Call to Order – 6:30 PM
A.Roll Call
Mayor Berner called the meeting to order at 6:38 PM. Upon roll being called the following Council
Members were present: Peggy Upton, Jim Bartels, Al Havens, Mike Ryan, Eric Schnedler. Others
present City Administrator Doug Boldt, City Clerk Ashley Platz, City Engineer Ben Carhoff, and
other.
B.Agenda Additions/Agenda Approval
Motion to approve the agenda by Bartels.
Second by Havens.
All ayes, motion carried.
C.Discussion of Natural Gas Franchise Agreement Renewal – Mark Reinders – MidAmerican
Energy
Mark Reinders with MidAmerican Energy, Franchise Manager presenting the renewal contract for the
Franchise Agreement with the City and MidAmerican. Council Member Havens has concerns with
Franchise Fees since it is still a fee passed on to the consumer. Council discussed the difference
regarding LOST and Franchise Fee. LOST is more beneficial to Tiffin than Franchise fees however
the City of Tiffin does not have control of opting in to LOST in Johnson County. Mayor Berner
agreed that LOST is more beneficial, however Council can choose to receive additional money to
spend with the Revenue Purpose Statement required. Council’s overall discussion was regarding not
th
imposing another type of tax for Residents. Council will have a Public Hearing on May 15.

Danielle Allen, Owner of Family Firework Business since the 40’s – requested to ban tent sales
of fireworks since most issues are with tent sales.

Motion to approve the City moving forward with the Request for Proposal for Automated
Garbage and Recycling by Ryan.

Council Member Schnedler requested to do the bigger storage option for iPad Pro.

6.Discussion and Consideration of Donation to Clear Creek Amana 2017 Post Prom and Council

M. Reports from City Personnel
1.Mayor’s Report – Joint Entities meeting – solar power available in Johnson County for
residents. Will share on Facebook, City Website and on Marquee Sign.
2.City Council Reports – Ryan – Flashing yellow lights about half mile before the lights to notify
driver of a green light is changing to yellow/red. Havens – Watershed Meeting, walked the
timber ridge trail is accumulating trash, concerns with mud on trail. Sump pump running onto
the trail. Roberts Ferry Rd no silt fence with utility work. Bartels – Question on when the
Original Town Urbanization Phase 1.
3.Director of Public Work’s Report – Benches installed in Dog Park. Healthy Lungs at Play
signs installed around the park.
4.Building Official Report – Issued 30 permits this month so far. School will be starting soon
with the New Elementary Building.
5.City Engineer’s Report – Roberts Ferry Rd bid opening today with the DOT.

6.City Attorney’s Report – Nothing to Report. iPads and legal responsibilities and open meeting
laws. Recommends a usage policy, which will be presented to Council when iPads are issued.
7.City Administrator’s Report – CIPCO ROW easement request. Eileen Schmidt will be coming
to City Hall as an intern. Next few months will be busy with all things coming to town.
