unanimous vote. CC 4/12/89 Consent Calendar continued: page 2 • Ordinance 1989 -6, An Ordinance to Amend Chapter 600 of the Greencastle City Code (Park Board), was presented to Council and read by title only by Mayor Harmless. Councilor Murray then moved to approve Ordinance 1989 -6 as presented. This motion was seconded by Councilor Sedlack, and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1989 -6 to have been passed and adopted. Ordinance 1989 -10 was removed from Consent Calendar to Recommendations for the purpose of discussion. Ordinance 1989 -1.1., An Ordinance to Amend the 7,oning Map of the City of Greencastle (Gerald K. Pedigo Corporation - 17 acres on Round Barn Road rezone from Cl to R2), was presented to Council and read by Mayor Harmless. The first reading was given at the Plan Commission meeting on March 27, 1989. Councilor. Roach then moved to approve Ordinance 1989 -11 as presented. This motion was seconded by Councilor Murray, and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1989 -11 to have been passed and adopted. Me public hearing for the request to vacate the alley between St. Paul the Apostle Catholic Clwrch and the old middle school gym was set for the special session of April 27, 1.989 at 7:30 In in City Hall.. (Clerk-Treasurer's note: The hearing was later moved to May 9, 1989 to allow for legal publication). Resolution 1989 -9, A Resolution Designating a City Flower for the City of Greencastle, was presented to Council and was read in its entirety by Mayor Harmless. It was noted that the flower chosen by the most votes of the citizens of Greencastle was the Pink Impatiens. Councilor Conway then moved to approve Resolution 1989 -9 as presen Led. This motion was seconded by Councilor Roach, and was carried by an aye unanimous vote. Mayor Harmless declared Resolution 1989 -9 to have been passed and adopted, and proclaimed the Pink Impatiens to be the official flower of the City of Greencastle. JoAnn Haymaker of the Greencastle Civic league was present to extend an invitation ® to Council to attend the Arbor Day Celebration at Robe Ann Park on April 22, 1989 at 12:30 In. She also noted that the Civic League would be selling Pink Impatiens at cost on the square during the Heritage Preservation Fair, May 12th through the 14th. Mayor Harmless read a letter from Carol l.areau requesting the closing of Hanna Street from College to Locust on Friday, April. 21., :1.989 from 1.:30 pm to 5:00 In. Councilor Murray moved to approve the request. 'Itmi.s motion was seconded by Councilor Sedlack, and was carried by an aye unanimous vote. Mayor Harmless then read a letter from Doug Cox requesting the closing of streets for the DePauw Bike Club race on April 29, 1989 beginning at 1.0:00 am. Councilor Sedlack moved to approve the request. This motion was seconded by Councilor Murray, and was carried by an aye unanimous vote. Presented to Council was a claim against Industrial Devel.opment Funds from City Attorney Larry Wilson in the amount of $1,711.00 for services rendered in conjunction with industrial developinent. After some discussion and clarification, Councilor Roach moved to approve and pay the claim as presented. This motion was seconded by Councilor Sedlack, and was carried by an aye unanimous vote. Recommendations: Ordinance 1989 -10, An Ordinance to Amend the Zoning Map of the City of Greencastle (Don Mitchell Builders - 7.52 acres adjacent to Northeast School rezone from R1 to R3), was presented to Council and was read by Mayor Harmless. The first reading was given at the Plan Commission meeting of March 27, 1989. Councilor Murray then moved to approve Ordinance 1.989 -1.0 as presented. This motion was seconded by Councilor Sedlack. Discussion ensued with Councilor Roach expressing concerns about the number of units, ingress and egress, and spot zoning. Mayor Harmless noted that those concerns would be addressd at the time of request for primary plat approval, continuing that the project cannot move to primary plat discussions until rezoning is approved. Councilor Sedlack inquired about water and sewer requirements. Mayor Harmless noted that those services are already available in the area. On call for the question the roll call revealed the following vote: Ayes: Councilor Conway, Councilor Murray, Councilor Sedlack Noes: Councilor. Roach Mayor Harmless declared Ordinance 1989 -10 to have been passed and adopted by a vote of three (3) to one (1). CC 4/12/89 page 3 Recommendations continued: • Resolution 1989 -8, A Resolution Approving the Statement of Benefits for Wilmington Trust Company (H.A. Parts Products of Indiana Company), was presented to Council and read in its entirety by Mayor [Armless. Councilor Sedlack moved to approve Resolution 1.989 -8 as presented. This motion was seconded by Councilor Murray. After discussion and explanation, an aye unanimous vote carried the motion. Mayor Harmless declared Resolution 1989 -8 to have been passed and adopted. Ordinance 1.989 -12, An Ordinance to Amend Ordinance 1988 -12 Being the 1989 Salary Ordinance for the City of Greencastle, was presented to Council. and was read in its entirety by Mayor Harmless. The Clerk- Treasurer noted that the amending ordinance delineates the specific wage allowed for pool. lifeguards. Councilor Murray then moved to approve Ordinance 1989 -12 as presented. This motion was seconded by Councilor Sedlack, and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1989 -12 to have been passed on first reading. Ordinance 1989 -13, An Ordinance !unending Title 5 of the Greencastle City Code, was presented to Council and was read in its entirety by Mayor harmless, noting that the amending ordinance deletes chapters 570, 572, 580, and 582. Councilor Roach then moved to approve Ordinance 1989 -13 as presented. This motion was seconded by Councilor Sedlack, and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1989 -1.3 to have been passed on first reading. Mayor harmless announced the State Highway Department's intent to repave State Roads 240 and 231 through the City limits during the summer of 1989. Construction is expected to begin in June. The City, he continued, intends to make all necessary infrastructure repairs in those areas prior to the paving. In response to an ulxlate request from Councilor Sedlack, Mayor harmless noted that the Southern Highway Project is currently in the right -of -way engineering stage and construction is expected to begin 1990. • Chief. Hanlon noted that the State is reviewing the accident rel>orts to deternri.ne the lowering of the speed Limit on State Road 240 on the east side. Mayor harmless announced a special session of Council. on April 27, 1989 at 7:30 pm at City hall for the consideration of the voluntary annexation of the Gerald K. Pedigo property. With no further business, Councilor Murray moved for adjournment. This motion was seconded by Councilor Sedlack, and was carried by an aye unanimous vote.
